The supply of equipment to the State Committee of the Republic of Tatarstan will expand the possibilities of digitization of archival funds and increase the efficiency of working with documents. Elar announced this on March 4, 2026.
The delivery for the municipal archives of the republic included six scanners of the ElarScan A2 line.
The State Committee forms and ensures the preservation of the Archive Fund of the Republic of Tatarstan, organizing access to documents for authorities, researchers and citizens. The expansion of the technological base allows you to increase the volume of translation of materials into electronic form and at the same time reduce the load on the originals.
The ElarScan A2 line of planetary scanners is designed for professional work with sewn cases and books of various states. All models are equipped with a transformable cradle (180 °/120 °) for working with documents with full and incomplete disclosure, as well as optical zoom for adapting to originals up to the A2 + format. This combination provides flexibility and consistent quality when scaling digital projects. The technical capabilities of the line allow you to build processes taking into account the state of archival materials, ensuring careful work with documents of various degrees of preservation, including worn, faded and handwritten materials.

Completion of the project for the creation of the Unified Archive Information System
On June 6, 2018, ELAR Corporation announced the completion of the project for the creation of the Unified Archival Information System of the Republic of Tatarstan (UAIS RT) on the basis of AIS ELAR-Archive. The transfer of not only paper, but also electronic documents for storage in state and municipal archives after the expiration of the established period is fully automated. Thanks to this solution, the entire archival industry of the region is automated, including the State Committee, the State Archive and 46 municipal archives.
The project began in 2016 and involved the solution of the task of automatically submitting in electronic form any archival documents created in the Unified Interdepartmental System of Electronic Document Management of the Republic of Tatarstan, which has been operating since 2009 and ensures the work of more than 11,000 employees and the creation of 8,000 new documents and resolutions per day.

In addition, the activities of archives in terms of providing services to individuals and legal entities for issuing certificates were automated and access to research funds was provided. UAIS RT is synchronized with the portal of public services, i.e. each request of citizens is displayed in the system, and at the request of users, informing about the status of processing and notification of the readiness of the necessary documents with an attached electronic copy is provided. Automation of the process made it possible to eliminate errors, significantly reduce the labor costs of specialists and the waiting time of citizens for requests for documents.
The project was carried out within the framework of the state program "Development of archival affairs in the Republic of Tatarstan for 2016 − 2020." In the future, it is planned to develop and introduce technologies and services into archival activities. In particular, the project is planned to be broadcast to other regions of Russia, for this, the ELAR corporation has developed a special program interface (API), which will make it easy to integrate AIS ELAR-Archive with any EDMS.
Awarding the municipal archives of the region with ElarSKAN complexes A2
As it became known in February 2018, at an expanded meeting of the board of the State Committee of the Republic of Tatarstan on archival businesses, it was decided to award five municipal archives of the region with planetary scanning complexes of ElarSCAN A2.
Since 2017, in order to strengthen and develop the material and technical base of municipal archives, their grant support has been provided. As part of this initiative, the archival departments of Verkhneuslon, Elabuga, Zainsky, Sabinsky, Tetyushsky districts were equipped with ElarSKAN A2 scanners, which were supplied by ELAR Corporation.
With the help of ElarSKAN A2 in the municipal archives it is planned to scan the most popular and valuable storage units, including documents of funds of local authorities and state administration, local governments, organizations and enterprises; personal funds and archival collections, etc.
It is expected that from now on, work on the digitization of documents in the archives of municipal districts will be carried out systematically. This will allow filling the Unified Archival Information System of the Republic of Tatarstan with digital copies of these documents, which, in turn, will have a positive effect on the quality and speed of providing services for the social and legal needs of citizens.

2017: Start of UAIS RT operation
At the beginning of 2017, an expanded meeting of the board of the State Committee of the Republic of Tatarstan on archival businesses was held in Kazan, dedicated to new methods and tools for collecting, storing and providing archival information: the Unified Archival Information System was launched in the region.
The event was attended by President of Tatarstan Rustam Minnikhanov, Head of Rosarkhiv Andrey Artizov, Chairman of the Regional State Committee for Archival Businesses Irad Ayupov, representatives of republican ministries and departments, regional and municipal archives, enterprises, public organizations and science.
The colleagues discussed the results and directions of the systematic work that is currently underway in the republic to consolidate archival data from state authorities, enterprises and institutions, non-profit and religious organizations, and to work out convenient services for providing the necessary information to users and interested parties. This activity requires the State Committee to search and create a new methodology for storing, managing, searching and providing access to archival documents and data. The State Committee is working on this task both within the framework of the currently being created Strategy for the Development of the archival businesses of the Region until 2030, and the implementation of the state program until 2020. Irada Ayupova reported on what was done during the year. In particular, during 2016, the first stage of creating an information and search engine was implemented according to the documents of state authorities of the Republic of Tatarstan, archival institutions.

This makes it possible for archivists of the republic to very quickly search for documents and information, which has a positive effect on the timing of requests and user service in reading rooms. "
Another system that was launched in Tatarstan was the Unified Information System (UAIS RT). It can be used not only by archive workers, but also by ordinary citizens. Thanks to its implementation, as well as filling with a database of 885,000 records, the scientific reference apparatus of the State Archive of Documents on the Personnel of the Republic of Tatarstan, the National Archive of the Republic of Tatarstan and the Central State Archive of Historical and Political Documentation of the Republic are available to users via the Internet.
During the meeting, a demonstration of the implemented systems, as well as equipment for digitizing archival businesses and documents, took place. ELAR Corporation also presented the Self-Scanning Complex (Self-Scanning Complex) for organizing sections for copying documents by users of reading rooms in archival institutions. The meeting participants noted that the terminal is convenient for users and safe for original documents.
In 2017, it is planned to solve the most important task, which is provided for in the state program "Development of archival businesses in the Republic of Tatarstan for 2016-2020." Namely: preparing archives for the reception, preservation and use of electronic documents, ensuring their authenticity. During 2016, the developers of the electronic document management system, which is used in all executive authorities of the Republic of Tatarstan, created a module for unloading electronic documents from the EDMS to transfer them to the archives. This year, work will begin on the integration of the module with the UAIS of the Republic of Tatarstan and the development of mechanisms for receiving, storing and ensuring the authenticity of electronic documents when they are transferred to state storage. Thus, in Tatarstan it is planned to implement an advanced and unique project for Russian archives.
