"Cloud" 1C helps to provide quickly residents of the Novosibirsk region with preferential drugs

Specialists of 1C-Rarus company by request of Department of informatization and development of telecommunication technologies of the Novosibirsk region implemented in 2015 a cloud automated system of preferential provision of medicines in health facilities of the region. The system created on the basis of 1C:Enterprise 8 covered 800 jobs in the Ministry of Health of the Novosibirsk region, 83 medical organizations, 153 pharmaceutical points and also divisions of the uniform logistic operator^[1].

Use of cloud computing significantly reduced costs for creation and maintenance of a system, at the same time it was not required to buy new ADP equipment. Operational interaction between all participants of socially important process is organized: in a year in a new system more than 2 million recipes are written out, more than 400 thousand inhabitants of the region timely receive the free medicinal aid. Time of holding an application campaign for medicines for all area is reduced. Executive authorities had an opportunity to control and manage quickly process of preferential provision of medicines - at any time and from any computer where there is an Internet. A system is included in the register of the state information systems of the Novosibirsk region.

For acceptance of timely management decisions there was no necessary information that increased risks of irrational resource allocation, and increased runtime of problems of providing citizens with preferential medicines. In the concept of the regional informatization approved by the order of the Government of the Russian Federation of December 29, 2014 it is said that "for cutting of costs for creation and operation of the IC in the field of health care it is recommended to use cloud computing taking into account requirements of the legislation of the Russian Federation, including about personal data protection and a medical secret. We created technical specifications on development of the cloud information system covering workflows of all participants of preferential provision of medicines. The Novosibirsk branch "1C-Rarus" which is Competence Center on budget accounting and medicine of 1C Company was selected on a competitive basis by the contractor of the public contract. The general management of the project was performed by Department of informatization and development of telecommunication technologies of the Novosibirsk region

The 1C:Enterprise 8 platform having the FSTEC certificate for ensuring work taking into account requirements of the Federal law of 7/27/2006 No. 152-FZ "About personal data protection" became a basis for development of a new system. Use of cloud computing allowed to minimize costs for creation and maintenance of a system and excluded need for upgrade of the computer equipment and the equipment.

A system covered 800 jobs in the Ministry of Health of the Novosibirsk region, 83 medical organizations, 153 pharmaceutical points and divisions of the uniform logistic operator. Tuning of a system in the automated workplaces of medical, pharmaceutical and administrative personnel is performed. 2047 doctors and 599 operators of preferential providing, 278 employees of pharmaceutical points and 267 responsible for preferential provision of medicines in the medical organizations, 230 managers of departments and 31 administrative employees are connected to a system.

Are organized continuous consulting and methodological and technical maintenance of users of a system on a telephone line of consultations, operational acceptance of addresses by e-mail is conducted, the information website is created.

As residents of the Novosibirsk region in a plot of Regional telebroadcasting network comment: "Wrote out the recipe - at once received medicine. We do not run from one drugstore to another in search of the necessary medicines any more. On service several minutes leave".

Key project deliverables

Separate software products of health facilities of the Novosibirsk region are replaced with the unified information system of preferential provision of medicines. Integration of a system into the Register of health workers, the Passport of the medical organization and Uniform registry of Uniform State Health Information System of the Novosibirsk region and also adjacent information systems is executed. It allowed to exclude duplicated data entry in different programs and helped to unify the normative reference information.

All information connected with providing preferential drugs to inhabitants of the region is consolidated in a system, reports for job analysis of a system of provision of medicines form. There was an opportunity to analyze pent-up demand and demand of medicines, it is rational to manage the range of drugs, to keep accurate accounting of the movement of medicines on drugstores and a warehouse, to control expiration dates and cost of medicines. Heads can quickly estimate efficiency of accomplishment of federal and regional programs of preferential providing citizens now, calculate load of a commodity distribution chain, determine cost of providing consumers with preferential drugs.

For the Ministry of Health of the Novosibirsk region the mechanism of determination of need for preferential medicines is created. It simplified and accelerated formation of monthly requests for medicines in medical institutions. As a result the term of holding an application campaign by medicines for all region is reduced to two weeks taking into account all processes of approval and control of limits of financing.

The statement of recipes is performed with reservation of real medicines directly in pharmaceutical point now. At the same time expiration dates of medicines are accurately controlled. The exempt with guarantee can receive the medicine prescribed and reserved in drugstore.

Use of "cloud" technologies allows to control all processes of preferential providing citizens in real time - to trace the statement of recipes, to reveal errors at the statement and also violations of standards of delivery of health care.

All this helped to optimize management of preferential providing inhabitants of the region with medicines. Using a new system in a year more than 2 million recipes are written out, more than 400 thousand residents of the Novosibirsk region are provided with the timely free medicinal aid.
