2017: Detention

2022: Term of 4 years in prison for fraud with money of the Ministry of Defense
As it became known on June 9, 2022, the Meshchansky District Court of Moscow sentenced Oleg Savitsky, the former first deputy director of Voentelecom, to four years and two months in prison for stealing funds from the Ministry of Defense when implementing state contracts.
During the debate, the state prosecutor demanded for Savitsky, who pleaded guilty and concluded a pre-trial agreement with the prosecutor, 4 years 11 months in prison with a fine of 900 thousand rubles. The court limited itself to four years and two months and reduced the amount of the fine by 100 thousand rubles. According to Kommersant, Savitsky's defense, however, considered the verdict excessively harsh and appealed against it.
Savitsky was one of several defendants in a high-profile criminal case on fraud with funds from the Ministry of Defense, which were allocated to Voentelecom for the purchase of routers for the Russian Armed Forces, as well as for the author's supervision of satellite communications. The damage in the case is estimated at 0.5 billion rubles. The Investigative Committee of Russia has been conducting this investigation since 2013.
According to the newspaper, thanks to the testimony of Oleg Savitsky, high-ranking military personnel were already in the case - the former head of the 1st department of the main communications department of the Ministry of Defense Alexander Ogloblin, who acted as a representative of the state customer when signing contracts between the military department and Voentelecom, the head of the order department for improving the management system of the Ministry of Defense Pavel Kutakhov and the former deputy chief of the General Staff of the RF Armed Forces Colonel-General Khalil Arslanov.
According to the investigation, the latter offered to participate in the scheme of embezzlement of budget funds to his friend Ogloblin. He, in turn, was well acquainted with the first deputy director of Voentelecom OJSC Oleg Savitsky, who was offered to form the cost of equipment ordered from the company with a mark-up of 25-50%. Oleg Savitsky, having secured the support of his chief Alexander Davydov, agreed.[1]
