On July 6, 2021, the Ministry of Digital Affairs of Russia announced the transition of the state information system for coordinating informatization (FGIS KI) to the state unified cloud platform (GosCloud). Responsible for the operation of the system and its transition to this platform is the Center for Expertise and Coordination of Informatization (CECI), subordinate to the Ministry of Digital Affairs of Russia.
The transition to the GosCloud of the Ministry of Digital Arts and CECI has been underway since 2019. As of July 2021, 20 departments are participating in the experiment, and at the end of 2021 it is planned to connect six more government agencies. According to the results of the experiment, the project will be scaled up to all authorities.
GosCloud serves as an infrastructure foundation that provides computing resources, ensures data security, including through the use of mainly domestic software and equipment. By using the cloud platform, departments save on maintaining their own IT infrastructure, which allows you to optimize the spending of a dedicated budget.
Active digitalization of government agencies is accompanied by an increase in the number of requests registered with the FGIS CI. In the system, there is coordination of purchases that support the activities of departments, therefore, failures in its operation are unacceptable. The functions of the FGIS KI are aimed at implementing departmental digital transformation programs, which include planning for the purchase of equipment and IT solutions in accordance with common standards for digitalization of government agencies.

The Ministry of Digital Affairs is changing the IT system for coordinating informatization
On the federal portal of draft regulatory legal acts regulation.gov.ru departments = 122 & npa = 116035 published the draft decree of the Government of the Russian Federation developed by the Ministry of Digital Affairs of Russia on amending the decree of the Government of the Russian Federation of November 14 2015 No. 1235 "On the Federal State Information System for the Coordination of Informatization" (hereinafter - PP of the Russian Federation 1235).
The explanatory note to the project states:
The draft decree of the Government of the Russian Federation, developed by the Ministry of Digital Affairs of Russia, amends the regulation on the federal state information system for coordinating informatization (FGIS KI). This is due to a change in the legal regulation affecting the functioning of the system. The developed document brings the regulation on FGIS CI in accordance with the budget legislation of the Russian Federation and the legislation of the Russian Federation on non-profit organizations. It provides for the exclusion from the composition of the FGIS CI service subsystems of the departmental and regional informatization management information system and the Electronic Region information system, as well as the organization of the information and technological interaction of the FGIS CI with a single interdepartmental information and statistical system and other information systems in order to collect and process information for the formation of official statistical data on indicators of digital maturity, provided by presidential decree No. 474. |
The planned changes are already the third in the account for PP RF 1235. We will return to their contents below, and for the time being we will briefly describe the previous changes that have occurred with the regulation on the FGIS CI.
The first changes were made in September 2018 and were mainly purely technical in nature - according to the text of the provision on the FGIS KI, the full name of the then Ministry of Communications was changed to "Ministry of Digital Development, Communications and Mass Communications." In addition, in only one place in the list of tasks to be undertaken by the coordination system (paragraph 4, subparagraph (b)), two words were deleted - instead of "planning and ensuring project management..." it became simply "ensuring project management...."
For the second time, the PP of the Russian Federation 1235 changed after the adoption in October 2020 of a new coordinating NAP - Decree of the Government of the Russian Federation dated 10.10.2020 No. 1646 (hereinafter - PPRF 1646[1]." And this time there were many more changes and all of them were more significant: it was to remove from the text of the provisions on the FGIS CI all references to the invalid decree of the Government of the Russian Federation dated 24.05.2010 No. 365 (hereinafter - the PPRF [2]" and incorporate into it the norms of the newly adopted PPof the RF 1646.
True, in addition to changes related to the PP of the Russian Federation 1646, several short fragments were removed in the text of the FSIS CI provision that were not directly related to changes in the coordination processes, but significantly changed for the worse the initially declared means of ensuring the openness of information in the FSIS CI and the functionality of generating analytical materials based on data stored in the system.
Paragraph 16 (a), which listed the functions of the FGIS CI service subsystems, was declared invalid:
a) information and analytical support of informatization management at the stages of decision-making on creation of information systems, planning of measures for creation, development and operation of information and communication technologies, information systems (including information technologies, technical means and information and telecommunication networks necessary for their operation) implemented by the entities of the coordination system, as well as taking into account the results of the carried out informatization measures, assessing their efficiency and effectiveness, using the results of the carried out informatization measures; |
This functionality was simply deleted from the provision on FGIS CI - no alternative text on information and analytical support for information management appeared anywhere else in the situation.
In addition, the reference to public access to analytical reporting in the CI CI CIF was deleted from the description of the functions of the CI CIF portal (para. 17 of the provision). Subparagraph (a) of paragraph 17 of the provision has lost the part of the text shown in strikethrough in the quote below:
a) providing public access to the information contained in the coordination system, including in the format of open data, |
Here it should be said that even during the operation of these norms, the provisions on the FGIS KI her portal was not at all a model of data openness - TAdviser wrote about this almost 2.5 years ago (see "How the openness of the state IT turned into closure. Chronicles of degradation "), and over the past time it has not become better with openness in the field of state informatization. And the changes in the PP of the Russian Federation 1235, made "under the noise" in connection with the changes due to the adoption of the PP of the Russian Federation 1646, generally reduced the openness of state informatization to almost zero. Because it is not possible to consider the "open data" published on the FGIS KI portal as a good example of openness - experts have repeatedly written about the low quality and practical futility of most of these data.
TAdviser plans to contact the Ministry of Digital Affairs of Russia for clarification about the above-mentioned changes in the PP of the Russian Federation 1235.
The changes proposed for introduction into the regulation on the FGIS CI are set out in the draft decree of the Government of the Russian Federation in the generally accepted for "changing" NAPs, but extremely inconvenient to perceive the meaning in the context of the entire document being modified, in the form of "point" revisions to paragraphs and paragraphs. Therefore, all proposed changes are listed below in an informal but more understandable language. When preparing this publication, TAdviser analysts decided that the consolidated version of the RF PP 1235 may be useful, which will reflect all the changes previously made to the NAP and proposed for introduction by the last draft (reference to the text of the consolidated version of the RF PP 1235).
So, what is planned to be introduced and what is planned to be removed from the upcoming revision of the provisions on the FGIS CI?
- It is proposed to remove the information system for managing departmental and regional informatization from the composition of FGIS CI service subsystems (known among specialists as AIS UViRI, as well as by the name of its main functional subsystem - AIS "Coordination"), as well as the Electronic Region information system.
- It is planned to exclude everything related to monitoring regional informatization and the distribution of subsidies for the implementation of informatization projects in the constituent entities of the Russian Federation (and for which the Electronic Region subsystem proposed for exclusion was used) from the list of tasks for which the FGIS is intended.
- Instead of monitoring regional informatization and supporting the processes of distributing subsidies for the implementation of IT projects in the regions, It is planned to include the development of official statistical information on digital maturity indicators among the tasks addressed by the CI FGIS, related to the national goal "Digital Transformation," announced in Decree of the President of the Russian Federation of July 21, 2020 No. 474 "On the National Development Goals of the Russian Federation for the Period until 2030" ("July Decree"). To this end, it is planned to ensure the information interaction of the FGIS CI with the Unified Interdepartmental Information and Statistical System (EMISS).
- Innovations are also envisaged in the issue of financing the development and operation of the FGIS CI, including in terms of performing the functions of the system operator. Starting from the very first version of the PP of the Russian Federation 1235, it was determined that only an organization from among the summaries of the Ministry of Communications/Ministry of Digital Affairs on a state assignment issued by the ministry or another organization in accordance with the law on the contract system (44-FZ) can perform works and services related to the FGIS KI. In fact, throughout the entire existence of the FGIS KI (the first working version of the FGIS KI appeared in mid-2017), funds for its development and operation were allocated in the form of subsidies for the execution of the state task to the Ministry of Communications/Ministry of Digital Affairs - FSBI "CECI." Changes in the PP of the Russian Federation 1235 suggest that subsidies for the development and operation of the FGIS CI can be allocated by the Ministry of Digital Affairs of Russia not only to its own organizations, but also to third-party organizations.
The commentary provided by the Ministry of Digital Affairs of Russia to the TAdviser portal explains the reasons that prompted the department to amend the provision on FGIS CI. These comments are set out below in abbreviated form and in a somewhat freer form than those submitted by the Ministry, but remain unchanged:
- UviRI AIS was created more than 10 years ago to ensure the implementation of the RF PP 365. Since the adoption of the RF PP 1646 in October 2020 led to the fact that the RF PP 365 was lost, a decision was made to exclude the UviRI AIS from the FGIS KI service subsystems.
- . IP "Electronic Region" was created as part of the FGIS CI to ensure competitive selection processes for the right to receive subsidies for the implementation of informatization projects in the constituent entities of the Russian Federation on the basis of co-financing, as well as collecting indicators of the effectiveness of regional informatization and other indicators and information, necessary to assess the effectiveness of regional informatization and the implementation of the concept of regional informatization, approved by Order of the Government of the Russian Federation of December 29, 2014 No. 2769-r.
However, in 2017, changes were made to the state program "Information Society" (utv. Decree of the Government of the Russian Federation of April 15, 2014 No. 313), in accordance with which the rules for the distribution and provision of subsidies for supporting regional projects in the field of information technology were changed, in particular, these rules no longer provide for competitive selection for the right to receive subsidies for the implementation of informatization projects in the constituent entities of the Russian Federation. Therefore, the need for the further presence of the Electronic Region IP as part of the FGIS CI has disappeared.
2016
Order of the Ministry of Communications on the rules for the formation and modification of registry records on state information systems
On September 11, 2016, the order of the Ministry of Communications entered into force, establishing for state bodies the rules for the formation and modification of registry records on state information systems. In particular, on their creation, development, commissioning, operation and decommissioning, as well as further storage of information contained in their databases. The requirements for the procedure of these processes were approved by the government decree of July 6, 2015 N 676.
The order of the Ministry of Communications was issued in August 2016, registered with the Ministry of Justice on September 1, 2016. It refers to entries in the register, which will be kept within the framework of the Federal State Institute for the Coordination of Informatization. The regulation of this FSIS was approved by Dmitry Medvedev in November 2015. This system should ensure the formation of a single information space to support management decisions in the field of public administration of ICT created or used by government agencies at various levels - from federal to municipal (see the subsection below on the creation and tasks of the system).
The September order of the Ministry of Communications establishes an extensive list of information about which state agencies will have to enter information in the register:
- information about the subject of control;
- name of the state information system;
- number of entry in the register of territorial placement of information systems equipment;
- type of informatization event;
- number of informatization event;
- legal basis of the informatization event;
- details of the conclusion of the Ministry of Communications, provided for by the regulation on the coordination of measures for the use of ICT in the activities of state bodies;
- TK for the creation (development) of a state information system;
- stage of the informatization event;
- list of documentation for the state information system;
- requirements for acceptance of works;
- project documentation;
- working documentation;
- documentation on the state information system software;
- commissioning works;
- preliminary tests of the state information system;
- pilot operation of the state information system;
- acceptance tests of the state information system;
- decisions on the organizational structure;
- training of officials of the subject of control;
- service life of the state information system;
- scheduled maintenance;
- legal acts related to the decommissioning of the state information system;
- The period of decommissioning of the state information system;
- shelf life of information;
- the basis for decommissioning the state information system.
The order of the Ministry of Communications also approves the rules for the formation and modification of information for inclusion in the register and the general rules for evaluating information posted in the register. The Ministry of Communications will evaluate the information. It must also determine the timing of the assessment from the day the information is entered in the register. According to the order, this period cannot exceed 10 working days.
Separately, the order defines the features of entering information into the register and their assessments for state information systems at different stages of their life cycle as of the date of entry into force of the government decree of July 6, 2015 N 676 (On requirements to the procedure for creation, development, commissioning and decommissioning of state information systems and further storage of information contained in their databases).
The new register should become much larger than the register of state information systems of Roskomnadzor, which from December 1, 2015 was decommissioned in connection with the creation of the FSIS for the coordination of informatization. It will accumulate information and documentation on all state information systems not only of federal state bodies, but also of executive authorities of the constituent entities of the Russian Federation.
A TAdviser source close to the Ministry of Communications noted that the composition and depth of the information supposed to be collected and stored in the new registry is unprecedented: "The order provides, in fact, for the creation of a new" super-register "of state informatization, which in terms of the amount of information and documents expected to be accumulated in the registry, has not yet been."
The reaction of state authorities to this order, the interlocutor of TAdviser found it difficult to predict, but said that he foresaw "serious resistance and attempts at sabotage on their part."
The Federal State Information System for the Coordination of Informatization (FGIS KI) was put into pilot operation a few months ago, TAdviser was told in the Ministry of Communications in September 2016. State agencies are already working in it. Industrial operation of the system should begin by 2018.
As part of the first stage of creating the system, the FGIS KI portal, the Algorithm and Program Fund (FAP), the accounting subsystem were put into operation, work was carried out to integrate the departmental and regional informatization management subsystem (UVIRI) with the Electronic Budget GIS. The first stage also involves the refinement of the UVIRI subsystem of the FGIS KI, taking into account the decree of the Government of the Russian Federation No. 392, issued in May 2016. In February 2016, the rules for placing information in the FGIS KI were approved, addressed to state bodies at various levels - from federal to local governments and municipal unitary enterprises.
2015
Resolution on the Federal IT-System for Coordination of Informatization
On November 14, 2015, Prime Minister Dmitry Medvedev signed Government Decree No. 1235 on the federal state information system for coordinating informatization (coordination system).
The coordination system ensures the formation of a single information space to support the adoption of managerial decisions in the field of state management of information and communication technologies created or used by federal executive authorities, executive authorities of the constituent entities of the Russian Federation, other state bodies, management bodies of state extrabudgetary funds, local self-government bodies, state and municipal unitary enterprises, state and municipal institutions, the document says.
The Ministry of Communications already has an AIS "Department and Regional Informatization Management," designed to coordinate the informatization of federal bodies. The functionality of the new system will be wider.
As follows from the resolution, the functions of coordinating the informatization of federal bodies, the functions of monitoring the informatization of the constituent entities of the Russian Federation, the fund of algorithms and programs, as well as the register of federal state information systems (which was under the jurisdiction of Roskomnadzor before the signing of the resolution) will be combined in a single system.
The decision is aimed at strengthening coordination in the field of information systems management, which state agencies use in their activities, due to the formation of a single information space and ensuring coordinated cooperation in the planning and implementation of informatization projects, the government said in a statement.
System Tasks
- Taking into account measures for the creation, development, modernization, operation of information systems and components of ICT infrastructure carried out by federal executive bodies and government bodies of state extrabudgetary funds, and monitoring the implementation of informatization measures;
- planning and provision of project management of informatization activities;
- information, analytical and methodological support for the entities of the coordination system;
- ensuring that the Ministry of Communications evaluates informatization activities and informatization plans;
- monitoring compliance with the requirements provided for in part 21 of article 13 of the Federal Law "On Information, Information Technologies and Information Protection" for the placement of technical means of information systems used by entities of the coordination system;
- planning and implementation of informatization activities in relation to information systems and components of the information and communication infrastructure, information on which is posted in the coordination system, as well as ensuring coordinated interaction between the planning participants;
- Monitoring and analysing the efficiency and effectiveness of the development, development and operation of information systems and infrastructure components at all stages of their existence;
- collection, processing and storage of algorithms and programs developed by government agencies;
- Ensuring that entities are provided with a system of coordination of algorithms and programmes contained in the national fund for use in the introduction of information technologies into their activities;
- processing and analysis of information on the level of informatization of state bodies (including regional and local ones);
- monitoring the compliance of the constituent entities of the Russian Federation with the obligations provided for in the agreement on the provision of subsidies for the implementation of projects aimed at the development of the information society;
- monitoring the implementation of projects in the field of informatization in the constituent entities of the Russian Federation;
- Dissemination of publicly available information contained in the coordination system, including in the form of open data.
System Portal
On the coordination system portal, it is planned to provide public access to open data and analytical reporting on the progress of informatization activities in tabular and graphical forms. In addition, a communication platform will be created on the portal to exchange views on the topic of informatization ("forums, electronic receiving and other services and information channels providing communication ").

The prototype of the portal, which is in Russia as of 2015 (http://www.365.minsvyaz.ru/prt/), looks depressing, wrote CNews magazine in early 2013. Vminkomsvyaz even then told the publication that they intend to "restart" the portal, significantly modernizing it , as well as increase the quality and volume of information. "We plan to do this before the end of the first half of 2013 ," Oleg Pak, deputy head of the Ministry of Communications, promised. "Increasing the openness, accessibility and transparency of data on the funds of departments for informatization is one of the priority tasks of the Ministry of Communications."
