Ilya Zayants, "Il": Approach to import substitution should be reasonable and economically justified
The CIO and digital transformation "Ilyushin Aviation Complex ("Il") Ilya Zayants in an interview of TAdviser told about the IT strategy of the enterprise, difficulties of import substitution and features of the project of creation of a single system of electronic document management based on EDMS Directum.
Tell about the IT strategy of Ilyushin Aviation Complex. What its priority purposes and tasks?
Ilya Zayants: Development of IT in the Division of transport aircraft of OAK ("Il" is the DTA head company which also includes several plants, including VASO in Voronezh and Ulyanovsk "Aviastar joint venture") goes in four main directions: IT infrastructure, corporate information systems, PLM (automation systems of management of lifecycle), smart systems direction and digital transformation. In each of them the project portfolio is built. For last year we managed to achieve good results in this direction – to remove barriers to information transfer in all enterprises of the Division several regions, to solve problems with communication channels, to prepare resources. In other words, we gave to internal business customers the chance of fast and effective communication inside and removed IT restrictions for divisional development.
At our portfolio there are practically no cloud solutions that is connected with specifics of work and requirements of information security.
As for key IT systems, it, undoubtedly, systems connected with direct activity of the enterprise: PLM systems ERP EDMS Directum 1C personnel systems, systems on accounting and maintaining the regulating documentation.
How for the enterprise questions of IT import substitution are particularly acute? Whether projects in this direction for the last few years were implemented? Tell about these projects and perspectives of other possible replacements of IT systems within this process.
Ilya Zayants: For us this question is particularly acute! In the market there was enough really good domestic IT products which are capable to solve a big range of our problems. However, approach to import substitution should be reasonable and economically justified. For our ERP project we look on domestic solutions, the same concerns different infrastructure solutions. For example, last year we successfully implemented the VKS system in the Division based on a domestic product of TrueConf. It should be noted our project on implementation of EDMS Directum which is also a domestic product and to which we transferred all internal document flow of DTA last year. As for the PLM systems, here the situation differs a little.
The OAK many enterprises in the work use the software of Siemens PLM. Whether options of replacement of this software by domestic solutions were considered?
Ilya Zayants: Historically the majority of projects of the aircraft equipment in modern Russia was developed and developed in foreign products. The domestic systems now in many respects reached world level, but to take and replace a system for already created or created projects so just it will not turn out. It is connected also with data models of projects, processes, other information which is stored in PDM systems. In 90% of cases such transition provides almost complete redesign of a product in a new system, new acceptance of documentation both other things expensive and not really real at the moment. Despite it, within DTA projects on testing of T-Flex and Ascon for the solution of a number of perspective tasks and use of these systems in work on the following products are kept.
Tell about background of implementation at the enterprise of the Directum system. What EDMS was used earlier? What did not it suit you with?
Ilya Zayants: At once I will note that we speak about the project which affected all enterprises of the Division of transport aircraft of OAK therefore I will tell about all. On Ilyushin as EDMS other system was used. Because of enough strong internal completions of the outdated version of the system, including at the kernel level, users had serious problems with its high-speed performance, there were also problems with convenience of a system. VASO and "Aviastar joint venture" at that time already used EDMS Directum, but in different extents of customization under the tasks. The data exchange mechanism between the enterprises actually was not.
How did the choice of new EDMS take place? What solutions were considered?
Ilya Zayants: At that moment there was consolidation of the Division and there was a question of the choice of a single system of electronic document management. We considered both development of a 1C system, and Directum, and some more the popular systems. EDMS for us had to respond to the following requests: have rather simple interface for users, an opportunity for work with qualified by the EDS, high-speed performance. Integration of EDMS of the Division into the EDMS OAK general system was one of the major requirements also. Based on tender the decision on building of a uniform transparent electronic document management system in DTA based on EDMS Directum was made.
There were any difficulties with implementation of EDMS Directum?
Ilya Zayants: Normal difficulties which face at implementation or change of the information systems mentioning basic processes. Employees needed time too to get used to a new system. But now the number of users grew up many times.
What problems managed to be solved with the help of a new solution?
Ilya Zayants: First, it was succeeded to transfer really document flow to an electronic form – to refuse memos in paper form, to transfer all approval of ORD, office and agreements to an electronic form. In many respects it occurred also due to mass implementation and use of the EDS inside.
Secondly, the speed of processes of work with documents together with increase in transparency increased – all document history can be traced in two clicks.
Thirdly, integration with our companies of the Division. We received uniform space for work with documents – agreements, organizational and administrative and others. It increased decision making speed in the Division.
Who works in EDMS? How many users are connected to a system?
Ilya Zayants: Most of all users on "Il" – about 1000 people have access and regularly use EDMS Directum. Following policy: any employee who needs to work with documents gets access to EDMS Directum and the EDS.
Mobile application of EDMS is how demanded? What problems are most often solved with its help?
Ilya Zayants: Implementation of mobile application is planned for 2019. It is first of all a question of information security.
With what IT solutions of the enterprise EDMS is integrated?
Ilya Zayants: The main integration with 1C regarding work with agreements. The others of integration standard – for example, the Active Directory.
Whether development of EDMS is planned in the near future? What new opportunities would you like to have?
Ilya Zayants: At the moment we took the first big step on the big way. There is a lot of ideas for development, the most important that the business customer sees and offers these ideas. Main objectives: further increase in efficiency of document flow in the company using EDMS, mobile application, automation of a number of daily processes of type of management of business trips or holidays. All this has one purpose. Employees should have an opportunity to cope effectively with the growing quantity of tasks.
