On December 19, 2018 the Administration of the Leningrad Region showed the perspective concept of development of the transport system of the Vsevolozhsk district within which several scenarios of step-by-step development of road infrastructure of Vsevolozhsk, New Devyatkino, Murino, Sertolovo and Kudrovo are worked out. The provided concept and the program of optimization are developed by And + About Transproyekt company using modern digital technologies of transport modeling.

Within the project specialists "And + About Transproyekt" collected necessary initial data and created in software environment a mathematical model of traffic flows in the territory of the area. Using modeling by experts "And + About Transproyekt" several options of development meeting the requirements of Administration of the Leningrad Region were estimated and the program of optimization of work of the transport system is developed.
The developed concept of development includes construction of an entrance to Vsevolozhsk and Murino's bypass and New Devyatkino in Piskaryovsky Avenue alignment, reconstruction of the highways "St. Petersburg — Koltushi" and "St. Petersburg — the Plant of Sverdlov — Vsevolozhsk", creation of the traffic intersection with the ring road in the Western Murino in Grazhdansky Avenue alignment, died expansion of the highway "St. Petersburg — Mattox" to 4-6 bands and some other. All actions are ranged on priority that at each stage of development to improve transport availability of the area.

According to the results of modeling, the greatest transport effect is reached as a result of construction of a road bypass of Murino and New Devyatkino in Piskaryovsky Avenue alignment. The intensity of traffic flows on it will be more than 34 thousand units of transport a day, and average speed on passenger vehicles through the territory of Murinsko-Devyatkinsky agglomeration will increase by 10% and will be 75 km/h.
Within the project several scenarios of development of network of roads of the Vsevolozhsk district which can become afterwards a basis for the Comprehensive program of development of roads of the Vsevolozhsk district were analyzed. As a result of the scenario analysis the option after which implementation the network of highways in a corridor alignment Vsevolozhsk - the village of Novosaratovka with connection to the southern width trunk in the territory of St. Petersburg appears is recognized the most effective.
