2017: The first results of work with domestic processors
In May, 2017 in the Ministry of Telecom and Mass Communications announced TAdviser the first operating experience of a hardware and software system of a system of the issue of passports[1]"World" which moved in 2016 to servers with the Russian Elbrus processors.
In 1 quarter 2017 data migration and transfer of 12 principal components to solutions of domestic production was made and also trial operation of components of a departmental segment of the Ministry of Telecom and Mass Communications of the World system is begun. The IBM System Z servers which are used earlier remained in a reserve.
Due to purchase of service maintenance and support for the equipment of the Russian production, instead of purchase of service maintenance for IBM System Z, it was succeeded to reduce the cost of operation of a hardware and software system of the World system more than twice, claim in the Ministry of Telecom and Mass Communications.
With respect thereto the ministry considers it expedient to continue works on step-by-step import substitution of other departmental segments of the World system (the Ministry of Internal Affairs of the Russian Federation, the Russian Defense Ministry, the Ministry of Finance of the Russian Federation, FSB of Russia, the MFA of Russia, Rosmorrechflot).
For this purpose state customers of departmental segments should prepare offers to the Ministry of Telecom and Mass Communications on transfer of segments of a system to domestic servers with Elbrus processors and the automated jobs based on Baikal processors.
According to the Ministry of Telecom and Mass Communications, Baykala it is possible to use at workstations or in the separate automated workplaces with low performance requirements. At the same time in a segment of the Ministry of Telecom and Mass Communications there are no such solutions.
In addition to operation reduction in cost import substitution allows to develop competences on development and deployment of the domestic application software and Open Source and also to provide independence of foreign equipment manufacturers and software, note in the Ministry of Telecom and Mass Communications.
2016: Moving with IBM on the Russian servers and the free software
In 2016 the departmental segment of the state World system was translated from the foreign proprietary software and the equipment on the open source and the equipment of the domestic companies. Announced this TAdviser in the Ministry of Telecom and Mass Communications in January, 2017.
In particular, in a system more than 130 servers constructed on domestic Elbrus processors, Rubicon-to firewalls of production of the Russian company NPO Eshelon and also more than 20 solutions based on the open source (software) are used now.
Hardware and software system performance based on Elbrus conforms to requirements of the World system, speak in the Ministry of Telecom and Mass Communications. Besides, works on further increase in this indicator are conducted.
Earlier in a system servers of IBM were used, specified TAdviser in the Ministry of Telecom and Mass Communications. According to the director of the department of implementation of strategic projects of the Ministry of Telecom and Mass Communications Andrey Chernenko, the purchasing sum of the domestic equipment, implementation and annual support of this solution is less than the cost only of annual support of the equipment of foreign production. This solution allowed to level dependence on technical support of the equipment and the commercial software of foreign producers, he said.
Purchase of servers with the Elbrus processor was made within two tenders in 2016. The relevant contracts were signed with "Institute of electronic managing machines of I.S. Brook", their amount was about 245 million rubles.
Having translated a departmental World segment on a domestic hardware platform, the Ministry of Telecom and Mass Communications implemented the first step on import substitution of a system, note in department. As of the beginning of 2017 based on the World system issue of identity documents is performed: passport of the citizen of the Russian Federation, foreign passport, document of the foreign citizen, refugee certificate, etc. Further a system will be used for release of electronic passports of the citizen of the Russian Federation. This project is implemented by the Ministry of Telecom and Mass Communications and the Ministry of Internal Affairs of the Russian Federation together with other departments.
In addition to import substitution, in 2016 the Ministry of Telecom and Mass Communications carried out works on design of software and hardware solutions and development of the standard software for rendering public service on registration and issue of foreign passports of new generation in the multifunction centers of providing the public and municipal services (MFC). Thanks to it in the future the staff of MFC will be able to begin to adopt statements, including registration of biometric these applicants and to issue international passports of new generation taking into account requirements for information security. Also for work integration of the developed solutions with information systems of MFC is provided in the mode of "one window".
In 2016 the Ministry of Telecom and Mass Communications interaction of a system ensured Peace with Uniform electronic service of a system of interdepartmental electronic interaction (SIEI 3.0). It will allow to accelerate significantly in 2017 delivery of information on lifting of restrictions to trip abroad of citizens from FSSP to border check-points, calculate in department.
