On the Electronic Budget System

Electronic Budget is an integrated information system for managing public finances. The system is designed to ensure transparency, openness and accountability of the activities of state bodies, as well as to improve the quality of their financial management through the formation of a single information space and the use of ICT in the management of state and municipal (public) finances.

The architecture of the Electronic Budget system includes centralized subsystems that implement the main functions in the field of public finance management, service subsystems that provide the optional provision of information services, as well as a single portal of the budget system of the Russian Federation.

The Electronic Budget system is based on centralized subsystems:

  • maintaining registries;
  • budget planning;
  • income management;
  • debt and financial asset management;
  • cash management;
  • expenditure management;
  • procurement management;
  • management of non-financial assets;
  • human resources management;
  • Accounting and reporting;
  • financial control;
  • information and analytical support.

2021

Completion of transfer of personal accounts of legal entities to the PRM component of the COP

On September 15, 2021, the OTR IT integrator announced that it was completing the transfer of personal accounts of legal entities to the KS PRM component - the expenditure management subsystem in terms of treasury support for the key state integrated public finance management information system "Electronic Budget." In the system, this component was the first fully implemented on open source software, independent of foreign developers. The KS PUR subsystem operates on open source software under the control of SUDB PostgresPro, which corresponds to the decisions of the Government of the Russian Federation on import substitution.

The transfer of legal entities to this system allows you to centralize work in a single information space of state customers, executors, the Federal Treasury and interested state bodies, minimize paper paperwork, and make work more transparent for all participants in treasury support. Now it has become much easier to control the financing of the state contract: the movement of funds can be traced to the last performer. This allows you to increase the efficiency of management decisions by centralizing information on contractors fulfilling government orders.

For performers, work with budget funds has been simplified: now, instead of establishing accounts for each project, information is centralized on the same account with distribution to projects - in the analytical section. In addition, legal entities work directly in the federal treasury system - this allowed to increase the availability and quality of information on the execution of state contracts.

The mechanisms for filling out documents are optimized - the maximum possible amount of information is filled out automatically or from drop-down lists. It is provided integration with a unified information system in the field of procurement, which allows you to open and update analytical sections on personal accounts automatically based on information about concluded government contracts. Centralization has increased the relevance and speed of access to directories used in document management.

In addition, this information decision allowed the Federal Treasury to test a promising organizational and functional model, concentrating the functions and specialization in the implementation of treasury support of federal budget funds in 7 territorial bodies of the Federal Treasury (Specialization Centers) instead of 85.

The introduction of the subsystem was not easy - employees of the Federal Treasury were actively working with legal entities to switch to test mode: the first counterparties experienced the difficulties of initial configuration. Despite this, the financing of all state contracts was completed on time.

Implementation of Disaster-Tolerant Redundancy

IT-integrator OTR"" on August 12, 2021 announced that he had developed and implemented the technology of disaster-tolerant reservations "Electronic Budget - Integrated Information System (GIS) management state and municipal. finance RUSSIAN FEDERATION Continuous and uninterrupted operation of the system is the basis of operation. state economies The scale of the project can be estimated by the number of involved - there are servers more than 300 units as of August 2021 - and the volume, data which is over 250 TB for information more than 10 functional subsystems of the Electronic Budget.

Tens of millions of employees from all state and municipal organizations use GIS every day: from kindergartens and schools to ministries and departments. The system provides data on budget expenditures and ensures transparency in the work of state institutions.

Work on the project was launched by the Center for Ensuring the Activities of the Treasury of Russia and lasted about a year. Disaster-tolerant redundancy ensures fault tolerance and system independence from the destructive effects of natural and man-made disasters. Return to normal operation occurs within a maximum of two hours, with a data loss level of no more than 5 minutes, as confirmed by repeated tests.

When creating technology, it was necessary to take into account the heterogeneity of the environment in which the components of the information system operate. To manage databases, physical servers are used, application software is deployed in the virtualization system. In addition, the customer instructed to comply with the multivendor of the solution and ensure that there is no influence on CI/CD technologies, import substitution processes.

Disaster-tolerant redundancy is a mechanism for high availability of systems located at a distance of more than 100 km. The main data centre is located in Dubna. The reserve site is a geographically remote data center in the city of Gorodets, Nizhny Novgorod Region, at a distance of more than 500 km. Thus, a fundamental condition of geographical distribution for critical state information systems is fulfilled. For both data centers, a similar set of hardware is used, and different levels of component fault tolerance are implemented.

The key benefits of this solution are:

  • Flexibility: Not "tied" to operating system and software. This means that regardless of the platform and the selected software, the redundancy solution will be unified for all functional subsystems and components of the EU GIS, including those created and planned;
  • Ease of operation: minimum number of actions when switching between data centers, personnel qualification requirements - basic level of system engineer;
  • There is no need to refine and/or update the software - the technology works at the hardware level of abstractions.

The disaster-tolerant redundancy test was as close as possible to industrial use: a system shutdown was carried out in the main data center (simulation of a data center failure) and a start in the backup center of GIS "Electronic Budget," employees of the Federal Treasury checked the operability of the software and confirmed the possibility of executing the budget process.

The project of catastrophic redundancy of GIS "Electronic Budget" is developing, the technology is constantly being improved by the customer. Higher requirements for the availability and security of one of the main financial IT systems of the country are being implemented.

2020: Implementation of budget generation module running Astra Linux

The FGIIS "Electronic Budget" of the Ministry of Finance of Russia introduces a module for the formation of budget profiles of federal budget managers and budget commitment limits, operating under the control of OCAstra Linux. This was announced on January 14, 2021 by Astra Linux Group of Companies. The project is implemented by the IT company OTR, which supplied the ministry with a number of software and technical complexes.

As of January 2021, the Ministry of Finance is integrating into the Electronic Budget GIS a module for the formation of budget signatures of federal budget managers and budget commitment limits, which operates in the Astra Linux OS environment. Her choice as a platform was influenced by several factors. Among them - the availability of certificates of all regulators of the domestic market, including FSTEK and FSB of Russia, which was one of the key requirements of the customer, as well as built-in verified means of information protection and proven by practice fault tolerance and suitability for secure IT infrastructures that process data of any degree of secrecy.

In general, the contract concluded with the Ministry of Finance involves equipping AWS with Astra Linux OS and Kaspersky antivirus software 400 budget management institutions from different regions of the country. During the implementation of the project, 32 autonomous AWS and 10 sets of network workstations were delivered to the Ministry of Finance. OTR employees completed the basic installation of components and FSTEC-certified software products of their own development, as well as delimited the rights and access of users to the software. The company continues to provide technical support services to the customer and provides support for the software and technical solutions supplied to him.

The transition of federal GIIS to the domestic OS will significantly simplify the implementation of import substitution plans for organizations. Initially, all state information systems worked only with Windows, and when transferring IT infrastructures to Russian software, it was necessary to find special solutions to ensure their correct interaction with GIS. Development of cost management, reference, accounting and reporting subsystems

On March 11, 2019, OTR announced that it had signed a state contract with the Treasury for the provision of services for the development of GIS Electronic Budget subsystems. Under the terms of the state contract, OTR will develop the expenditure management subsystem (PUR), the regulatory reference information subsystem (NSI) and the accounting and reporting subsystem (PUiO). The agreement is calculated until mid-2020.

According to the company, the most important tasks of the state contract were the centralization and optimization of the federal budget spending block with the transfer of functions from the Automated System of the Federal Treasury (AS FC) to GIS EB, import substitution and geo-reservation of GIS EB between industrial and backup data processing centers (DPC).

Centralization of the federal budget spending unit in GIS "Electronic Budget" is planned to be carried out in several stages: to alternately implement the functionality for different types of personal accounts with the migration data and switching of external customers and internal users from the decentralized AS FC to the centralized component of PUR GIS EB.

The transition to a centralized information system means obtaining a transparent picture of the assets of the entire state, business processes and a single methodology, and also opens up opportunities for organizational transformation of the FC in order to increase the overall efficiency of the performance of the functions of the department. Business processes focus on tight service integration between departmental information systems and external stakeholders to reduce manual operations.

As of the beginning of 2019, the FC information system is built as a decentralized system in 85 constituent entities of the Russian Federation and the Interregional Operational Administration, which, in turn, affects the complexity of integration mechanisms.

Another strategic task of the state contract was the implementation of an import substitution policy. By mid-2020, it is planned to transfer elements of the Electronic Budget to domestic or Open Source components and services: DBMS, web server software, application server software, portal, integration bus, etc. Recall that the main platform of GIS EB is built on the technological stack of the American corporation Oracle.

Development of the expenditure management subsystem in terms of treasury support and creation of the cash management subsystem

OTD (" organizational and technological decisions ") in the interests of the Federal Treasury is implementing a project to develop an expenditure management subsystem in terms of treasury support (CS RMS) and create a cash management subsystem (UDS) of the state integrated information system "Electronic Budget" (GIS EB).

OTR develops Electronic Budget subsystems and replaces foreign IT products with domestic solutions

Project Goals and Objectives

The project provides for two main tasks - the development of an expenditure management subsystem in terms of treasury support (CS RMS) and the creation of a cash management subsystem in terms of budget payments (UDS).

The purpose of SDS development is the formation of a centralized system that provides automation in a single information space of processes for maintaining and recording operations during treasury support of funds in the currency of the Russian Federation, as well as the formation of consolidated and differentiated (by separate groups of data indicators) analytical reports on treasury support.

The creation of the PODS is designed to form a centralized payment system that ensures the automation of budget payment processes in accordance with the requirements of the legislation of the Russian Federation.

According to the specification, subsystems should be implemented in a three-link or multi-service architecture based on web technologies. The client application must be based on a thin or web client. A thin client should be designed to minimize traffic, compute requirements, and user memory.

Inclusion in the subsystems of programs or components that are the intellectual property of the contractor or developed by third parties and delivered to the customer "as is," is allowed only if they are included in the Unified Register of Russian Programs.

Treasury Support Expense Management Subsystem

The expenditure management subsystem of the Electronic Budget system in terms of treasury support is designed to conduct and record transactions with budget funds in personal accounts open for accounting transactions with funds of legal entities that are not participants in the budget process, opened in the bodies of the Federal Treasury.

Users of SGM in terms of treasury support are participants in the treasury support system - NUBP (legal entities that are not participants in the budget process, and their separate divisions), which open personal accounts for accounting for transactions of a non-participant in the budget process in the territorial bodies of the Federal Treasury, as well as state customers (chief managers of budget funds, recipients of budget funds), customers institutions (federal budget and autonomous institutions).

The treasury support mechanism is designed for effective use, ensuring transparency and control of budget funds for large government orders. The main difference between the future functionality of the SGM and the existing ASFC (Automated System of the Federal Treasury) system is the simplification of the scheme for opening and servicing customer accounts, increasing the convenience and level of service provided by the Treasury. The number of accompanied customers is expanding. Thus, the Federal Treasury improves the efficiency of using billions of budget funds.

Cash Management Subsystem

The cash management subsystem (CMS) in terms of budget payments is designed to make budget payments and manage a single federal budget account (corresponding budgets of the budget system of the Russian Federation) in accordance with the legislation of the country.

The creation of PODS is a breakthrough in the development of the functions of the Treasury, since this is the first step to the creation of a system of treasury payments, which will allow the Treasury in the future to perform mutual settlements between customers instantly, without attracting the Bank of Russia almost around the clock (from 01:00 to 21:00 Moscow time). It will be a high-performance system in terms of the number of transactions, comparable to large banks (about 36 million operations per day). It will also implement completely new functions to control and limit settlements with counterparties that are included in the lists of extremist and terrorist organizations.

Project Progress

The contract for the project was concluded with OTR on September 12, 2018. All works are divided into 2 stages. The first stage ended on December 17, 2018, the implementation of the second should be completed before June 30, 2019.

As part of the first part of the project, OTR in the expense management subsystem ensured the operation of the basic treasury support process, taking into account the new opening scheme of personal accounts and sections. The second phase will add cash, treasury and suspension functions to the core process.

As for the cash management subsystem, based on the results of the first stage of the project, interaction with the Central Bank, ASFC, GIS GMP, GIS Housing and Communal Services and GIS EB subsystems is ensured. The completion of the second stage will add interaction with credit institutions, fraud detection processes and additional reporting.

As part of the project, a number of systems from foreign manufacturers (Oracle, IBM) were replaced by domestic IT products, in particular, a solution from OTR, Postgres EE DBMS, Linux OS .

The total contract value is 335 million rubles.
