Sberbank selected suppliers of servers for 2.6 billion rubles

Sberbank from the second attempt decided on suppliers of servers of category Middle-range.

Originally, in October, 2017, the bank could not select winners of purchase due to the lack of offers - 7 participants were invited to an auction with the starting price of contract of of $46 million, however, any company did not take part in purchase^[1].

On October 18 the bank announced the new tender with the same at the price of the contract.^[2] of Global changes documentation of purchase did not undergo. From the most explicit it was possible to notice change of a method of purchase from an electronic auction on a quotation request and increase in single cost of lots. In particular, the initial cost of ownership (TSO) for one server of RISC architecture of category Middle-range was increased almost by $10 thousand to $162.262 thousand.

As before, purchase consisted of two lots. The marginal price of the first was $32.2 million, the second – $13.8 million. Under the terms of the customer, the winner of the first lot could not be recognized by the winner of the second lot. Besides, winners of the first and second lot could not provide products of the same producer. The compulsory provision was presence at the participant of the tender of the status of the distributor of IBM producer or Oracle.

The winner in each lot was determined by criterion of the smallest cost of ownership (TSO) for 1 TB available disk spaces. Biddings on lowering started with a mark of $162.262 thousand.

In calculation of TSO the IBM E850C servers (48 CCPs, 2048 GB of the RAM, 8 HDD) and Oracle SPARC T7-2 (2 SPARC M7 processors of 32-core 4.13 GHz, 32 LRDIMM 32 GB of DDR4-2133, 5 HDD 600 GB of 10000 rpm 2.5-inch SAS-3) were used.

To participation in a new procurement procedure 13 companies from which they 4 took part in a quotation request were invited. In the middle of November its results were summed up.

Offered the best terms on the first lot "O-Si-Es-Centre" companies, having reduced lot cost to $153.5 thousand. The same company submitted the most advantageous conditions and on the second lot. However, since under the terms of the customer the winner of the first lot could not be recognized by the winner of the second, the second request "O-Si-Es-Centre" was rejected, and the Marvel KT company ($161.9 thousand) was called the winner.

Purchase cost according to the general agreement from "O-Si-Es-Centre" will be no more than $30.5 million (1.8 billion rubles), with Marvel of KT - no more than $13.8 million (800 million rubles).

Under the terms of the agreement, supply of equipment and also installation and a commissioning should be executed within 8 weeks from the date of its signing. At the same time the guarantee for all "iron" should make 5 years.

In June, 2017 large purchase of servers was carried out by other Russian bank - VTB 24. Financial institution purchased the Yadro servers based on IBM Power processors for $29.3 million (about 1.66 billion rubles). The Technoserv company acted as the supplier.
