What impact did the trend of import substitution have on the Russian market of ERP?
If private companies carefully treat this trend, then state and near state cannot ignore it and obviously make decisions on the choice of information systems taking into account this factor. Also It should be noted that import substitution regarding ERP matched including active development of the product 1C:ERP in the last years and the accumulated experience of successful projects on this platform. Though I personally extremely am negative to "import substitution", supporting rather support of our producers in global markets, in a case with ERP this trend had good points. First of all, many customers began to allow at least a possibility of use of the Russian developments for the projects. We in CROC are engaged in practice of 1C since 2009 and perfectly we see how the opinion of customers and reputation of a product changes. And until recently many companies refused to look, for example, at Russian vendor, motivating with the fact that they need "world practices" and "we are able to afford the most expensive.

Practice of BI Partner shows: since the second half of 2015, the market for 1C began to extend. On the one hand, at the expense of the sounded trend interest from public authorities increased by import substitution. With another – because of depreciation of national currency demand considerably increased from the large business and the western companies which got used to be guided before by platforms from universal leaders of the industry. |
2015 passed in waiting of prohibition on purchase of foreign software to public institutions and therefore some customers tried to implement projects to the introduction it in force. But at the same time there were striking examples of implementation of domestic solutions in large state corporations. Import substitution still is one of the main trends in the ERP market and in a public sector. In state structures (including in St. Petersburg and in the Northwest) it was headed for active substitution of foreign information systems by domestic developments or solutions based on the open source software several years ago. Since the beginning of a course towards import substitution our production volume increased, we connect it both with growth of the market, and with a new course on transition of state structures to the free software. Now from the state we observe a complete turn towards the Russian products and customers, there is a tendency to work under the brand "it is made in Russia" and to substitute foreign developments. |
Import substitution on the practical level fully began to be shown at the end of 2015 – the beginning of 2016. At the moment the given trend redirected the market already more than for 20% towards solutions of domestic manufacturers. |
Import substitution remains the most significant trend in the Russian economy, moreover 11/16/2015 the Government of the Russian Federation adopted resolution No. 1236 on prohibition of state procurements of the foreign software for the purposes of ensuring the state and municipal needs. This resolution did not concern the unique software, analogs which domestic developers do not have.

The good window of opportunities opened for those Russian companies which propose solutions in the field of automation, planning and modeling of production. Now borders of import substitution are not transparent. The Ministry of Telecom and Mass Communications continues to create the register of domestic software. Already enter the register as powerful domestic management systems, for example "1C: ERP Enterprise Management 8", and programs which do work in ERP of more effective, including the scan products developed by our company - "Scan Archive" (translates documents in electronic the scan images and saves them in 1C base) and "Skan-Zagruzka of documents" (automatically enters primary documents into 1C). Perhaps, in the future vigorous activity of the state in the direction of import substitution considerably will change a situation in the market of ERP. We predict the further growth of this trend – in spite of the fact that formally budgets are reduced, none of customers want to refuse IT projects. If earlier considerable budgets were spent for acquisition of the foreign equipment, then now basic IT infrastructure is already created, and the customer is more focused on the Russian developments and IT solutions. At the same time ERP solutions are more often developed by state customers to order, than softwares are purchased in a license type on ready.
