Pavel Tsiporin, KhMAO: IT priorities of Yugra are Big Data, neurotechnologies and the industrial Internet

Pavel Tsiporin, the director Department of information technologies and digital development of Khanty-Mansi Autonomous Okrug, in an interview of TAdviser told about region IT priorities and also the important and interesting projects executed in Yugra.

Creation of a fundamentals of digital economy demands consecutive and prudent steps at several levels at once

How did the Digital Economy of Russia program influence development of the IT field in Khanty-Mansi Autonomous Okrug? Whether priorities in this area changed?

Pavel Tsiporin: The digital economy is not the separate industry, and in fact, the new direction of development of the state, economy and society which is closely connected with information technology development.

Creation of a fundamentals of digital economy requires consecutive and prudent steps at several levels at once, since digital infrastructure and finishing with increase in digital competence of citizens. Now more than 92% of the population of Yugra have broadband access in the Internet with a speed more than 10 Mbit per second. Have no Internet access only of 0.11% of the residents of the district living in the remote and hardly accessible areas at all, but we solve this problem, selecting government subsidies to private companies for laying of fiber optic communication. Now the Government of the autonomous area conducts work on inclusion of Yugra in a pilot zone for testing of wireless networks of communication of fifth generation, along with the Russian million-plus cities.

We not only provide to citizens access to the high-speed Internet, but also we aim to train them in the corresponding skills. The Electronic Citizen program according to which over 87,000 people were already trained works in the district.

The most important direction of our work is also informatization of public administration. Residents of the autonomous area more and more actively receive public services in electronic form. On this indicator Yugra takes the I place across the Ural Federal District and the IV place across the Russian Federation. It means that the yugorchena trust information technologies and are ready to work online. Developing services of electronic services, we aim at improvement not only quantitative, but also qualitative indexes. It is possible to refer development of an artificial neural network (artificial intelligence) to the last. In this direction Yugra became the pioneer on use of such technology in the field of rendering services.

Neurotechnologies are also actively used in the region for computer-assisted retrieval of illegal information on the Internet.

Digital technologies in Yugra develop also in many other spheres. For example, in health care, electronic medical document management with connection to federal services of a personal account "My health" is implemented, telemedicine develops.

Practices in the direction of digital competences and of education are saved up. In particular, this year based on two educational organizations of the district – BOU "Yugra Physical and Mathematical Lyceum Nursing Home" and APOU "Yugra College Nursing Home of the Olympic Reserve" implement a pilot project on integration of traditional and digital education by means of implementation of the digital educational platform. In the near future it is going to connect to this digital platform and other educational organizations of the region.

The priority directions of the Digital Economy program which are going to be developed further in Yugra is Big Data, neurotechnologies, new production technologies, the industrial Internet and technologies of wireless communication. The cities of Khanty-Mansiysk and Surgut along with million-plus cities were among the pilot cities of Russia in which the Smart City project is implemented.

These and other relevant directions of digitalization were discussed during the tenth International IT Forum, with participation of the countries of BRICS and SCO which this year was devoted to trends and perspectives of digital economy. The Yugra IT Forum in which more than 3 thousand people from 55 countries of the world participated and 43 Russian regions, once again convincingly confirmed the reputation of the demanded platform for discussion of topical issues of information society and digital economy. Within the forum representatives of the countries of BRICS and SCO exchanged experience and provided the best practices of digital transformation.

One of decisive factors to go to digital economy is presence of the highly skilled IT personnel. Whether your region faces the shortage of such specialists and if yes, that as is solved this problem?

Pavel Tsiporin: In the autonomous area the program of development of the center of IT competences according to which the complete system of training for digital economy including is under construction is developed:

  • training of teachers for primary and secondary education with IT competences;
  • creation and development of the centers of additional education in IT competences;
  • work of basic department of the Yugra state university with training of students with specialization "Data Science and machine learning";
  • postgraduate study within basic department based on AU of YuNII IT in the specialty 05.13.01 "Systems analysis and information processing";
  • work of school of sciences under the leadership of the full member of RAS of the Russian Federation Popkov Yu.S.

Already now it is possible to show developments of students and graduate students using elements of artificial intelligence in the field of risks assessment of environmental safety based on the Center of space services HEY "Ugra Research Institute of Information Technologies", speech recognition when carrying out physical examinations, program robots when forming information references for heads of the district.

One more important point – digital literacy of the population and officials. What events are held in KhMAO for formation of similar competences? What level of "digital skills" at authorities?

Pavel Tsiporin: Within the state program of Khanty-Mansi Autonomous Okrug "Information society of Khanty-Mansi Autonomous Okrug for 2018-2025 and until 2030" in the district on a permanent basis training of inhabitants in bases of digital literacy is provided. Special attention is paid to training of socially unprotected citizens, including advanced age. The main directions are training in basic skills and knowledge of work with the computer, text and graphics editor, studying of the opportunities provided by the Uniform portal of public services and its regional segment (86.gosuslugi.ru).

Now training is provided according to 3 main programs:

  • "Bases of computer literacy"
  • "Effective use of services of the electronic (digital) government";
  • computer literacy for unemployed pensioners.

To correspond to recent trends in the field of information technologies, updating of training methodical materials and development of new training programs is constantly carried out, so for example until the end of 2018 development and deployment of The Tablet for Beginners program will be completed, and in 2019 development of training materials and workshops on information security and Internet fraud is planned.

Training takes place on a permanent basis in all city districts and municipal districts of the autonomous area including in some hardly accessible localities.

All training materials are placed on the Electronic Citizen of Yugra portal and the educational portal of Ugra Research Institute of Information Technologies for independent studying by citizens.

For the purpose of increase in "digital skills" at authorities work on creation of the uniform portal of training of the public and municipal servants, implementation and maintenance of a system of distance learning of government employees on basic and professional digital competences is planned.

What main priorities in the field of digital transformation of authorities of KhMAO

Pavel Tsiporin: The government of the autonomous area approves the Actions plan on centralization of infrastructure of information systems in Khanty-Mansi Autonomous Okrug.

Centralization of powers in the autonomous area regarding coordination of purchases in the field of ICT will allow to optimize budget expenses of the autonomous area, to implement uniform approaches and requirements to actions for data protection, to acceptance of effective management decisions, will promote digitalization of economy. Centralization will provide organizational, technology, normative and legal and methodical unity of creation and functioning of the state information systems and also creation of a single system of management, monitoring and performance monitoring of use of ICT in activity of executive bodies of the government of the autonomous area.

In June of the current year the Government of Yugra approves the Plan of informatization of key functions of executive bodies of the government of the autonomous area, automation subjects in a priority order. Within implementation of the Plan implementation of information and communication technologies in different fields of activity is supposed (financial, social, construction, etc.).

How successfully in Khanty-Mansi Autonomous Okrug projects of IT import substitution are implemented?

Pavel Tsiporin: In Yugra the plan of transition to use of domestic office software (S) is approved. The legal-reference systems (the Guarantor, the Consultant), electronic document management systems (Case), means of antivirus protection are in full transferred to the domestic software (Dr.Web, Kaspersky).

However at implementation of domestic operating systems in corporate network of authorities for the present there is a need of the solution of a number of compatibility issues. So, for example, in the course of testing of domestic operating systems: At the first stage we faced Astra Linux (JSC NPO Rusbitech), Alt Linux (BaseALT), ROSA (STC IT of a ROSA LLC) problems of the organization of work with mail, the calendar, contacts via the mail server of Microsoft, setup of network peripherals, uses of the digital signature in electronic document management. Based on testing the most part of compatibility issues is solved, the workplace of the government employee which includes a standard set of the software as a part of domestic operating systems is created and this year we are going to begin purchase of licenses of domestic operating systems for implementation in workplaces of staff of bodies of the power of Yugra.

In 2016-2017 System 112, the AIS "MFC", the AIS "Control of Transport", to the AIS "Construction power engineering specialists and HOUSING AND PUBLIC UTILITIES" are translated with DBMS Oracle on PostgreSQL. Until the end of 2018 we are going to transfer the register of the public and municipal services of Khanty-Mansi Autonomous Okrug to PostgreSQL. At the same time costs on transition to PostgreSQL paid off due to cost reduction on support DBMS Oracle.

On the Bitrix 24 platform in 2017 we began to use the domestic state messenger to which more than 60% of staff of bodies of the power are connected. The messenger is used for discussion of working questions and gives the chance of use of elements of project management in each authority.

In 2016 we make a transfer of the uniform website of state bodies of the autonomous area from foreign software of IBM Web Sphere ("Aybiem Veb the Sphere") on the Russian software product "1C Bitrix. Management of the website". As a result it was succeeded not only to optimize expenses on technical maintenance, but also to increase working capacity and fault tolerance of the website, to enter new convenient services for citizens.

What interesting projects were implemented in your region in the last two years? Who was your technology partner and how you estimate this cooperation? What difficulties met in the project progress and how it was succeeded to overcome them? What positive effect was as a result gained?

Pavel Tsiporin: In tender of projects of regional and municipal informatization "PROF-IT.2017" 9 Yugra projects from 11 announced are mentioned by prize-winning places. Any territorial subject of the Russian Federation could not win such quantity of awards. It is the best result of Yugra for the five-year history of tender. In 2017 Yugra took away 4 first places. In the "Best Mobile Applications of Public Authority" nomination gold was received by the "iTIS-Mobile application of TIS of Yugra" project which allows to get everywhere and quickly an information access for acceptance of management decisions.

In the "IT in the field of road economy and transport" nomination the maximum assessment was received by the "Complex Approach on Control of the Air, Water, Railway and Motor Transport in Yugra" project – the AIS "Control of Transport" and the TIS Public information level of Yugra, the thematic Transport card. These systems allow to obtain information on the air, water, railway and motor transport in a complex. Thanks to this service to the yugorchena can use the unique instrument of selection of the transport scheme from one point of Yugra in another any of the listed means of transport and also learn the schedule and location on the card of vehicles, fares and other information.

In top three in the "IT in environmental management and environmental protection" nomination the "Use of Modern Technologies in Preserving of Natural Wealth of Yugra" project implemented also based on TIS of Yugra. The project allows to give an assessment of violations of borders of a felling area and sections of illegal forest cuttings on the basis of results of space activity. Further it is used at the organization of offside control and supervising events and compensation of the caused damage. Thanks to this work Yugra is the leader in Russia in the amount of compensation of the done harm to the environment in the regional budget (since 2014 more than 1 billion rubles a year). Further the given project is going to be used also in monitoring of pollution of forest fund and water bodies of the region.

One more successful Yugra project on training of citizens "The electronic citizen" in March, 2018 is awarded in Geneva with the diploma of the World summit concerning information society in the "Access to Knowledge and to Information" nomination. 685 projects were from around the world submitted. The Electronic Citizen project became one of 90 champions. Their number included only seven Russian projects.

For the purpose of improvement of quality of rendering electronic services mobile application of Gosuslugi HMAO by means of which the following services are provided was created: "Providing information on the current progress of the pupil, maintaining electronic diary and electronic journal of progress", "Check of queue in kindergarten", "Making an appointment with the doctor". For the first time in Russia the neural network allowing to provide information on the most popular services of the Uniform portal of state services and also to answer in real time the questions arising at citizens when receiving services is developed, using artificial intelligence technology. The neural network is the self-trained system capable to act on the basis of the earlier got experience, becoming more perfectly and returning the right results even on the basis of incomplete and partially incorrect requests that will allow to bring user support of the Uniform portal to qualitatively new level.

Providing electronic services and also other state services is impossible without high-speed high-quality Internet access. Now a measure value "The share of the households having Internet access in the total number of households" on the autonomous area makes 90.5% (with an average of 76.3% across Russia at the end of 2017). It became possible thanks to development of communication networks, including mobile radio (cellular) communication.

In comparison with 2016 the autonomous area rose on the above-stated indicator from the 7th to the 2nd place among regions of the Russian Federation. The Internet becomes more and more available not only for residents of the large cities, but also small localities in recent years. Government subsidies on compensation of a part of construction costs of objects of communication in the territory of the hardly accessible and remote areas in the autonomous area are provided for the solution of this task.

According to the scheme of subsidizing in 2016 Zummer and Seversvyaz companies implement investment projects on construction radio relay and fiber lines of communication of lines in the Nizhnevartovsk, Beloyarsk and October districts. Total in 2016 on two investment projects Internet access provides 15 localities with the total number of population more than 36 thousand people.

In 2018 also according to the scheme of subsidizing of Rostelecom and Set company is going to provide 18 localities, thereby even more than 25 thousand people will have an opportunity to use Internet access at a speed not less than 10 Mbps.

Also in 2018 within the project of elimination of digital inequality Rostelecom is going to set access points to the Internet in 12 localities on the basis of the agreement between the Government of the autonomous area, the Ministry of Telecom and Mass Communications and Rostelecom. In the autonomous area on the above-stated project installation of access points in 26 localities numbering from 250 to 500 people is provided. Project implementation to be enabled from Fund of universal communication services.

In April, 2017 the system of providing a call of the emergency operational services by uniform number "112" which is intended for reduction of time of complex reaction of services at emergence emergency and emergencies is put into continuous operation. The scope of the population of the autonomous area systems capabilities-112 makes over 99%. Yugra is in the top ten of regions of Russia where a System-112 is put into continuous operation.

In 2016 and 2017 within public contracts with Softline company the projects directed to automation of activity of 78 sections of magistrates of the autonomous area are implemented. The system of audio-video of recording of the course of court sessions which allows to provide a recording capability qualitative to audio-video of a track of the course of court sessions, to thereby increase quality of justice and level of judicial protection of the rights and legitimate interests of citizens and the organizations is created. Using the created system of electronic archives of world justice issues on placement and reliable storage of all judicial materials, providing the regulated access to the electronic copy of the document, convenient and quick search of documents, formation and automatic unloading of bank of judgments, ensuring safety and the invariance of all electronic documents, preparation and search of necessary documents for the analysis were resolved or during the conducting different checks and preparation of reports, to providing to citizens access to judgments (through the selected personal computers and information booths).
