2017: Rostelecom disconnected the messenger Alla after two weeks of work

At the beginning of February Rostelecom deleted the messenger Alla from app stores two weeks later after start in Voronezh in the test mode. The messenger at those users who already managed to set it is blocked, Izvestia reports.

Official representatives of Rostelecom reported that the decision on suspension of service was made on February 6, having promised to recover its work in the future.

The experts polled by Jellyfish noted that to Alla it was brought into test operation with numerous defects, and responses of the first users about work of this messenger were negative^[1].

One of interlocutors of the edition assumed that after completion the messenger of Rostelecom will be started under a new name.

2016

Creation

At the beginning of March, 2016 Rostelecom announced the beginning of development of service of telephony and exchange of the message. Start of this competitor of Skype which received the name "Allyo" is expected in the summer.

"Аллё" will support voice calls and instant transmission of messages in networks not only Rostelecom, but also other operators. The subscriber will be able or to tie the home phone number to service, or to get the new landline number.

As the representative of Rostelecom Andrey Polyakov reported Vedomosti, new service will be paid as the operator is not going to compete on the market of free messengers and VoIP-applications.

In fact Rostelecom wants to offer the second version of the home phone number which will get Internet connection and access to a broad spectrum of the equipment and also will allow to make fixed connection individual, having distributed calls between subscriber devices of family members, Polyakov explained.

He also noted that at first "Allyo" will be integrated with a personal account of Rostelecom, and then service will be a part of packets with services of broadband access in the Internet and IPTV. Also it is planned that afterwards with its help the subscriber will be able to get access to financial services, the representative of state operator added.

By the beginning of March, 2016 Rostelecom began development of Allyo web version and mobile application. Programmers need to create such interface which "meets requirements" mobile devices based on iOS (the version of IOS 8 above) and Android (versions of Android 4 above), reports the edition with reference to materials of Rostelecom on the website of state procurements.

Andrey Polyakov said that start of Allyo service in 16 largest Russian cities is planned for June, 2016. Further the geography of availability of the project will extend.

How much creation of an analog of Skype will cost to Rostelecom, in the company do not open.^[2]

The agreement with Svetets

The Svetets company signed at the beginning of 2016 the agreement with Rostelecom on development of Alle service, a domestic analog of Skype and WhatsApp. For its creation Svetets requested 42.75 million rubles^[3]

According to technical specifications to the tender of Rostelecom for creation Alla, this service should provide service of voice calls on the Internet, including using the existing home phone number of the subscriber.

Besides, service should work on devices under management OS Android and iOS and also on the PC.

The president of Rostelecom Sergey Kalugin said in an interview to TV channel of Russia-24 that the Alle service should earn in the second half of 2016, however, according to the tender documentation, the contract of Svetets company will end only on December 26, 2016.

Start to Alla will take place in several stages: at first in Nizhny Novgorod, and then in 15 regions of Russia: Moscow and the Moscow region, St. Petersburg, Novosibirsk, Yekaterinburg, Voronezh, Samara, Chelyabinsk, Omsk, Rostov-on-Don, Krasnoyarsk, Perm, Volgograd, Vladivostok, Khabarovsk and in Yuzhno-Sakhalinsk.

As stated in technical specifications to tender, the Alle service should be constructed on the basis of infrastructure of the rostelekomovsky VoIP-product "New Telephony" representing the virtual PBX for corporate clients. The developer and the supplier of "New telephony" - Svetets company.

2015: The tender from the third attempt

The tender for creation of "the murderer of Skype and WhatsApp" was announced on December 30, 2015, and order taking for participation in it almost entirely fell on New Year's holidays: it was finished on January 20, 2016.

It became the third attempt of Rostelecom to create the Russian "murderer of Skype". The first attempt was made in 2014 when the operator was ready to pay the contractor 73 million rubles, but cancelled tender. In 2015 on the new (also cancelled) tender Rostelecom reduced the starting price of the contract to 58 million rubles. The victory of Svetets company became a result of the third tender.
