Federal State Unitary Enterprise Federalny computer center of share and commodity information technologies (FT-center)

Multidisciplinary organization subordinated to Federal Agency for State Property Management (Rosimushchestvo). The enterprise performs the activity in Krasnodar Krai, the Central, Volga, Siberian, Far East federal districts.

Primary activity of the enterprise is rendering services in the field of management and service of property complexes and services in information technology field (communication services, a hosting, design and implementation of information systems, service in information security field, etc.).

Criminal case about plunder of 258 million rubles

In December, 2014 a number of the former heads of FT-Centre branch were found in Siberia guilty on the case connected with plunder of property in especially large size reported the Novosibirsk regional court. In particular, the ex-staff of branch Evgeny Goncharov, Olga Ustinova, Vyacheslav Ustinov, Victor Vashnev and Irina Rusakova received for the committed crime terms from three to six years conditionally and penalties from 50 to 100 thousand rubles.

According to the investigation, in 2006-2009 the Siberian branch of "FT-center" signed agreements of outsourcing, the cost of services in which was significantly overstated, with commercial enterprises. Some partner firms at the same time at all existed only on paper. Using this scheme, about 120 million rubles were stolen. The branch paid over 100 million rubles to several PSF for protection of the objects which are under authority of the company. At the same time investigators revealed that upon protection was absent.

Agreement signature on service of engineering networks and cleaning of premises of a complex of the buildings which are under authority of federal state unitary enterprise with Transit company was one more scheme for embezzlement. Into the account of the last where the director and the accountant were registered as the only workers, monthly for a year about 500 thousand rubles were transferred. At the same time the complex of buildings was leased.

As a result of implementation of these schemes the total amount of plunders of budgetary funds, according to the investigation, was 258 million rubles. Part of them - 88 million rubles - were legalized.

Investigation of this case began in 2009 after an inspection by the State Office of Public Prosecutor of the Russian Federation of the financial activities of the Siberian branch "FT-Centre" which are carried out on address by leaders of Rosimushchestvo. During it the numerous facts of plunders of budgetary funds were also elicited.

According to the results of check proceedings about especially large fraud and criminal community were initiated. His expected organizer - the ex-head of Federal State Unitary Enterprise FT-center Evgeny Bogorad - did not manage to be delayed as he managed to disappear. With respect thereto he was put on the international wanted list.

It should be noted that charge required to impose to thieves much more tough sentence: terms more than from 15.5 to 176 years in maximum security penal colonies and penalties from 1 to 2 million rubles. In addition, entered requirements of charge that defendants in different shares compensated Federal State Unitary Enterprise FT-center damage caused to it.
