About the Electronic Budget System

"Electronic Budget" is an integrated information system for managing public finances. The system is designed to ensure transparency, openness and accountability of the activities of government agencies, as well as improve the quality of their financial management through the formation of a single information space and the use of ICT in the management of state and municipal (public) finances.

The architecture of the Electronic Budget system includes centralized subsystems that implement the main functions in the field of public finance management, service subsystems that provide optional provision of information services, as well as a single portal of the budget system of the Russian Federation.

The Federal Treasury Russia signed a contract with the Research and Production Center company 1C for the development of information system subsystems with Electronic budget mandatory compatibility with an operating system Linux worth ₽250 million. This became known on January 28, 2025.

Evgeny Yevtushenko, Deputy Director of CCM PKU, confirmed that the non-financial asset management subsystems, remuneration and the budget accounting module operate on the Linux operating system.

According to the terms of reference, the developed software should be compatible GosLinux with other versions of Linux included in a single register of Russian programs Ministry of Digital Development Russia. At the same time Windows , there are no requirements for compatibility with the documentation.

The systems shall support certified means of secure TLS connection using encryption algorithms according to GOST and the requirements of the FSB of Russia, including algorithms of electronic signature and hashing.

In December 2023, the Federal Treasury already signed a contract with SPC 1C for servicing the same subsystems in the amount of ₽1 billion for a period of 25 months. The new contract is distinguished by the composition of tasks and the scope of work focused on the development of the system.

The requirements for software comply with the government decree banning the purchase of foreign software and the presidential decree on the technological independence of Russia's critical information infrastructure.

As part of the contract, the contractor shall develop and agree on the description of the tasks, conduct tests and pilot operation, as well as launch the functionality in the production loop. Testing will be carried out at five pilot organizations selected by the customer.[1]

2024: Replacement of Oracle DBMS for Accounting e-budget subsystem

2021

Completion of transfer of legal entities' personal accounts to the RMP component of the CS

On September 15, 2021, the OTR IT integrator announced that it was completing the transfer of personal accounts of legal entities to the RMP component of the Constitutional Court - a subsystem for managing expenses in terms of treasury support of the key state integrated information system for managing public finances "Electronic Budget." In the system, this component was the first fully implemented on open source software independent of foreign developers. The CS RMP subsystem operates on open source software under the control of PostgresPro SIS, which complies with the import substitution regulations of the Government of the Russian Federation.

The transfer of legal entities to this system allows you to centralize the work in a single information space of state customers, executors, the Federal Treasury and interested state bodies, minimize paper document flow, and make the work more transparent for all participants in treasury support. Now it has become much easier to control the financing of a state contract: the flow of funds can be traced to the last contractor. This makes it possible to increase the efficiency of management decisions by centralizing information on contractors performing government orders.

For performers, work with budget funds has been simplified: now, instead of establishing accounts for each project, information is centralized on the same account with the distribution of projects - in the analytical section. In addition, legal entities work directly in the federal treasury system - this made it possible to increase the availability and quality of information on the execution of state contracts.

Document filling mechanisms are optimized - the maximum possible amount of information is filled automatically or from drop-down lists. It is provided integration with the Unified Information System in the field of procurement, which allows you to open and update analytical sections on personal accounts automatically based on information about concluded state contracts. Centralization made it possible to increase the relevance and speed of access to directories used in document management.

In addition, this information decision allowed the Federal Treasury to test a promising organizational and functional model, concentrating the functions and specialization in the implementation of treasury support of federal budget funds in 7 territorial bodies of the Federal Treasury (Centers of Specialization) instead of 85.

The introduction of the subsystem was not easy - employees of the Federal Treasury were actively working with legal entities to switch to test mode: the first counterparties experienced difficulties in initial setup. Despite this, the financing of all state contracts was completed on time.

Implementation of Disaster Tolerant Redundancy

Disaster-tolerant redundancy ensures fault tolerance and independence of the system from the destructive consequences of natural and man-made disasters. A return to normal operation occurs within a maximum of two hours, with a data loss rate of no more than 5 minutes, as confirmed by multiple tests.

When creating the technology, it was necessary to take into account the heterogeneity of the environment in which the components of the information system operate. Physical servers are used to manage databases, application software is deployed in a virtualization system. In addition, the customer instructed to comply with the multivendor solution and ensure the absence of influence on CI/CD technologies, import substitution processes.

Disaster-tolerant redundancy is a mechanism for high availability of systems located at a distance of more than 100 km. The main data center is located in Dubna. The reserve site - a geographically remote data center in the city of Gorodets, Nizhny Novgorod Region - at a distance of more than 500 km. Thus, the fundamental condition of geographical distribution for critical state information systems is fulfilled. For both data centers, a similar set of hardware is used, while various levels of component fault tolerance are implemented.

The key benefits of this solution are:

  • Flexibility: not "tied" to the operating system and software. This means that regardless of the platform and selected software, the backup solution will be unified for all functional subsystems and components of the PU GIS, including those created and planned;
  • Ease of operation: minimum number of actions when switching between data centers, personnel qualification requirements - basic level of system engineer;
  • There is no need to refine and/or update the software - the technology works at the hardware level of abstractions.

2020: Implementation of Astra Linux budgeting module

2019

Development of cost management, reference information, accounting and reporting subsystems

On March 11, 2019, OTR announced that it had signed a state contract with the Treasury for the provision of services for the development of the GIIS Electronic Budget subsystems. Under the terms of the state contract, OTR will develop the expense management subsystem (RMP), the regulatory reference information subsystem (NSI) and the accounting and reporting subsystem (PU&O). The agreement is calculated until mid-2020.

According to the company, the most important tasks of the state contract were the centralization and optimization of the block of federal budget expenditures with the transfer of functions from the Automated System of the Federal Treasury (AS FC) to the GIS EB, import substitution and georeservation of the GIS EB between industrial and backup data processing centers (DPC).

The centralization of the federal budget expenditure block in the Electronic Budget GIS is planned to be carried out in several stages: alternately implement the functionality for different types of personal accounts with the migration data and transfer of external customers and internal users from the decentralized AS FC to the centralized component of the GIS EB RMP.

The transition to a centralized information system means obtaining a transparent picture of the assets of the entire state, business processes and a single methodology, and also opens up opportunities for organizational transformation of the FC in order to increase the overall efficiency of performing the functions of the department. The focus in the implementation of business processes is on tight service integration between departmental information systems and external participants to reduce manual operations.

As of the beginning of 2019, the FC information system was built as a decentralized system in 85 constituent entities of the Russian Federation and the Interregional Operational Administration, which, in turn, affects the complexity of integration mechanisms.

Another strategic task of the state contract was the implementation of the import substitution policy. By mid-2020, it is planned to transfer elements of the "Electronic Budget" to domestic or Open Source components and services: DBMS, software for web servers, application server software, portal, integration bus, etc. Recall that the main platform of GIIS EB is built on the technological stack of the American corporation Oracle.

Development of the expenses management subsystem in terms of treasury support and creation of the cash management subsystem

Project Objectives and Objectives

The project provides for two main tasks - the development of the cost management subsystem in terms of treasury support (RMP CS) and the creation of the cash management subsystem in terms of budget payments (PDS).

The purpose of the RMP development is to form a centralized system that ensures automation in a single information space of processes for maintaining and recording operations during treasury support of funds in the currency of the Russian Federation, as well as the formation of consolidated and differentiated (according to certain groups of data indicators) analytical reports on treasury support.

The creation of the PDS is designed to form a centralized payment system that ensures the automation of budget payment processes in compliance with the requirements of the legislation of the Russian Federation.

According to the terms of reference, subsystems should be implemented in a three-link or multi-service architecture based on web technologies. The client application should be based on the use of a thin or web client. A thin client should be designed to minimize traffic, compute requirements, and user workstation memory.

Inclusion in subsystems of programs or components that are the intellectual property of the contractor or developed by third parties and delivered to the customer "as is" is allowed only if they are included in the Unified Register of Russian Programs.

Treasury Cost Management Subsystem

The expenses management subsystem (RMP) of the Electronic Budget system in terms of treasury support is designed to conduct and record operations with budget funds on personal accounts opened for accounting operations with funds of legal entities that are not participants in the budget process opened in the Federal Treasury bodies.

RMP users in terms of treasury support are participants in the treasury support system - NUBP (legal entities that are not participants in the budget process and their separate divisions), which open personal accounts for accounting for transactions of a non-participant in the budget process in the territorial bodies of the Federal Treasury, as well as state customers (chief managers of budget funds, recipients of budget funds), customer institutions (federal budgetary and autonomous institutions).

The treasury support mechanism is designed to effectively use, ensure transparency and control budget funds for large government orders. The main difference between the future functionality of the RMP CS and the existing in the current system of the ASFK (Automated System of the Federal Treasury) is the simplification of the scheme for opening and servicing customer accounts, increasing the amenities and level of service provided by the Treasury. The composition of accompanied customers is expanding. Thus, the Federal Treasury increases the efficiency of using billions of budget funds.

Cash management subsystem

The cash management subsystem (PDS) in terms of budget payments is designed to make budget payments and manage a single federal budget account (the corresponding budgets of the budget system of the Russian Federation) in accordance with the legislation of the country.

The creation of the PUDS is a breakthrough in the development of the functions of the Treasury, since this is the first step towards the creation of a system of treasury payments, which will allow the Treasury to carry out mutual settlements between clients instantly in the future, without involving the Bank of Russia almost around the clock (from 01:00 to 21:00 Moscow time). This will be a high-performance system in terms of the number of transactions, comparable to large banks (about 36 million operations per day). It will also implement completely new functions to control and limit settlements with counterparties that are included in the lists of extremist and terrorist organizations.

Project progress

The contract for the project was concluded with OTR on September 12, 2018. All works are divided into 2 stages. The first phase ended on 17 December 2018, with the second due to be completed by 30 June 2019.

As part of the first part of the project, OTR provided the basic treasury support process in the expense management subsystem, taking into account the new scheme for opening personal accounts and sections. The execution of the second stage will add to the basic process the functions of working with cash, treasury security of obligations and processes of suspension of payments.

As for the cash management subsystem, based on the results of the first stage of the project, interaction with the Central Bank, ASFK, GIS GMP GIS HOUSING AND PUBLIC UTILITIES and subsystems of GIS PU is ensured. The completion of the second stage will add interaction with credit institutions, processes for detecting fraudulent transactions and additional reporting.

As part of the project, a number of systems from foreign manufacturers (Oracle, IBM) were replaced by domestic IT products, in particular, a solution from OTR, Postgres EE DBMS, Linux OS.

The total value of the contract is 335 million rubles.
