Biography

Ruslan was born on September 16, 1974 in the Leningrad Region.

In 1996 graduated from St. Petersburg University of Economics and Finance.

In 2006 completed training in Federal public educational institution of higher professional training "Northwest Academy of Public Service".

From 1993 to 2003 worked as the security service specialist, the specialist, the expert of department of the client relations of group of dealing of the St. Petersburg department of International Moscow Bank.

From 2003 to 2008 - worked direktoro (on work with branches), the deputy CEO of the State unitary enterprise "Fuel and Energy Complex of St. Petersburg".

In 2008 and for 2011 the vice-chairman of Committee on transport of the Government of Saint Petersburg worked as the adviser to the Chairman of the Committee for transport.

From 2012 to 2013 - the first deputy minister of a construction complex and housing and communal services of the Moscow region.
