The arbitration court of the Belgorod region implemented the freeze-ray system for archive data storage

The company "Panasonic Russia" in cooperation with IGS system integrator implemented in the spring of 2016 the project in the Belgorod region. The parties implemented the freeze-ray system for archive data storage on optical disks in Arbitration court of the Belgorod region. A system will provide storage audio-and videos of court sessions for a period of up to 100 years without the need for rewriting.
The freeze-ray technology - joint development of the companies Panasonic Facebook is also designed to meet the growing demand for effective instruments of storage of "cold" data - seldom or information never used. Volumes of such data can sharply increase in office-work of the Russian courts after introduction of an obligatory video of court sessions (the relevant bill is under consideration of the State Duma of the Russian Federation). In the explanatory note to the bill his authors suggest to create federal storage with a settlement volume of annual increase in volume of videos on 17.5 TB. The maintenance of such data array on any carriers, in addition to optical, extremely costly. For example, the archive on hard drives consumes in 30 times more of the electric power, than similar archive on optical disks. Besides, only optical systems ensure safety of data for a period of up to 100 years without rewriting and allow to save up to $6.4 million for each 20 years of storage when the volume of archive is measured already in petabytes.
Evgeny Dmitrenko, the administrator of Arbitration court of the Belgorod region, notes: "It is supposed that regulations on an obligatory video on affairs, cognizable federal courts, will become effective since January 1, 2018, and on civil cases, cognizable magistrates, – since January 1, 2019. Therefore for implementation of electronic storages there is not enough time. At the same time to us as judicial authority, the safety and security of information is extremely important. For example, absolutely inadmissibly several times to rewrite carriers with video records, thereby multiplying risks of data loss. Also for us the question of economy is particularly acute. And taking into account that the obligatory video, perhaps, will extend to the appeal and the first cassation, courts will need power-intensive technologies for storage of data retrieveds".
In Russia only two prototypes of freeze-ray – in DPC of St. Petersburg State University and in R&D the center of the company "were set to Panasonic until recently Russia" to Skolkovo.
Herman Gavrilov, the head of development of business "Panasonic Russia", adds: "Panasonic is engaged in development of technologies of record and data storage from 1970th years. At the company the extensive experience not only in the field of production, but also implementation of optical technologies was accumulated. Field tests in SPbSU and Skolkovo will allow us to optimize a storage system of new generation of freeze-ray for more effective application in Russia due to use of software of the Russian production. We actively cooperate with the domestic software companies, residents of the Innovation center "Skolkovo" and we hope to provide to the market new joint Russian-Japanese DWH products already by the end of 2016".
