2022: Modernization of the next stage of the project to finalize the AIS MPSC of the Voronezh Region

On August 29, 2022, BFT-Holding announced the completion of the next stage of the project to finalize the Automated Information System for Supporting the Activities of the Multifunctional Center for the Provision of State and Municipal Services of the Voronezh Region (AIS MPSC Voronezh Region). Its implementation was carried out by employees of BFT-Holding together with colleagues from AU "MPSC."

The modernization of AIS MPSC of the Voronezh region was aimed at developing the functionality of the system and increasing the efficiency of MPSC specialists, which should first of all have a positive effect on the quality of service to applicants.

As a result of the implementation of this stage of the project, the integration of the system with Sberbank posts is configured. This solution will allow applicants to obtain the results of the provision of services through the cells of automated terminals installed in MPSC offices without an appointment at a convenient time for them.

A number of updated software and analytical capabilities for MFC employees have also been introduced. Additional functions for interaction with the system were received by document reception specialists, back office employees and electronic queue administrators.

AIS MPSC has been interacting with the regional guaranteed information exchange system (SGIO) in its own SGIO concentrator format for several years. In the MPSC, the processes of rendering public services on the principle of one window are automated on the basis of the information system MFC-Capella"." Since the introduction, the MPSC have been constantly modernize and developing this solution, adding Voronezh useful functions to the AIS MPSC areas. The latest innovations will expand the capabilities of the AIS MPSC to interact with information systems, authorities allow the MPSC to receive feedback from applicants communication about the quality of services provided, and also automate a number of operations to work with applicants' requests and manage document flows. Interaction with Sberbank postamates can be especially noted. The applicant will no longer have to wait for the MPSC operator to receive the result: the employee will upload the service result to the cell in advance, and the citizen will receive it at a convenient time without a queue. This reduces the waiting time at the MPSC and unloads operators who, as a result, will be able to quickly accept applicants who came to the MPSC to submit documents,

The modernization of the system was carried out within the framework of the Federal Project "Digital State Administration" of the national program "Digital Economy of the Russian Federation."

As of August 2022, the information system has been introduced and is used in all 40 branches of MPSC AU, in which a total of 828 service windows have been opened. For 7 months of 2022, the number of citizens' appeals using the system amounted to 1,076,614 units.

2018: Introduction of scanning and document recognition technologies

The main goal of this project was to increase the number of citizens served by MPSC operators during working hours by reducing their service time. Manual processing of documents is one of the common factors affecting the duration of service at the MPSC.

Installing the Smart PassportBox scanner allowed:

  • Reduce document scanning costs by up to 44 hours per month for one operator
  • reduce the number of errors by eliminating the "human factor" and automated data entry,
  • increase the number of applicants served by one operator during the working day.

The Smart PassportBox scanner in the AIS MPSC is used when the applicant is recorded in an electronic queue, and the process of servicing the applicant itself is as follows:

  • The applicant contacts the registrar of the "My Documents" center for recording in an electronic queue.
  • The registrar scans the applicant's passport using the Smart PassportBox and issues an electronic queue card. The MFC-Capella system at this time stores recognized data and attaches it to the coupon.
  • The operator calls the applicant on this coupon and begins service. During the applicant's identification, the MFC-Capella system substitutes the recognized data into the search form, thereby replacing the manual data input by the operator. If the applicant is not found in the system, and it is necessary to register it for the first time, then the MFC-Capella system will substitute the recognized data into the corresponding fields, and the operator can only enter the data that is not in the passport.

As a result of the implementation of this project, it was possible to reduce the service time of each applicant by an average of 1.5 minutes, which made it possible to increase the number of citizens served during the day. In addition, the number of grammatical errors during the introduction of passport data has decreased.

2015: Implementation of a comprehensive automation system

According to the results of 2015, MFC-Capella has 39 branches of MPSC, including all municipal districts and urban districts of the Voronezh region. In total, there are 871 service windows in the region, in which universal specialists provide advice to applicants for all types of services, reception and issuance of documents. 98.8% of residents of the Voronezh region have access to receive services on the basis of "one window." In 2015, about 1,700,000 services were provided to citizens, individual entrepreneurs and legal entities of the region. 95% of citizens who applied to the regional MPSC in 2015 were satisfied with the quality of service provision.
