The government of Khabarovsk Krai for management of programs and a project portfolio uses the Advanta system

On December 20, 2018 the Advanta Consulting company announced system implementation of management of programs and a project portfolio of Advanta in the Government of Khabarovsk Krai.

For the purpose of the organization of work on execution of the plan of the complex social and economic development Komsomolsk-on-Amur accepted by the Order of the Government of the Russian Federation of 4/18/2016 No. 704-r, the principal organ of executive power of Khabarovsk Krai makes the decision on implementation of project management.

The order of the Government of Khabarovsk Krai No. 429-RP of 4/18/2016 defines executives in charge, the information exchange order about implementation of "long-term plan" in a project management information system is approved. ISUP is also used for monitoring and control of construction of facilities of infrastructure of the territories of the advancing social and economic development (TASED).

Participate in project management: staff of bodies of executive power of the region, Ministry for the Development of the Russian Far East, office of the Plenipotentiary of the President in DVFO, institutes of development of the Far East (KRDV, KRHK), staff of municipalities.

Projects are grouped in portfolios in TOSER, projects of complex development Komsomolsk-on-Amur and are implemented within state programs. At the same time about 70 projects can be executed.

To system implementation projects were characterized by low quality of planning, lag on terms because of the untimely beginning of accomplishment of tasks, lack of accurate areas of responsibility of contractors, the difficult reporting in Excel format.

Creation of a system of effective management of projects in territories of the advancing social and economic development (TOSER-Khabarovsk, TOSER - Komsomolsk - on - Cupid) and a project portfolio of complex development Komsomolsk-on-Amur became a project objective

The integrator was faced by tasks:

• Increase the speed and quality of decision making on projects.
• Create a relevant picture on project portfolios.
• Provide control of deviations from terms of projects and the impact of changes on the project.
• Provide formation of the operational and relevant reporting on a status of programs and project portfolios for the governor of Khabarovsk Krai.

For December, 2018 the following results are achieved:

• The Advanta system is implemented in work of the Government of Khabarovsk Krai and is used for control of execution of project portfolios, programs and separate projects by the management of the region.
• In a system plans of 30 projects, including 6 pilot are brought.
• The control technique on KT is applied, three levels of control points of the project are entered.
• Templates of standard fragments of the project network are developed.
• Projects are organized on structure of portfolios.
• The main profiles of projects are defined: construction (including reconstruction), organizational and the development project.
• The uniform form of the passport of the project is applied to each profile.
• Regular meetings on the project status and portfolio on the basis of data from a system are held.
• Uniform forms of the reporting under projects by terms, finance and intermediate project deliverables with control documents are created.
• The automated collecting of the fact and escalation of problems from contractors and project managers for the top management is started.
• User training to work with a system and a method of management on KT is provided.

For December, 2018 in a system 61 projects, more than 6500 control points, more than 7000 tasks are traced. In a system 217 users work.
