The NCI will give on subcontracting a part of works on creation of the IT system for Russian Post

The National Center of Informatization (NCI), child the companies of State Corporation Rostec, won the tender of Russian Post for execution of works for development and deployment of the automated control system for real estate of the enterprise (AS of UNIP) created based on domestic software. The project will allow to improve quality of real estate administration. It should be complete in August, 2018.

The companies reported about it within the St. Petersburg International Economic Forum of 2017 (PIEF-2017). The NCI at essentially new level automates real estate administration and capital construction of Russian Post (construction, all types of repair, fire warnings, etc.) based on the 1C:Enterprise 8 platform.

The created system will allow to simplify real estate administration of Russian Post, to automate processes on collection of data on objects of the enterprise, conditions of their use, calculation of cost and efficiency of operation. There will be an opportunity more effectively to plan actions for fire safety, security and technical actions and to control their execution. Project implementation will be enabled in several stages.

The Russian Post uses about 48.5 thousand real estate. Since 2013 and till present we together with Rosimushchestvo carry out large-scale work on registration both the objects which are earlier assigned to the enterprise and again fixed. As a result now the Russian Post is at high readiness to incorporating – at the moment more than 93% of our property complex are registered in the property of the Russian Federation and assigned to Russian Post though 4 years ago this indicator was only about 20% of all objects revealed today, - Evgeny Elfimov, the deputy CEO of Russian Post for property questions notes. - Implementation of an automated system will allow to increase quality and speed of management of our immovable complex.

The Russian Post is 42 thousand departments of a mail service - the largest branch network in Russia. At the moment we conduct examination of several thousand various real estate units. It is difficult to manage such economy, besides, the bulk of a real estate de jure is owned by the state therefore the solution will be integrated with a number of the state information systems. It will allow Russian Post to accelerate processes of approval and, eventually, will promote increase in effective management of real estate and investment policy in general, - Konstantin Yunov, the deputy CEO – the director of business development of NCI comments.

Control automation by the real estate

As it became known on August 1, 2017, "National Center of Informatization" (NCI) does not intend to create fully independently for Russian Post an automated system on real estate administration, having decided to entrust a part of works to subcontractor. For the purpose of its choice the NCI announced competition, having estimated the cost of works on the contract at 158.9 million rubles. For comparison, the NCI caught the right to creation of a management system for the real estate of Mail according to the results of the tender, having requested 245 million rubles for works. Thus, the difference in the price of the contract and lot of subcontracting makes 86 million rubles.[1]

Requests from potential subcontractors will be accepted till August 11, 2017, and summing up tender is planned for August 17.

According to terms of reference, performance of the initial agreement "Mails" and NCI should come to the end till January 20, 2020.

What is not transferred to subcontracting

As the deputy CEO – the director of business development of NCI Konstantin Yunov specified for CNews, four considerable blocks do not enter the volume of the works transferred to subcontracting. First of all, this inspection of business processes, development of the general methodology of object management of real estate in number of more than 60 thousand and all project work including a system design of real estate administration, the description of solutions on a usability, system architecture, development of model of threats and actions for protection of all system. Besides, the NCI will undertake implementation of the first line of technical support for 87 branches of Russian Post (call center) and also delivery of the licensed software of 1C to 1 thousand users.

Tasks of subcontractor

In general the created system is intended for process automation of real estate administration of Russian Post, including processes of capital construction, operation, optimization of use and costs of ownership, management of the areas of the real estate, alienation and acquisition, delivery and leasing, registration of the rights to the real estate, etc.

The contractor during system development will have to provide technical capabilities of its information exchange with resources of the adjacent or developed management systems of Mail and also external systems or resources.

Such systems are subdivided into three groups.

  • The first group integrates the ICs which are already transferred to commercial operation: the drawing solution of 1C regarding data acquisition under the adopted acts from an automated system of accounting and tax accounting (ASBNU) and data on setting on balance, the book value of the real estate, data on the accepted and dismissed employees; the Active Directory system regarding setup of authorization of users; uniform InformSystem of treasury regarding data acquisition on payments, including security payment; and also Pochty certification center regarding signing of documents of the qualified EDS and regarding validation of signed documents.

  • The second group covers systems only planned to delivery in commercial operation: the single system of electronic document management (SEDM) regarding document transfer on approval and return of the signed documentation, data acquisition on the status of approval (including agreements); the system of the uniform normative reference information regarding interaction on maintaining reference books; the automated control system for the order (AIS UZ) regarding data transmission on requirements and formations of the purchasing request, data acquisition on the status of an approval/statement, data on the signed agreements; the system of budget planning and the analysis (AIS BPA) regarding control of data on budget limits; the system of legally significant electronic document management with partners (agreements, agreements, acts, accounts, etc.).

  • The third group includes external information systems: Register of federal property (Rosimushchestvo), GIS Russian-speaking cards, qualifier of the addresses (Federal Information Address Systems), all-Russian qualifiers of patterns of ownership (ARQPO), forms of business (All-Russian Classifier of Organizational-Legal Forms), units of measure (OKEI), fixed assets (RCFA), types of economic activity (RCEAP).
