Compulink won against Inline Group and I-Teco the confidential megatender of Transneft

On August 18, 2017 Transneft summed up the results of the closed request for proposals on execution of works on supply of equipment and preparation of the information infrastructure of a data processing center created within the project of migration of systems and services of subsidiary companies.^[1] the Initial cost of the contract made about 2 billion rubles. According to the results of purchase it was reduced more than by 200 million rubles.

Transneft will buy from Compulink the equipment and software for DPC for 1.8 billion rubles

Three companies took part in request for proposals: "Inline Group", I-Teco and USP Compulink. The smallest price was offered by USP Compulink. The same company was estimated above others by a qualification and technical part thanks to what became the winner.

The total cost of the agreement was 1.83 billion rubles.

Within the contract the customer is going to receive the different equipment, including servers, switches, DWH, the equipment for a subsystem of monitoring and management, network printing, firewalling and so forth.

Together with "iron" software licenses of VMware, Positive Technologies, Veeam, Kaspersky, Check Point, YSoft and other vendors and also certificates of technical support should be provided.

In addition to delivery of IT solutions the contractor of the contract will have to carry out adaptation of engineering and cable infrastructure of DPC, to mount the equipment, to develop the project documentation on creation of a node of Internet access of a data processing center.

All project is limited to the period in 160 working days. The guarantee for the performed works should make not less than 12 months.

For DPC of Transneft in 2017 the USP Compulink company will be engaged in supply of equipment and preparation of IT infrastructure. She acquired this right according to the results of the ended closed request for proposals with the starting maximum price of lots of 2.06 billion rub^[2].

From the final protocol of a tender committee it is possible to conclude that the state customer invited to participation in the tender only of three potential suppliers. In addition to the winner Inline Group and I-Teco acted as them. After biddings on lowering representatives of Transneft made the decision to sign the contract with Compulink for 1.83 billion rubles.

At the time of a release of the publication in the press service of Transneft could not comment on CNews that defined the above described circle of procurement participants.

Let's remind, the considered procedure was started by the state customer in the middle of July, 2017 and in its framework all technical documentation was described as a trade secret. Potential contractors could get access to it on a separate request. Transfer of data assumed agreement signature about maintaining confidentiality of information. "In case of disclosure of confidential information to the third parties the host party is obliged to pay to the opening party the caused damages in full" — the tender document said. The technique of assessment of these losses was not stated in the text of the agreement.

Transneft in the tenders relating to its DPC appeals to a trade secret not for the first time. In particular, the company in June, 2016 selected the contractor on design of migration from the similar closed format in it information infrastructure, information systems and services. Then also Compulink got the contract for 78.3 million.

What buys Transneft

Follows from the documents posted on the website of state procurements that Transneft purchases four a blade basket for installation of servers of virtualization, 54 servers of virtualization, the server of a local information system, three a blade basket for installation of servers of terminal access and VDI, 44 VDI servers and virtual a desktop, four VDI servers for work with graphics, four the SAN switch, tape library, two SRK servers, a productive storage system, DWH for VDI and for a backup subsystem, two switches of a core, 10 access switches, two switches of network of management, two the switch of a node of Internet access, SFP Cisco 10GBASE-SR eight fiber unit, the equipment for subsystems of terminal access and to virtual desktops, for a subsystem of network printing (200 sets), for ensuring firewalling and so forth.

Also the state monopolist buys Nvidia software for a possibility of use of the video cards Tesla M60 in VDI, software of AgileController-DCN and a management system on software of eSight. Besides, in plans of the company to purchase a subscription and support for Check Point management system software, for licenses of virtualization of VMware, for the licenses Veeam Management Pack and for the licenses Ysoft SafeQ.

The specification of delivery to providing the rights to software includes licenses virtualizations VMware, licenses on MaxPatrol (the Russian company Positive Technologies), the licenses Veeam Management Pack and also software licenses "Kaspersky Labs", management systems Check Point and Ysoft SafeQ.

The contract date is registered at the level of 160 working days.
