2018: Inclusion in the white list of Kaspersky Lab

On June 20, 2018 the National Center of Informatization announced the beginning of cooperation with Kaspersky Lab. In accordance with the terms the agreement signed by the companies the OS operating system productions of NCI will be included in the global white list (Whitelist) of Kaspersky Lab.

Within the White list program the Kaspersky Lab company collects the database of legitimate and safe software products. The program purpose - to create the most complete knowledge base about the blank and checked software published in the world. The knowledge base about net software allows to avoid false operations, i.e. determination of safe programs antivirus tools as harmful. At the same time the number of importunate circulation of the program of security with requests to the user is also minimized.

In accordance with the terms agreements, the OS operating system underwent automatic classification within the supported versions of products of Kaspersky Lab and it was registered in the database of the company. Experts confirmed lack of anomalies and a malicious code as a part of the operating system.

As a part of global base Whitelist "OS" does not need regular check from antivirus tools of protection. It allows to save system resources, increasing high-speed performance of the operating system in interaction with software of Kaspersky Lab.

In April, 2018 the OS operating system was included in the register of domestic software of the Ministry of digital development, communication and mass communications of the Russian Federation.

2017

The authorities refused to register software of Rostec for work with a state secret

The Ministry of Telecom and Mass Communications refused to subsidiary company of Rostec, the National Center of Informatization (NCI), registration in the register of domestic software of its OS operating system. Write about it in July Vedomosti with reference to one of participants of expert advice of department^[1].

According to the interlocutor of the edition, the company did not provide documents, necessary for registration, in particular did not confirm the exclusive rights to the operating system. The universal public license (GPL) for the developed software which grants the right to making changes in the code was the only document which the NCI sent to expert advice of the Ministry of Telecom and Mass Communications, but is not sufficient in order that state structures could use a product.

According to the member of expert advice Natalya Kasperskaya, she with the colleagues requested from OSI developers the license of the Federal Service for Technical and Export Control and documents confirming the exclusive rights to software, however to NCI in necessary time — within 30 days — did not provide it therefore its request was rejected.

The representative of the Ministry of Telecom and Mass Communications confirmed that "AXIS" was not included in the register because of a lack of documents. The representative of NCI in a conversation with Vedomosti recognized that the expert advice of department did not add "AXIS" to the register.

As the CEO of New cloud technologies Dmitry Komissarov explained if the supplier of software has no exclusive rights to a product, then the owner at any time will be able to prohibit sale of software in Russia that forces to risk those who purchase the operating system.

According to Komissarov and the interlocutor of Vedomosti in expert advice, for obtaining the exclusive rights the company should change strongly an end product so that it contained components which are not in initial OS.

The representative of NCI in the comment to the edition denies that "AXIS" is made based on the products Red Hat^[2].

Development

On April 17, 2017 it became known of development by the "National center of informatization" entering into Rostec state corporation, the new operating system under the name "OS".

A system is based on Linux and is focused on use in data centers, on servers and client  workstations.

According to Izvestia, the request for inclusion of a product in the register of domestic software was registered on April 11, 2017.

The NCI developed the OS operating system

Target customers of products of the OS family —  first of all federal and regional authorities, local government authorities, the state corporations and the companies with the state participation, told the edition in NCI.

The operating system can be applicable also in free market for import substitution strategy implementation, and among specialized customers for work with information making a state secret specified TAdviser in NCI.

By April, 2017 in Russia there are already similar platforms — Dawn and Dawn, however they were specially created for the Ministry of Defence. The NCI noted that the possibility of its integration into the software of third-party producers, including with software created for Windows will become distinctive feature of "AXIS". Developers are sure that it is important for smooth migration on domestic applications.

According to the president of Russoft association Valentin Makarov, "AXIS" can be used for crucial objects in different spheres of economy which "are not less important, than military".

Security is important not only in the ministries or the State Duma, but everywhere where it is possible to cause a loss to the population, the state. All crucial  systems should be most protected from the attacks. I think, in the nearest future we will see a set of new domestic OS, for the different tasks meeting safety requirements — Makarov reported.[3]
