On July 31, 2017 it became known that the Ekoter (LLC) company will be engaged in development of the concept "Smart quarter" in the territory of Moscow by request of the capital Department of Information Technologies (DIT).[1]
Tender
Acquired the right to execution of works within the Smart Quarter project Ekoter according to the results of the tender of DIT, information on which was published on the website of state procurements. In addition to Ekoter, two other companies — the Logus and Future Relevant Technologies scientific and production enterprise took part in biddings. The initial cost of the contract was 8.6 million rubles. The offer Ekoter was the best.
The Ekoter company participated in tender DIT not for the first time. According to data of Картотеки.ру, last year the company was a participant of tender on rendering services in the statement of type of a measuring instrument and checking of ASUPR (The automated control system for design).
Subject of the contract
According to terms of reference, Ekoter will be engaged in development of the concept "Smart quarter" in the territory of Moscow.
Main objective of execution of works under the contract is development using information and innovative technologies of the main actions and solutions on creation of the information and communication and managing system "Smart Quarter". It is supposed that such system will allow to use effectively available resources for ensuring needs of citizens, providing to the authorities, organizations responsible for management of apartment houses (MCD), high-quality mechanisms of decision support, providing the public and municipal services, etc.
Besides, the terms of reference assume creation of a pilot zone in the Moscow region of Lyublino.
Pilot zone
The territory of work within a pilot project "Smart quarter" includes domestic territories and also territories of state educational institutions and health facilities of the city of Moscow. In particular, as the newspaper wrote Vedomosti with reference to the words of the adviser to the head of the Russian Government Analytical Centre Andrey Belozerov (earlier — the deputy manager of DIT of Moscow), the pilot zone will cover several houses and the yards in Lyublino. It is planned that according to the results of testing in its limits of technologies the city authorities will solve, whether effectively to implement them in other districts of Moscow or not.
Andrey Belozerov noted that similar projects work in the European cities — in Helsinki, to Barcelona, however "unlike them Moscow for experiments selected the area with the developed building. So results of testing will be more demonstrative for the city in general" |
As Andrey Belozerov, among technologies which, perhaps, will be tested in a pilot zone — intellectual control of fillability of garbage containers and garbage removal, its automatic sorting specified.
Besides, it is planned that in Lyublino systems maintaining the optimal temperature of central heating, illumination of entrances will be rolled (automatic equipment will turn off the light when in them there is nobody), the "smart" counters of water and electricity transferring indications to municipal services, etc.
