On April 11, 2019 international a blockchain company Bitfury Group reported that it together with IT companies "Time Trajectory" and IVS group started a blockchain platform for maintaining queues on receiving housing and improvement of living conditions. The solution is constructed based on a blockchain platform open source — Bitfury Exonum guaranteeing transparency of actions of each participant, simplicity of audit and a continued access to information. A system is put into operation in Perm Krai, and in the spring of 2019 people on the waiting list will receive the first certificates on payment.

Provision of housing extremely emotional subject for citizens and state bodies: the number of applicants, as a rule, exceeds possibilities of the authorities on improvement of living conditions of such citizens that leads to emergence of queues. Taking into account a difficult next and extraordinary order of promotion, the applicant can not only come nearer, but also is temporary move away from the purpose that at the traditional opaque procedure at citizens also the mistrust often raises questions.

In February, 2019 in Russian President's Council for Civil Society and Human Rights profile departments suggested to update lists of people on the waiting list across all Russia and to make a form of their accounting transparent.

Already achieved such effect in Perm Krai where the accounting of applicants is carried out thanks to Exonum - the movement of queues is transparent and is performed according to established procedures based on smart contracts with open source codes.

Creation of the distributed register allows to provide to the interested citizens direct access to state-of-health data of queues with which responsible specialists of authorities work, and at the same time to guarantee reliability and stability of data. Moreover, advanced citizens can book substantive audit of data and participate in check of correctness of state changes of queues. It is essentially other level of openness of our work — noted in the Ministry of social development of Perm Krai.

Thanks to the solution created using a blockchain platform from Bitfury, record of malformed data is technically impossible.

Even if the swindler will get into the majority of nodes of a system, any changes in Bitfury Exonum will be written and visible. This software environment helps the enterprises and state agencies safely and to easily implement the ideas and solutions on a blockchain — Ufayev Dmitry, the head of Bitfury in Russia told.

Each change in queue is checked on different nodes of a distributed network independently of each other. If change leads to ambiguous effects or does not correspond to regulations, then such change will not happen. It is important that such nodes can be lifted not only in public authorities, but also normal citizens. Thereby, everyone can be connected to really working system of the distributed register, monitor changes in queue and check their correctness — Artyom Kruglov, the associate director of Department of information systems on business development of IVS Group explained.

Implementation of a blockchain in the system of provision of housing will bring benefit and to responsible services: earlier record of people on the waiting list was kept in text files, spreadsheets and the special systems, and it was difficult to synchronize these data; with Exonum information is stored on a single platform that considerably facilitates routine work for staff of bodies of a social security.
