Owners

Special economic zones of the technical and innovative type, which include the Dubna SEZ TVT, are created in order to increase the share of Russia's presence in world markets for high-tech products, to develop mechanisms for concentrating intellectual and other resources in modern conditions in a certain territory to solve priority problems in the scientific and technical sphere.

Aktivs

For 2015, the total area is 187.7 hectares. 92 companies operate on the territory of the SEZ, most of which specialize in IT, nuclear physics, bio- and medical technologies, and the design of complex systems. The innovation and technological complex, which began work in 2009, is of key importance for the SEZ.

In total, by 2015, 15.2 billion rubles were invested in the project (36.4 billion are planned).

Also, residents are provided with land and apartments for specialists.

Performance indicators

2023: Residents' revenue doubled to 70 billion rubles

The revenue of residents of the special economic zone (SEZ) "Dubna" in 2023 doubled and reached a record ₽70 billion. This data in August 2024 was provided by the Ministry of Investment, Industry and Science of the Moscow Region.

According to the Deputy Prime Minister of the Moscow Region Ekaterina Zinovieva, in 2023 the revenue of residents of the Dubna SEZ increased by ₽30 billion compared to 2022, which made it possible to reach a new record level. This growth was made possible by the successful launch at full capacity of several production complexes owned by anchor residents of the zone.

Revenue of residents of the SEZ "Dubna" for the year doubled and reached 70 billion rubles

The largest investments in their projects in 2023 were made by NCSD and Core Fab Dubna, which invested almost ₽6 billion and more than ₽5,4 billion, respectively. In total, investments in projects of the special economic zone in 2023 almost tripled and amounted to ₽20,3 billion. This was a significant contribution to the region's economy, ensuring stable growth and the creation of new jobs.

According to the Ministry of Investment, Industry and Science of the Moscow Region, by the end of 2023, the total number of employees of SEZ resident companies reached about 7,200 people, with the creation of 1,648 new jobs, which is twice as much as 2022. The largest number of new jobs - 750 - was created by the Promtech-Dubna group of companies.

In addition, tax contributions to budgets of all levels doubled, reaching about ₽1,6 billion, which emphasizes the importance of the economic zone for the region. The average salary of employees at residents' enterprises increased to ₽100 thousand, which also indicates positive changes in the social sphere.

At the end of 2023, 10 new companies with declared investments of about ₽14 billion received the status of a resident of the Dubna special economic zone, and two more companies were at the stage of signing an agreement on the implementation of activities in the zone. Thus, the total number of residents reached 163 companies.[1]

2014

In 2014, SEZ companies produced products worth 2.7 billion rubles[2].

History

2023: Production of equipment for clinical laboratory diagnostics launched in Moscow region for 54 million rubles

2021

In the SEZ "Dubna" began the production of hemostatics to stop bleeding for ₽16 million

Italian company localizes the production of electrosurgical devices in Dubna

In October 2021, it became known about the agreement concluded by the Russian company Megatech and the Italian manufacturer of electrosurgical devices LED SpA. Under the terms of the agreement, the subsidiary of the distributor of medical products MegaMed Corporation will localize the production of European partner products in the Dubna special economic zone (SEZ) in the Moscow region. At the end of July 2021, it became known that the Argumentum Pharma company, in the status of a resident of the Dubna SEZ, will be engaged in the production of sterile finished medicines, including those included in the list of vital and essential drugs. 2019

Agreement with Accent to establish the Center for Electron Beam Processing of Medical Devices

2012: Shoigu lays a capsule at the construction of the Gamma NPK

The laying of a capsule with a message to descendants during the construction of this NPK was carried out in July 2012 with the participation of Sergei Shoigu, then the governor of the Moscow region.

In addition to the construction of a new research and production complex, the initiators of the project planned to implement a program to create a network of 150 specialized modern hemodialysis centers in the Russian regions, 12 of them in the Moscow region (in 2012-2017).

2010: Creation of joint venture "Frerus" for the construction of NPK "Gamma"

The project for the construction of the GAMMA research and production complex is being implemented by the Russian holding company Trekpor Technologies (part of the Concor group of companies) in cooperation with the German company Fresenius Medical Care (part of the Fresenius holding), for which the Frerus joint venture was created and registered as a resident of the Dubna special economic zone.

The new NPK GAMMA (before that, Trekpor Technologies has already implemented the ALPHA NPK project in Dubna to produce plasmofilters and plasmapheresis devices based on track membranes, should produce medical equipment and consumables for renal replacement therapy (hemodialysis) procedures, including capillary dialysers (dialysis filters) of the latest generation, as well as artificial healing devices.

2005: Creation of the SEZ

In accordance with the Decree of the Government of the Russian Federation of December 21, 2005 No. 781 in the territory of Dubna (Moscow region), the Special Economic Zone of the Technical and Innovative Type "Dubna" was created.

Special economic zones of technical and innovative type are created in order to increase the share of Russia's presence in the world markets of high-tech products, to develop mechanisms for concentration in modern conditions of intellectual and other resources in a certain territory to solve priority tasks in the scientific and technical sphere.

Developed areas of activity in the SEZ "Dubna":

  • Nuclear Physics and Nanotechnology
  • Bio- and Medical Technologies
  • Composites
  • Designing Complex Technical Systems

The resident of the Zone has the right to conduct only technical and implementation activities in the territory of the special economic zone. Technical and implementation activities mean the creation, production and sale of scientific and technical products, the creation and implementation of programs for electronic computers (programs for computers), databases, topologies of integrated circuits, information systems, the provision of services for the implementation and maintenance of such products, programs, databases, topologies and systems, the production of scientific and technical products.

Preferences

A policy is being pursued to provide state preferences to resident companies in the territory of the Dubna SEZ:

  • prepared office and laboratory premises;
  • land plots with fully built entrances and utility networks - without tender and prior approval;
  • free connection to power supply networks and other utility networks;
  • apartments for top managers and leading specialists;
  • data transmission channels (up to 20-800 Gbit. Sec);
  • tax benefits (payments to funds - 14%, 10 - summer holidays for taxes on property, land, income tax - 13.5%);
  • customs regime STZ - duty-free import of equipment and materials for own consumption, determination of the country of origin of products by the depth of processing of products;
  • access to modern equipment through the Dubna Nanocenter;
  • targeted training of specialists at Dubna University and other universities of the country;
  • development of cooperative ties within the framework of the country's largest nanoclaster.
