On August 19, 2016 the Technoserv company announced the project of upgrade of storage system of climatic data in structural division of Roshydromet - VNIIGMI-MTsD.

Project Tasks

The VNIIGMI-MTsD center is a part of Roshydromet. In archives of the organization since 1964 the climatic data collected in Russia and abroad collect. Organization has the system archive information collected from the middle of the 19th century. The most ancient document in storage is dated 1734.

Action of "VNIIGMI-MTsD" - opening of AMS, (2015)

The project proceeded over a year. Financing is carried out by International Bank for Reconstruction and Development through Bureau of the Economic Analysis fund. The cost of the contract exceeded 180 million rub[1].

Project Progress

Technoserv was upgraded by DWH of one of the world's largest storages of hydrometeoinformation. Works on the agreement are performed by three stages, in addition to upgrade of storage system:

  • organization of additional jobs
  • implementation of devices for scanning of paper documents,
  • retrofitting of printing house of the enterprise.

Within the project Technoserv supplied the special equipment, including contactless scanners of Elar company which were used by structures of Roshydromet.

In VNIIGMI-MTsD the scanners requiring presence of the operator for change of pages of shabby filings and the stitched archives (Planskan series) and automatic robotic devices, the going-through more or less "strong" sheets independently ("Elarobot") are delivered - in the project the models capable to digitize paper archives with a speed up to 2.5 thousand sheets per hour were used.

During the project Technoserv equipped jobs of operators administrators for cataloguing of the digitized documents. As an ECM system for information resource management and the catalogued data the Elar of SAPERION platform is set, training in work is provided.

As work on scanning of paper contemporary records is carried out not only in VNIIGMI-MTsD, but also in the regional centers of Roshydromet, installation of the necessary equipment and the accompanying software with connection to an ECM system was carried out in addition in seven managements on hydrometeorology and monitoring of the environment of Roshydromet (UGMS) in Moscow, Rostov-on-Don, Nizhny Novgorod, Arkhangelsk, Khabarovsk, Novosibirsk, Yekaterinburg.

21 divisions of Roshydromet, including the centers of acceptance of satellite hydrometeorological information of Federal State Budgetary Institution Research Center Planeta in Novosibirsk and Khabarovsk got access to an ECM system with contemporary records, in them workstations are installed.

Upgrading VNIIGMI-MTsD storage system connected with the system of scanning, integrator also DWH of production Etegro, a switching equipment of Cisco, tape backup systems of production of Oracle, the engineering systems installed servers. Presetup program providing and the equipment is executed. As a system core in VNIIGMI-MTsD and in 11 centers of Roshydromet the system of virtualization is installed.

The contractor paid special attention to transfer of information from disk arrays of the Center in the upgraded storage system — about 100 TB of data.

During the project of the party re-equipped VNIIGMI-MTsD printing house: the printing equipment is installed and started, workstations are upgraded.

We provide not just storage, and termless safety of information on state of environment and its pollution. The current information stream is accepted and remains in a digital form in robotic library. However we also locate the large volume of paper archive on which digitization, by our calculations, without additional equipment, about 60 years would leave. For this reason one of our key tasks is increase in rates of transfer of information from paper by digit and, of course, improvement of the used technologies of data storage for today.
