2021: Project status and plans for the next 6 years

One of the big projects managed by the Treasury is the centralization of accounting. The task was set to start about 5 thousand organizations subordinate to the government in the perimeter, and in them to ensure the centralization of accounting. This process should be completed in 2021, and it has already been implemented. For 52 ministries, their summaries and territorial bodies, the Treasury is already providing a centralized accounting service based on a single software product in the cloud.
The strategy for centralizing accounting for the next 6 years involves further development: the number of authorities in Russia, including municipal ones, is quite large, and the Treasury has developed various options for service delivery approaches. In particular, the turnkey version of the service is the maintenance of full accounting and payroll for the organization, the variant of providing the service as a product in which the organization can work. And the third - if the organization has its own mature system, offer it integration with the Treasury accounting system.
2019: Deputy Head of the Treasury - on the first results of the centralization of accounting

As a result of the project, the authorities will stop piecemeal purchases of accounting software and switch to a single solution, the creation of which is being carried out by the Treasury.
Alexander Albychev noted that the project is complex, and two tasks are being simultaneously solved within it. The first task is technological: transfer to a single service of accounting systems, their transfer to a single one. DPC Minfina The second task is functional and longer: the transfer of accounting authority.
Since January 2019, the first 12 authorities with the necessary powers have been calculating wages and reporting in a single system. The further gradual transfer of government agencies to a new accounting model assumes that in 2021 51 FOIV will already work in a centralized environment.
Historically, accounting departments worked in FOIVs, where the entire organization brought a lot of paper documents, after which the data of these documents are entered into the information system, Albychev says. Now the main task is to break this principle, and, as in classic ERP systems, minimize the paperwork and ensure integration with other IT systems. As of May 2019, the accounting electronic document flow is about 35%.
One of the main business processes is a unified information system for personnel management. Its operator is the Ministry of Digital Development. Since January 2019, all FOIV have been conducting their personnel production in this system. FOIV accounting systems are also integrated with it.
Another integrated service is implemented with the Treasury payment system. Here is the basic principle - it is necessary that directly from the accounting systems all applications for payments directly go to the payment system.
The accounting system is integrated with a single public procurement system. As of May, part of the work has already been done. In particular, this applies to smart contracts. Another important system with which integration is carried out is the Electronic Budget.
Having integrated with these systems, we will approach 85-90% of the volume of document exchange in electronic form. This is our goal, and this year we strive for this, "said the deputy head of the Treasury. |
О TAdviser SummIT
TAdviser SummIT took place in Moscow on May 29, 2019 and attracted more than 640 participants - heads and experts of IT departments of major companies and government departments of Russia, representatives of IT developers and contractors. During the event, the prospects for the digital transformation of business and government agencies, the development of technologies, products and services were discussed. More than 70 reports were delivered in the plenary and five thematic sections. The event was held in 5 halls of the Holiday Inn Sokolniki.

Plan for the transition of FOIV to centralized accounting
On October 31, 2018, an order of the Treasury was registered with the Ministry of Justice establishing a schedule for the transition of federal executive bodies (FOIV) and state subordinate institutions to a cloud-based budget accounting system, as well as payroll calculation[1]According to him, the first departments that will connect to the centralized software for accounting in 2019 will be the Ministry of Industry and Trade, the Ministry for the Development of the Far East, the Ministry of Agriculture, the Ministry of Construction, the Ministry of Finance, the Ministry of Communications, the Ministry of Economic Development, etc.
Among the departments that will be the last to connect to the service will be the Federal Road Agency, the Federal Tourism Agency, the Federal Maritime and River Transport Agency, the Federal Air Transport Agency, etc. The Ministry of Health and the Federal Tax Service are also among the latter: their connection should take place by January 1, 2020.
In total, the plan covers 49 federal departments. It does not have Rosaccreditation, which is also connected to the system as part of a pilot project. Thus, centralization will affect 50 FOIVs.
The total number of federal departments is about 80. It is not planned to connect, in particular, law enforcement agencies.

Pilot Project
By the end of 2018, 1C will launch a pilot project on the transition of federal authorities to the cloud accounting system. Earlier same year the company won the corresponding tender of Federal Treasury for performance of work on creation of a subsystem of management of non-financial assets, personnel management subsystems, to development of a subsystem of account and the reporting of the state integrated information management system by public finance "The electronic budget"[2].
The volume of the contract with the Treasury for the performance of these works amounted to about 183 million rubles.
The technologically cloud service being developed by 1C as part of the project is based on the solutions deployed in the 1C: Fresh service, but they need to be finalized to meet the specific requirements of the Treasury, Marina Slesarenko, deputy director of 1C, told TAdviser. The system will be more comprehensive and will be integrated with part of the Electronic Budget public finance management information system. It should provide end-to-end, deeper automation and robotics compared to "1C: Fresh" in the "classic" configuration.
The service will be deployed as a private cloud on Treasury computing resources. One of the requirements for the solution is that it should be able to function on the OS and DBMS present in the register of domestic software, specified in the TA.
At the pilot project stage, the Treasury itself with part of the territorial bodies and Rosaccreditation with all territorial bodies will connect to the cloud service as part of the pilot operation, says Marina Slesarenko.
In total, within the framework of the decree of the Government of the Russian Federation on the transition to a cloud solution, about 1.5-2 thousand legal entities will be involved. To further connect to the service of other FOIVs, new tenders will be held and new contractors will be involved.
A similar large-scale project to develop the 1C cloud accounting service was previously implemented for government agencies in Moscow. Marina Slesarenko notes that the project with the Treasury is more complex. It contains a large territorial disparity and features of the processes of different FOIV.
Government Decree
In June 2018, government decree N 658 was issued on centralized procurement of office software , as well as software for maintaining budget records and software in the field of information security. The document determined the Federal Treasury responsible for centralized procurement of software for maintaining budget records for federal executive bodies (FOIV), the activities of which are managed by the Government of the Russian Federation, and state institutions subordinate to it.
As a result of the analysis of budget accounting systems in state bodies of the federal level, the Treasury found that about 60% of administrators of federal budget funds and about 70% of institutions subordinate to them use software on 1C: Enterprise platforms.
At the level of the Ministry of Finance and the Treasury, it was decided to implement the accounting and salary subsystems of the Electronic Budget on the 1C: Enterprise platform based on the 1C: Budget Institution Accounting and 1C: Payroll and Personnel of a State Institution configurations.
Mass centralization of accounting software of federal departments on the basis of the Treasury data center should take place in 2-3 waves in 2019-2020.
