In the Rostov region at the end of 2015 there began the work the Open Budget portal. The portal is implemented based on the portal solution of BFT Company "ATsK-Otkryty the budget".
Project Results
Residents of the Rostov region can find on the portal in a simple and clear type difficult data on budget process, including revenue breakdown of the budget with detailed detailing, information on tax benefits which are provided in the territory of the area. Data on expense structure of the budget are shown by the industries, departments, state programs, the budget investments and public normative obligations. Besides, on the "Open Budget of the Rostov Region" portal it is possible to browse structure of budget deficit financing sources, to see dynamics of budget implementation monthly and many other things.
To increase in availability of budget data to citizens serves also adaptation of the portal under mobile devices – on tablets and smartphones the complete information about the budget is displayed, and data and digits in the form of tables and charts are also available to downloading.
For the Ministry of Finance of the Rostov region the portal became the effective instrument of implementation of the pursued state policy regarding openness of budget data.
Project Development
On August 21, 2017 the "Budget and Financial Technologies" company announced project deliverables of implementation of schedule systems and budget implementation – "ADC-Planning" and "ADC-Finance" in administration of the Rostov region.
In a project deliverable the uniform automated control system for public finance to which 10 thousand users from 462 municipal entities of the region are connected is created. Participants of budget process of the Rostov region work in centralized systems of planning and budget implementation – "ADC-Planning" and "ADC-Finance".
The project on centralization of budget process in the region was executed by BFT company.
The project provided centralization of storage and processing of all information on planning and execution of both the regional budget, and the budget of each certain municipal entity in one place (in one database). At the same time formation and execution of budgets of municipal entities of the region are implemented as independent processes within the integrated process in scales of all subject of the Russian Federation by the principle of collective work with the uniform data warehouse. For August 21, 2017 in information space more than 10 thousand participants of budget process from 462 municipal entities of the Rostov region are integrated:
- Ministry of Finance of the Rostov region;
- financial bodies of municipal entities of the Rostov region;
- main managers of budgetary funds, administrators of budget revenues and administrators of budget deficit financing sources;
- autonomous, budget and state institutions.
Automation and unification of document flow of each stage on budget implementation became a result of the project: from starting the request for expenditure of funds until sending payment from the uniform budget account or division.
The uniform automated control system for public finance of the Rostov region became the powerful and reliable tool which allowed us to increase transparency of budget process, it is essential to lower time and labor costs including specialists of the ministry due to direct connection to work of GRBS, municipal entities and the public and municipal authorities. At the same time, we are not going to be satisfied with what has already been achieved. The management system for public finance of the Rostov region gives ample opportunities and on further improvement of financial processes. On perspective – this obtaining more informative reporting and also further integration with Federal information systems. |
