2018: Disruption of plans for the construction of the plant for 4 billion rubles
In July 2018, it became known about the inability of Medpolymerprom to build a planned plant for the production of medical devices from PVC in the Moscow Region (used, in particular, for blood transfusion, artificial ventilation of the lungs). Its construction was announced in the fall of 2017, investments were estimated at 4 billion rubles.
As Kommersant writes with reference to the chairman of the board of directors of Medpolymerprom Yevgeny Spector, the company does not receive a sufficient number of government orders and therefore loses part of the proceeds that were supposed to be directed to the construction of the enterprise.
In 2017, Medpolymerprom entered into an interim agreement with the Moscow Region Development Corporation, implying the construction of a plant on the territory of the Dubna SEZ. However, the final agreement was not signed for reasons beyond the company's control, Spector noted.
From January to July 2018, Medpolymerprom, according to SPARK-Interfax, signed contracts in the amount of 449 million rubles, while for the entire 2017 - only 10.4 million rubles. Received only 9% of all state purchases in which the company could win, complained Evgeny Spector. The reason, in his opinion, is that customers deliberately form the terms of reference so that Medpolymerprom does not become the winner, or, in principle, ignore the decisions of the Government of the Russian Federation No. 967 and No. 968, which give preferences on public procurement to Spector's company.
These documents established the criteria that manufacturers must meet in order to gain an advantage at tenders. Thus, companies should actively invest in production within the country, and their revenue for three years exceed 700 million rubles. In addition, they must have at least seven registered certificates for medical devices and at least seven patents for their components. Only Medpolymerprom met these requirements, which became the only company included in the register of the Ministry of Industry and Trade.[1]
