Top-8 departments – leaders of import substitution of IT
In March, 2019 TAdviser asked the domestic IT companies to call again government institutions which, according to them, are leaders of process of import substitution in Russia. The updated list saved six earlier included federal agencies and was replenished with two more state structures. Ministry of Finance of the Russian Federation
The Ministry of Finance of the Russian Federation together with Federal Treasury provides implementation of creation and development of the state integrated information management system by public finance "The electronic budget" in which import-independent solutions are used.
The ministry widely uses domestic developments from BARS Group. In particular, the information system "Budget planning" is based on the software developed by this company and is one of key components of the "Electronic budget" implemented in the Ministry of Finance.
Implementation of a subsystem of budget planning was performed in three stages, since 2013. The ministry managed to pass with DBMS Oracle to freely extended PostgreSQL DBMS. Thanks to innovations, the Ministry of Finance integrated all approving bodies in unified information environment - it is 103 main managers and more than 25,000 receivers of budgetary funds.
The head of the Ministry of Finance Anton Siluanov at the end of 2018 made the contribution to transition of the largest state companies to the domestic software. According to its directive, by 2022 state companies should have Russian more than a half of software. It is about such companies as Aeroflot, Gazprom, Sheremetyevo, Rosneft, the Russian Railway, Channel One, Rusnano, VTB, etc.
According to the directive of state company had to approve the plan of transition to the Russian software within two months: till 2021 its share should exceed 50%. They should select programs from the register of the domestic software.
Federal Treasury
Federal Treasury – operator of the state integrated information system "Electronic Budget". Within development of subsystems of this GIIS, foreign solutions of Oracle and IBM on domestic and open source products OTR, Postgres EE, Linux were substituted.
In Federal Treasury the direction connected with architecture and import substitution is created. It is engaged in the fact that it works on questions of formation of basic design standards of architecture of solutions and integration mechanisms, develops and updates the unified stack of information technologies - selects different platforms of a system from the Register of domestic software or from the open source, analyzes them, looks for different options of import substitution practically in all directions.
The requirements, obligatory for contractors, regulating the project documentation regarding a functional and system architecture, allowing to control quality of the created systems and to carry out expert evaluation of approaches and technologies which the contractor is going to use during creation new or development of the existing systems are created, - the Deputy head of Treasury Alexander Albychev told in an interview of TAdviser. |
In plans of department - until the end of 2019 to transfer to an importozameshchenny stack of Management state automated system - the single state information system providing collecting, accounting, processing and data analysis, contained in the state and municipal information resources.
In 2021 the Automated System of Federal Treasury (ASFT) in which the principles of import substitution will be underlain should be updated. As DBMS in it Postgres Pro entering the register of the Russian software will be used.
On it we already made a subsystem of the electronic budget for accounting, document flow of a management subsystem money and management subsystems expenses on treasurer maintenance. Actively we interact with developers of this DBMS. I think, as for them it is a serious call too. If they successfully pass a test with such complex high-loaded system, many will believe in them, - said to the deputy head of FC. |
Besides, department is engaged in independent search and testing of different import-independent solutions.
We assemble several stands on the different software. It both Aster, and Alt Linux, and "MyOffice", and "LibreOffice". We constantly test, we prepare different offers for developers for improvement of software. "LibreOffice" is set and is tested on all computers, - Albychev noted. |
In addition, FC on infrastructure of two own data processing centers unrolled cloud accounting. As import substitution is one of the key principles for Treasury at development of information systems, for cloud accounting completely Russian stack of technologies is used. The platform works based on solutions of 1C, PostgreSQL DBMS and Linux OS for servers is used.
Federal Bailiff Service
The Federal Bailiff Service (FBS) – the pioneer of import substitution. Department has wide experience of migration from the foreign systems on free (Open Source) and the Russian software.
Active use of Open Source in FSSP began in "zero" years. In 2010 the service began to use the Court usher complex based on free DBMS Firebird. Further the AIS of FSSP - the end-to-end geographically distributed information system developed by the company "Red Soft" on the basis of the open source was created.
According to information Red Soft, the AIS of FSSP has high degree of technology independence regarding the software:
- The operating system – GosLinux;
- The programming system is GCC, OpenJDK, IntelliJIDEA;
- DBMS – "Red Data Base" 2.5;
- The application server – "Red Platform of Document Flow";
- Complex of program libraries – the adapted program libraries with the open code.
Ministry of Telecom and Mass Communications
Sets the Ministry of Telecom and Mass Communications an example of import substitution. Department uses the domestic legal-reference systems, an electronic document management system, means of antivirus protection and office applications.
In 2016 the Ministry of Telecom and Mass Communications translated a departmental segment of the World system (is responsible for issue of the Russian and foreign passports) on the open source: on the servers constructed on domestic processors of architecture Elbrus, Rubicon-to firewalls made by the Russian company "Eshelon" and also more than 20 solutions based on free software products.
In 2017 at the initiative of the Ministry of Telecom and Mass Communications of the Russian Federation passed large-scale a pilot project on use of the domestic office software. 16 products from the Unified register of the Russian software which, by the way, as of April, 2019 contains already over 5 thousand Russian IT products became project participants.
In January, 2019 project information of development of the IT industry for 2019-2025, prepared by the Ministry of Telecom and Mass Communications appeared. In the document big attention it is given to questions of import substitution of software products for a MIC, state structures and strategically significant enterprises. In particular, it is offered to state companies to pass to the Russian software by 2021 (more than a half of products of the industry should be Russian).
In an interview of TAdviser the Minister of Telecom and Mass Communications Konstantin Noskov told:
Itself sat on several Russian products, and I see that it is not all convenient Microsoft Office. But, nevertheless, we really now spend billions, can even tens of billions of rubles on purchase of this software. Therefore we should make so that these billions came to our programmers, our entrepreneurs in the field of IT. And I think that it is sufficient resources to create a competitive product. |
In April, 2019 the Ministry announced putting into operation of the Unified register of programs for electronic computers and databases of member states of the Eurasian Economic Union (EEU). Inclusion in the register of software products allows their owners to participate in state procurements in Russia on an equal basis with the Russian companies.
Federal Tax Service (FTS)
Federal Tax Service (FTS) uses the system of federal scale and critical importance EGR REGISTRY OFFICE constructed on the Russian servers and the Russian software. In particular, the centralized IT infrastructure of the register of ZAGS is designed based on the hardware and software systems "Rock" (Scala-R of series 300 "The rock is WEDNESDAY/Postgres" i "Scala WEDNESDAY/analytics") developed IBS together with Depo Computers, and including the Russian software: server virtualization and hyper convergent platform companies Rosplatforma, operating system ALT Linux SPT DBMS Postgres Pro Enterprise, accounting and analytical system Polymatica.
Within this project of BaseALT delivered more than 27 thousand copies of Viola OS for servers and workstations. Data of all REGISTRY OFFICES are placed in DPC of FTS where 12 thousand virtual work places are created. For employees of the ZAGS system through the whole country 15 thousand jobs on thin clients are created.
In addition, solutions of domestic development are used also in the Departments of FNS of Russia.
In January, 2018 the head of FTS Mikhail Mishustin approved strategy for import substitution of IT infrastructure and the software of department. Also the schedule of transition of central office and territorial tax authorities on use of domestic software till 2020 was approved.
Strategy assumes reorientation of the general vector of development of the IT sphere in FTS towards domestic goods and services, the open source software, the developments of the software products transferred to the possession to the state and organization of events, directed to step-by-step replacement of import IT products with domestic analogs.
Ministry of Defence of the Russian Federation
The Ministry of Defence of the Russian Federation completely will refuse the Windows operating system for benefit of domestic Astra Linux. In spite of the fact that the Russian OS is applied in Armed forces since 2010, the decision on complete transition is made only recently. Messages about it appeared only at the beginning of 2018.
Representatives of Rusbitech company, Astra Linux developer, read data according to which as of the beginning of 2018 for the Ministry of Defence more than 50 thousand licenses of domestic OS were already delivered. It is used, in particular, by Military space forces, Navy, Overland and Airborne troops. Besides, the Astra Linux is applied in information systems of bodies of military management, national command center by defense of the Russian Federation, in military academies, etc.
National Guard of the Russian Federation
In the National Guard of the Russian Federation the domestic legal-reference systems, an electronic document management system and means of antivirus protection are applied. Besides, department use the NT servers assembled in Russia and the Russian server virtualization "R-virtualization".
In 2017 completion created in MINISTRY OF INTERNAL AFFAIRS the systems of traffic in weapons, control over which passed to the National Guard of the Russian Federation, began. In one of parts of a system products Oracle (DBMS and the application server) will be replaced with solutions PostgreSQL and JBoss AS or Tomcat.
In the fall of 2018 the National Guard of the Russian Federation bought for 119.9 million rubles 37 thousand licenses for the office software of "MyOffice" and over 30 thousand licenses for the Astra Linux operating system.
According to the approved plan, in 2019 the share of the Russian OS and the office software in department should reach 80%.
Ministry of Internal Affairs (MIA)
As for the Ministry of Internal Affairs, this department actively undertook implementation in the activity of the domestic hardware systems. In particular, in August, 2016 the Ministry of Internal Affairs bought Russian "iron" for the Single system of information and analytical providing - server nodes on the multi-core processors "Elbrus-4C" of development of MCST company.
In December, 2016 the contract on creation of an e-queue system using domestic electronic component base worth nearly 200 million rubles was signed. The solution includes terminals for interaction with visitors and the jobs for processing of an electronic queue constructed on the basis of an automated workplace with Baikal-T1 processors.
In addition, it was planned that using computers on the same processors of the Ministry of Internal Affairs will hold exams for the rights. However, from the first this the contract was not performed because of a delay with delivery of the required equipment at the scheduled time. In 2018 the Ministry of Internal Affairs announced new competition and still received missing 7.5 thousand automated workplaces on Baikal-T1 processors.
In 2017 United Instrument Manufacturing Corporation delivered in the Ministry of Internal Affairs servers on Elbrus processors. Servers are used for creation of data centers with the increased data protection level from leaks and cracking. They are included in infrastructure of migration services of the Ministry of Internal Affairs.
The Ministry of Internal Affairs also uses domestic anti-virus solutions of Kaspersky Lab, the domestic system of a video conferencing called in 2016 "the biggest in the world" and other Russian solutions.
