Description of an automation object

JSC Izhora Plants is the enterprise with the developed metallurgical base, a powerful machine-building complex and research laboratories having a closed loop of production - from procurements to complex technology products. Within the last 40 years Izhora Plants - the leading enterprise of the Russian Federation specializing in production of the capital equipment for the first circuit of the NPP with pressurized water reactors.

The broad spectrum of models of production caused a large amount of categories of personnel and operation modes. As a result on Izhora Plants many different forms of piece-work and time-rate pay of work are used. Total number of staff of the enterprise - more than 13000 people.

Software Selection

Many years for the purpose of payroll at the enterprise the software package of own development was operated. In the conditions of constantly changing legislation support of software by own forces ceased to provide required efficiency of adjustment. The existing functionality in the field of personnel management required considerable expansion.

As a way out from current situation in the II quarter 2002 the tender for the choice of the software product of third-party development was announced. IT, Galaktika, Parus and KOMPAS companies took part in it. The main selection criteria of a system were:

  • expected speed of achievement of result;
  • possibility of completion under specifics of the enterprise;
  • possibility of independent setup of a system.

At the beginning of summer of 2002 the agreement was signed with KOMPAS company.

From a response of the Deputy head of department of information support and communication of JSC Izhora Plants, PhD in Technological Sciences K.V. Belousa: ... KOMPAS in the tender were basic reasons of a victory of a packet: flexibility of software, convenience and speed of its setup due to transfer of the main weight of setup process for the visual MASTERS tool; rather high degree of readiness of the drawing version of a subsystem for use at the enterprises of the machine-building industry; an optimal ratio by complex criterion "price/quality"; readiness of KOMPAS company to carry out interface of the packet to the software of other firms and to adapt it to specifics of large industrial enterprise...

General Description of the Project

The complexity of the project on system implementation of personnel management was that at the time of its beginning on JSC Izhora Plants restructuring was conducted. As a result from the structure of joint-stock company 3 independent legal entities which in the work also had to use a subsystem "the COMPASS were selected: Personnel management".

The second vital issue – record-breaking short terms of implementation. For the first two enterprises: Izhora-Transport Ltd and OMZ-Instrument LLC of work on implementation which included training, installation, setup and adaptation of software, import of initial data from DBMS operated a computer to the EU and also preproject inspection for the purpose of creation of terms of reference took 1 month (July, 2002). For the third enterprise – OMZ-Spetsstal LLC, numbering about 3000 people, implementation demanded 1.5 months (August – September, 2002). Directly for JSC Izhora Plants which number of staff was more than 9000 people, - 3 months (November, 2002 – January, 2003). According to customer representatives, the main project deliverable should be considered timely charge and issue to all employees of the salary with transfer to cash cards and also automation of all basic personnel functions. On the basis of software "COMPASS" more than 100 automated jobs, including in all production workshops, HR departments and settlement groups of all enterprises of holding are created.

Now the used functionality extends in the direction of control automation by motivation, social programs, employee development programs.

From an interview of the Assistant department head of corporate systems of Management of information support and communication of JSC Izhora Plants, E.V. Nazarova: ... Some features of the project were connected with eccentricity of the enterprise: the number of categories of personnel is very high, for employees about 90 operation modes are provided. There is continued production assuming job management by turns. There is harmful production; work in some divisions is connected with high risk of getting injured, besides disabled people work at the enterprise. All this required expansion of functionality of a system, and specialists of Compass and IT service of Izhora Plants carried out it to the necessary terms. Some Specific Features of the Project

  • According to the results of the conducted comprehensive examination of business processes at the enterprise the system of charge of the price-work salary and execution of orders was simplified.
  • Payroll by more than 200 codes of charges and deduction, including different methods of a piece-work pay is implemented.
  • In the course of project implementation procedures of automation of release and accounting of 7 additional types of dresses on execution of works, characteristic of heavy mechanical engineering are developed.
  • The specialized functionality for accounting of work on harmful production is configured.
  • Financial controlling is automated on Izhora Plants using the ERP system of SAP R3. For automatic accounting of the accrued payroll according to cost items a subsystem "the COMPASS: Personnel management" it is integrated with the SAP R3 system.
  • 35 new analytical report forms are developed.
