"The Gazprom design" rebooted the tender for purchase of foreign software

The child structure of Gazprom which is engaged in engineering design "The Gazprom design" intends to buy the software of the American company Autodesk and its technical support for a period of one year. The corresponding tender procedure started in a format of open request for proposals with the starting price of contracts of 201.8 million rubles^[1].

The purchased software is intended for design of construction constructions and buildings, infrastructure facilities, technology objects and pipelines and also for 3D - design, modeling of industrial products, the organization of joint work, visualization of results of engineering project works.

The term of use of programs within future agreement should be unlimited.

The supplier of software needs to have the status of the partner of Autodesk not lower than the Gold level. Itself Autodesk directly will not begin to participate in the tender as it works in Russia only through partners, reported in March, 2016 to CNews in the company.

Order taking will last till April 7, 2016, and the results of the tender will be summed up on April 15. The winner should complete delivery of software within 10 days from the moment of signing of the contract.

Whether there is in Russia an alternative?

In the tender documentation uploaded to the website of state procurements repeatedly it is emphasized that delivery of any analog of Autodesk is not allowed. In "Design" the reasons of such formulation of the question did not comment on the Gazprom.

Nechiporenko Maxim, the marketing director of the direction of "the system of design" of Ascon company, having studied the nomenclature of purchase, CNews assured that software, comparable to the specified software to destination and functionality, in our country exists. "For design in construction are products of Ascon, Nanosoft, NTP Pipeline, Credo-Dialogue, Indorsoft — he says. — In some cases similar problems are solved by sharing of several Russian products".

In the listed structures (except for Askona) this information of CNews was not confirmed and not disproved.

Nechiporenko and the starting price of the contract "The Gazprom design" commented. "According to us, the amount specified in purchase would be enough for financing of a team of the Russian developers for three years — he is sure. — It would be as a result possible to receive an end-to-end architectural and construction system according to several sections of design".

At the same time certified CNews of the Russian office Autodesk no that the bought products of domestic analogs have now. "They support the BIM technology selected by Ministry of Construction priority in the field of design of industrial and civil facilities — say in the company. — On this platform it is designed already hundreds of objects in Russia, and the greatest experience both in the world, and in Russia is accumulated".

What buys Gazprom

Follows from the documents posted on the website of state procurements that the customer is going to purchase 400 Autodesk Building Design Suite Standard 2016 software packages, 120 packets of Autodesk Infrastructure Design Suite Premium 2016, 25 packets of Building Design Suite Premium 2016 and 15 of packets of Building Design Suite Ultimate 2016 and also 15 packets of Autodesk Plant Design Suite 2016 and 10 of packets of Product Design Suite Ultimate 2016.

Support of these programs should include consulting services in phone and e-mail, providing upgraded versions of software for simultaneous use in workplaces, updating of the existing versions of software, access to cloud services of Autodesk 360 and so forth.

the Tender was cancelled and begun

On August 3, 2016 it became known of canceling of the procedure of the tender for purchase of software of Autodesk company and technical support services by Gazprom Design company. The company reduced purchasing amount and carried out restart of the tender.

Earlier, on March 29, 2016, "The Gazprom design" tried to purchase engineering software of Autodesk on 200 million rubles. The nomenclature, according to again published tender, changed slightly, but it was reduced in the amount of and in the price — from 201.8 million to 18.8 million^[2].

In March, 2016 the companies were required:

• 400 Building Design Suite Standard 2016 software packages,
• 120 packets of Infrastructure Design Suite Premium 2016,
• 25 packets of Building Design Suite Premium 2016,
• 15 packets of Building Design Suite Ultimate 2016,
• 15 packets of Plant Design Suite Ultimate 2016
• 10 packets of Product Design Suite Ultimate 2016.

After reset of the tender, purchase looks as:

• 24 Building Design Suite Standard 2017 software packages,
• 10 packets of Infrastructure Design Suite Premium 2017,
• 8 packets of Building Design Suite Premium 2017,
• 3 packets of Building Design Suite Ultimate 2017,
• 3 packets of Plant Design Suite Ultimate 2017,
• 2 packets of Product Design Suite Ultimate 2017.

According to documents on the website of state procurements, technical support of the specified software includes representation of upgraded versions of software for simultaneous use in workplaces, updating of current versions of software.

The contractor should render consulting services in a programs runtime in phone and e-mail. The participant of the tender should be the registered partner of Autodesk, having the appropriate certificate.

The name of vendor in tender documents is specified in an explicit form.

According to us, the amount specified in purchase would be enough for financing of a team of the Russian developers for three years.
