2020: Implementation of the module "Compass: Payroll"
On August 31, 2020 it became known that the St. Petersburg company "Kompas" signed with Federal public autonomous educational institution of the higher education "Peter the Great St.Petersburg Polytechnic University" the agreement on implementation at the University of the module COMPASS: Payroll.
HR departments of the Polytechnical University from the 2004th automate the work with the help of the corresponding module of a subsystem of KOMPAS: Personnel management. It would seem, still then it would be logical to automate also the payroll calculation working in a close information sheaf with the module of personnel records using the same subsystem. However at that time university services could not agree among themselves, and the settlement group of accounting continued to work at the program Finkompleks of own politekhovsky development.
Lately university IT specialists using the built-in tool of the Master of the COMPASS gradually created especially individual version of the module COMPASS: Personnel records, very strongly dispersed from its modern drawing option.
Therefore when in the 2019th year after all the decision to refuse support of the program of own development was made, and products of 1C Companies and KOMPAS took part in tender on this substitution, acquaintance to the last began with the analysis of the modern drawing version of the module COMPASS: Personnel records. To surprise of staff of the University, in many aspects it was more convenient than their individual option, as was one of the reasons for the choice for benefit of the COMPASS. As a result individual version of the module COMPASS: Personnel records it is already replaced with drawing which includes the completions lacking Polytechnic University.
The main stages of implementation, first of which it is already executed:
- Research of a data structure of the application of payroll calculation on the platform Finkompleks and functioning PAKUIUSHR, formation of the plan of the technical and organizational actions necessary for inclusion in its structure of the module COMPASS: Payroll of the Compass HRM system: Personnel management.
- Setup of the module COMPASS: Payroll and working off of the procedure of import of data from the application of payroll calculation Finkompleks.
- Test and working payrolls in three months and the necessary quarter reporting.
- Trial operation of the working application version at technical maintenance of the Contractor.
Planned date of input of the module in working operation – on June 30, 2021.
2003: System implementation "Compass: Personnel management"
Software Selection
In 2002 before the staff of IT department of the University it was delivered problems of replacement of the software which is used in SPBGPU for personnel management solving of tasks as operated at that time by software ceased to correspond to modern requirements of educational institution.
The openness and flexibility of software allowing employees SPBGPU to adapt independently algorithms of functioning of a system to constantly changing business personnel management processes and also ability to integrate with the Financial Complex system which means perform payroll of staff of higher education institution were the main selection terms. In September, 2002 the agreement on implementation at the University of a system "the COMPASS was signed: Personnel management".
General Description of the Project
Project implementation took about 1.5 years. Such considerable duration was caused by two reasons:
- Consultants of KOMPAS company executed the large volume of the adaptations and settings caused by need of implementation of industry and individual specifics.
- Actually software implementation, excepting its setup according to terms of reference of the Customer, was performed only by forces of staff of the University.
At the beginning of 2004 system "COMPASS: Personnel management" it was put in commercial operation. Based on project implementation the industry solution of a system for higher educational institutions was prepared.
Some Specific Features of the Project
- The reference book of divisions is complemented with new fields among which there is a Status of Division field (possible values: faculty, institute, department, management, department, center, laboratory, sector, section).
- The procedure of automatic formation of the subdivision code for the principle of consolidation from left to right of codes of higher divisions is developed. At the same time the complete structure of subordination consisting of names of higher divisions forms.
- The complex mechanism of change of an organization structure is developed: resubordination of division, creation of new divisions merge or division existing, closing of division, removal it in archive, extraction of division from archive.
- The mechanism of control of existence of not released positions when closing division and prohibition on removal of "non-blank" division is developed.
- Specific procedures of formation, adjustment, statement and commissioning of the staff list are developed. It is created screen the Change of the Staff List forms. When developing the new staff list, on the basis of acting automatic check on unemployment of the positions excluded from the staff list is executed. If positions are held - the list of workers on excludable positions forms.
- On each operating established post the feature for viewing the appointed workers and those who worked at this position earlier is added.
- Storage of the change history of the staff list in general and separate established posts is organized.
- A system is complemented with procedures of calculation of a salary which parameters can be: a payment type (a uniform scale of charges, the contract, percent from a scale of charges), the category of the employee and a rate selected from the special reference book. It is possible to calculate a salary percentage of a salary on other position.
- Automatic calculation of allowances in which different algorithms for different types of allowances are used is configured. For example, the allowance for an academic degree is considered in number of the minimum salaries, and the allowance for a position of the associate professor and professor - percentage of the employee's salary.
- When calculating salaries the possibility of accounting of allowances on division in general is entered.
- Payroll accounting on funds is organized: (fund of allowances, fund of payment without allowances, fund of payment with allowances).
- Payroll (on salaries, allowances and their total amount) is executed according to the tree chart of subordination with intermediate results at each level of subordination.
- The reference book of scales of charges is processed for the purpose of a possibility of the choice of one of two scales of charges: payment on salaries or an hourly pay.
- The procedure of recalculation of salaries, rates and allowances depending on change of the minimum wage rate or any sum determined for the first tariff category is developed.
- In a personal card the Education tab is processed. The Knowledge of Foreign Languages fields (the name of language and extent of ownership) are added. The block of the fields "Second higher educations" is added.
- The Qualification tab on which data on scientific qualification in T4 form are taken out is added to a personal card. Fields of the corresponding tabular form "Scientific Works", "Inventions" and "Area of Scientific Interests" are multiline that allows to bring in them any information in any volume.
- The personal card is complemented with the Postgraduate education tab containing the fields corresponding to data of T2 and T4 forms.
- Procedures of calculation of the general, continuous, scientific and pedagogical experience of the employee are developed. The experience can be calculated as continuous general labor), and discrete (with breaks).
- The table "The Vacation Schedule on Divisions" with a possibility of entering in it of information on future holidays of employees is added. At approach of leave start date information from this table is automatically transferred to the table "Data on Holidays and Absences" and further - to the sheet of a time recording.
- The mechanism of control of presence of graduate students at the employee at removal in a personal card of a mark about permission to the management is implemented and at dismissal.
- Features for formation of reference books of working or home phone numbers are added.
- The procedure of export of data on personal cards and salaries of employees in the Financial Complex program is developed.
