MEGAR: Accounting of charges, administrator's Office, payment gateway

"Accounting of charges and payments", "Office of the administrator of charges" and "Universal payment gateway" — the solutions of MEGAR company intended for accounting of charges, details for payment of state services, viewing data on the payment facts in GIS GMP and integration of different payment instruments into the regional portal of the public (municipal) services.

"Accounting of charges and payments"

The information system "Accounting of Charges and Payments" (IC UNP) is intended for accounting of charges, details for payment and the facts of payment by physical persons and legal entities of public services, payment of duties, penalties, charges and other paid services.

Functions

Basic functions of the IC UNP are:

• Accounting of charges of the amounts which are subject to payment in the budget from administrators of income and also budget and autonomous institutions;
• Accounting of information on the details used for payment of services by an advance method;
• Accounting of information on the payment of the amounts of the budget made in credit institutions;
• Comparison of charges and facts of payment (matching);
• Providing at the request of credit institutions, portals of state services, the multifunction centers of information on charges;
• Providing to administrators of charges of information on the payment facts in their address and information on matching;
• Implementation of interaction with GIS GMP.

Components

The IC UNP consists from:

• databases are information warehouses about details of payments, charges and the facts of payment,
• Web service for loading and obtaining information from the IC UNP,
• subsystems of matching of charges and payments,
• administrative interface,
• module of preparation of reports.

Partners

Partners of the IC UNP are information systems of administrators of charges (and also budget and autonomous institutions, commercial service providers), on the one hand, and information systems of banks (and also any other operators on payment acceptance), on the other hand. Also the regional portal of the public and municipal services (RPGU) can be connected to the IC UNP.

Effect of implementation

Implementation of the IC UNP in the region provides:

• Complete implementation of requirements of Federal law No. 210-FZ regarding GIS GMP;
• Implementation of requirements for collecting and updating of details of service providers;
• Quality improvement of rendering public services;
• Minimization of the movement of cash in budgetary institutions;
• Receiving more full control of the management of the region over receipts in the budget of the region and budgets of municipal entities of the region;

"Office of the administrator of charges"

The information system "Office of the Administrator of Charges" (OAC) is intended for input/editing data on details of services and charges and viewing data on the payment facts in GIS GMP.

CAEN is established at the functional customer and gives an opportunity to all administrators of charges of the region to work with it by means of the web browser (technology of "thin client").

Roles of users

CAEN allows in fast terms and with the minimum costs to connect to GIS GMP of participants of interaction with different roles.

In total there are 3 roles of users:

The chief manager — can enter/edit/delete the organizations (AN) and users with other roles;

The administrator of the organization — can enter/edit/delete operators of the organization;

The operator of the organization can perform the following operations:

• enter/edit/delete information on details of services;
• enter/edit/delete information on charges;
• send information on charges to GIS GMP (when sending EP-SP is imposed);
• obtain information on the facts of payments from GIS GMP;
• browse information on the payment facts;
• browse information on handshake of charges.

"Universal payment gateway"

The information system "Universal Payment Gateway" (IC UPSh) provides integration of different payment instruments into the regional portal of the public (municipal) services for providing payment of services to citizens of an opportunity and the exposed charges. The purpose of implementation of the IC UPSh is process automation of payment and the choice by the consumer of the services of payment methods provided by payment service providers — operators of payment systems, the credit institutions (CI) and agents of CI, on the basis of data on charges for already rendered services or about the price of the offered services.

The IC UPSh interacts with the IC UNP for a request of data on charges and details for advance payments.

Payment process

From the point of view of the authorized visitor of the portal, payment process looks so: the person selects service on the portal, clicks "Pay", and the UPSh system provides it the choice of payment methods — the credit card through bank, from the e-wallet, from the account of the mobile telecom operator, etc. with indication of the commission of each operator. The person selects the method accepted for him, and a system transfers it to the page of the relevant payment operator where payment is performed. At the same time it is not required to enter details for payment as they are transferred to the payment operator from the IC UPSh. After commission of payment on the UPSh page the user can keep track of the status of passing of payment.

Development History

2018: Compatibility with Red OS 7.1 Murom

On August 17, 2018 it became known that the companies "Red Soft" and "MEGAR" within the set technology partnership held testing of the products. The compatibility and correctness of work of the information systems "Accounting of Charges and Payments" (ICs UNP) and "A universal payment gateway" (IC UPSh) of production MEGAR from operating system Red OS 7.1 MOORE production "Red Soft" is confirmed. 2017: Updating of solutions in connection with gain of control of FC of work with GIS GMP

On October 6, 2017 the MEGAR company announced release of upgraded versions of the products "Accounting of Charges and Payments" (Accounting of Charges and Payments), "Universal Payment Gateway" (UPG) and "Office of the Administrator of Charges" (OAC).

As premises to release of updates gain of control of Federal Treasury over implementation of work of the public and municipal authorities with the State information system about the state and municipal payments (GIS GMP), change of a system of rating of regions on the charges which are actually sent to GIS GMP, the last updates served in interaction formats with GIS GMP and also changes in the legislation.

Purposes of updating of products:

• Optimization of interaction of regional and federal authorities with GIS GMP
• Ensuring convenience of users during the work with a system, both via the web interface, and using own information systems
• Possibility of immediate information transfer on the created charge in GIS GMP
• Use of the simple and clear web interface for the interaction with GIS GMP which is not requiring installation of the additional software

System aggregator of all charges and payments

In the "Accounting of Charges and Payments" system of version 7.0.1 are implemented:

• compliance to interaction formats with GIS GMP 1.16.4 and SIEI 3.0;
• complete transition to the open source;
• the system of journalizing of events with different extent of detailing which will allow to obtain reliable information about specific action, time of its implementation at any moment and also a contact information of the user who made this action;
• service of a subscription for the notification of all participants of interaction about the made charges, changes of a payment status and receiving the facts of payments by the SMS or e-mail;
• connectivity of analytical modules for analytical work with large volumes of data and drawing up interactive report forms of any complexity for any period;
• integration with the most widespread accounting accounting and departmental systems (1C, Parus, Nakhodka REGISTRY OFFICE and others);
• function of plurality of roles — for an opportunity for work of both indirect, and working interest owners with Accounting of Charges and Payments and also a possibility of assignment of several powers to the participant and an opportunity for work of participants which are not the subordinated organizations;
• system operation performance improvement.

Workplace of the administrator of charges

In "An office of the administrator of charges" of version 3.0.7 are implemented:

• opportunity for work with GIS GMP directly without aggregator
• compliance to formats of interaction of GIS GMP 1.16.4 and SIEI 3.0
• unloading of charges in the Office from external systems in the Excel format
• service of the notification of participants of interaction about the made charges and the facts of payment.

Payment gateway for portals of the public and municipal services

In "A universal payment gateway" of version 2.0:

• the feature for payment of the public, municipal and commercial services by legal entities from the personal account on regional portals is added
• interaction with the frontal systems of banks for payment of charges by physical persons and legal entities is provided
• function of replenishment of transport, fuel, social cards, cards of the school student and other electronic media, including the World cards used in regions is implemented;
• interaction formats according to the new GIS GMP formats are updated.

All above-mentioned updates are already available to clients of MEGAR company and are established according to plans of maintenance and development.
