The Ministry of Defence of the Russian Federation spent 90 million for purchase of antivirus software

On February 11, 2016 it became known of completion of tender of the Ministry of Defence on delivery of antiviruses - Servionica LLC (enters into I-Teco Group) with the offer of 90.1 million rubles for two^[1] is recognized the winner ^[1].

The maximum starting price of contracts was established in 91 million rubles. Regional Tender Company LLC companies and producer of antiviruses of JSC DialogNauka took part in tender.

In the description of purchase names of specific antiviruses are not designated, specified: "Antivirus Type 1.1, Antivirus Type 1.2, Antivirus Type 1.3", etc. conditional names.

In the tender documentation criteria with which should satisfy software products are formulated. "The domestic origin of software" among them is not present criterion. There is no justification of impossibility of observance of prohibition on the admission of the software coming from the foreign states for ensuring the state and municipal needs in spite of the fact that such justification is provided by the government decree of November 16, 2015 No. 1236 "About establishment of prohibition on the admission of the software coming from the foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" in cases of purchase of import software at the expense of the state budget.

As far as I know, Kaspersky Lab has a support of the majority of the requested platforms. Perhaps, and Dr.Web not much more lagged behind – both companies traditionally and alternately are suppliers of this customer and for certain know his needs for platforms and aim to correspond to them. Before Ministry of Defence of the Russian Federation bought foreign software products in the presence in the market of full-fledged domestic analogs: in the uniform settlement center (USC) Ministry of Defence where the monetary allowance of the military personnel is calculated, since 2012 software of the German company SAP though before creation of ERTs the monetary allowance of the military personnel and the salary of employees of the Russian army in bodies were charged using software of the Russian companies "1C" and "Parus" works. These companies had necessary technologies and experience which at SAP in 2012 was not. Works on implementation SAP in ERTs were performed by system integrator RAMEK, at a stage of operation of software numerous errors when charging a monetary allowance took place to officers and payment delays.
