The Russian authorities allocated ₽1,2 billion to the development of the state integrated information system "Electronic Budget" in 2025, and the total investment in the platform for the period from 2014 to 2025 amounted to about ₽10 billion. According to CNews, financing of the system will continue in 2026 in the amount of ₽1,6 billion, and in 2027 it is planned to allocate ₽0,76 billion. The development of the system began in 2011, and the functions of operators are performed by the Ministry of Finance of Russia and the Federal Treasury.
The platform processes 800 million operations daily and serves more than 400 thousand employees of budgetary organizations and about one million citizens-visitors to portals. More than 265 thousand organizations of various levels are connected to the system.
Deputy Prime Minister - Head of the Government Apparatus Dmitry Grigorenko noted that the Electronic Budget system allows you to control the movement of budget funds to the final recipient and forms the digital footprint of each ruble. According to him, thanks to the system, analytics are formed in the form of indicators and dashboards, risks and forecasts are calculated.
The average annual turnover of the system is ₽120 trillion, and the volume of platform business data increases by 2.4 petabytes annually. These indicators demonstrate the scale of financial flows processed through a single digital platform.
As of 2025, the platform includes 14 subsystems and 150 business process groups. Among the main subsystems there are modules for remuneration, income and expense management, accounting and reporting, regulation of procurement activities, budget formation and planning.
The system also includes subsystems of cash flow management, activities in the field of national projects, public debt management, operations with financial and non-financial assets, information and information resources.[1]

Within the framework of the TAdviser SummIT conference, which gathered 1.5 thousand participants on May 29, representatives of the Treasury and the Ministry of Finance spoke in detail about the creation, functioning and further development of the state integrated information system "Electronic Budget."
GIIS "Electronic Budget" is a federal system. Each federal body in a federal or municipal entity education has the right to create a similar system, but it must comply with the principles laid down in the federal "Electronic Budget," since it must be integrated with the federal level system.
The concept of the system was created back in 2011, but, according to the Elena Gromova director of the IT department in the field of management state and municipal finance and information support of the budget process of the Ministry of Finance, it practically did not change until 2025. The "electronic budget" is based on a single methodology, which establishes uniform rules for everyone, supported by information technologies. At the same time, full interaction with other elements of government is organized. The system has actually become an inextricable part of the state administration of the Russian Federation.

When the concept of "Electronic Budget" was written in 2011, public administration used mainly disparate systems. By 2024, all the tasks and goals set for the project to create an integrated information system were implemented. Further, the developers, according to Elena Gromova, realized that technology had stepped forward so much that the system was already morally outdated. It solves problems, but has exhausted the potential for development.
In 2024, it was decided to completely revise the system architecture and move to its own development in order to eliminate dependence on software solution providers. As a result, a branch was created on the basis of Goznak (fully owned by the state), which is called the Center for Information Technologies of State Finance (CIT State Finance). He was instructed to create a platform for transferring the Electronic Budget system already built for 2024 to a new technological base. It was assumed that the resulting solution would be compatible with the GosTech platform and built on the principles of secure development.
According to Elena Gromova, CIT "State Finance" provides, among other things, services for reengineering and transferring other subsystems of "Electronic Budget" to the built platform, the operator of which is not the Ministry of Finance. However, third-party companies can also take part in creating their applications for the built platform, for which it is enough to use its tools.
The new system is built on the basis of exclusively domestic technologies with built-in information security mechanisms with various levels of access and disaster tolerance.
During the transfer, the system reengineering of business processes was also carried out to avoid duplication of functions. One example of optimization was the auto-negotiation mechanism: if a document came to the system for approval and there is no movement on it for three days, then it becomes automatically agreed upon. Now there are quite a few robots implementing such functions, so a living employee is engaged in solving only critical problems.

The technological principles of building the "Electronic Budget" are quite modern: the use of cloud technologies, microservice architecture (SOA) and legal significance based on electronic signature. When interacting with other systems, the principles of unification of indicators, standardization of procedures and open data are used. This allows you to make the entire budgeting process open and transparent, connect financial information with the results obtained and use cloud technologies that meet the requirements for the GosTech system.
The system already has more than 500 thousand users, it interacts with 265 thousand organizations and contains 4.4 billion documents (700 TB of data) in 18 subsystems. It should be applied by all participants in the budget process who received at least one budget penny. Now the growth of the system has stopped, since almost everyone who owes is connected to the system. Moreover, the system has two operators: the Ministry of Finance of the Russian Federation and the Treasury of Russia, which is a unique case for state information systems.
The management of national development goals of the Russian Federation ("Unified Plan") and, accordingly, the implementation of national projects and state programs is carried out in the state automated information system "Management" (state automated system "Management"). One of the key tasks of strategic planning to achieve national goals is to link the activities of national projects and state programs to the indicators of national goals. This task is entrusted primarily to project managers and the Analytical Center under the Government of the Russian Federation.
Linking activities to indicators provides a basis for calculating the level of achievement of indicators, identifying key activities whose implementation affects several national goals at once and, accordingly, requiring separate monitoring, as well as identifying activities whose impact on the achievement of indicators is not obvious.
No less important are the tasks of analyzing the risks of implementing measures and assessing the progress of their implementation, including through feedback from citizens collected from many sources. For example, to get a full look at the "Unified Plan" in terms of national projects, the multi-agent system works out a scenario for finding cross-links between indicators and events of different sectors of national projects. To realize this task with human resources, a comparison of all possible pairs of indicators and activities would require a minimum of 38 experts from 19 subject areas, who would have to analyze 2 million potential links, which would take more than 4 years. The import substitution project is divided into three main stages of implementation. The first stage includes a deep modernization of the existing infrastructure with the introduction of domestic solutions and pays special attention to the hardware of the system.

The second stage of the project provides for the replacement of a mail system based on Microsoft Exchange with a Russian solution. After examining the current system, a new platform using import-replaced infrastructure of the first stage will be designed and deployed.

One of the key steps in this direction was the proposal of the Ministry of Finance to make extensive changes to the Budget Code, which will significantly improve the processes of administration and control over public finances. According to Kommersant, the Ministry of Finance proposes to consolidate in the Budget Code a separate chapter on the information support of the budget process. This is due to the need to unify and regulate the use of various information systems already involved in budgetary activities. Among them, special attention is paid to the federal state information system "Electronic Budget," which should become the main tool for all participants in the budget process at the federal level. In this regard, the creation of modules in the Electronic Budget system that ensure the presentation of data on public finances into a single technological platform is an important direction in the development of an integrated information space. When performing process integration, it is planned to use the Data Collection module of the Accounting subsystem of the Electronic Budget platform. The initiative will be attended by state bodies of the Russian Federation, including federal executive bodies, territorial bodies of federal executive bodies, federal state institutions and other organizations. An important condition for ensuring the technological integration of data is the standardization of methodological and technological requirements, as well as the functionality of information systems.
Technological integration of data is provided by indicators that do not contain information constituting a state secret and other information, access to which is limited by federal laws. It is planned to unify the mechanisms for collecting, transmitting, processing and storing information on public finances. It is said to ensure the uninterrupted and reliable functioning of information systems by introducing multi-level protection.
In general, based on the results of the creation and development of the Electronic Budget system, the formation of a unified IT infrastructure for information interaction is expected, as well as ensuring the openness and availability of information on public finances. Technological data integration will be carried out in four stages between 2024 and 2027. "Goznak" will alone develop GIS "Electronic Budget"

The project was developed by the Ministry of Construction in pursuance of the "roadmap," approved by two deputy prime ministers - responsible for the construction of Marat Khusnullin and the head of the government apparatus Dmitry Grigorenko. 2022: Russia's budget system reduces dependence on Oracle: public debt management moves to open source software
In order to reduce dependence on foreign software, the Ministry of Finance decided to transfer the subsystem for managing public debt and financial assets of the Electronic Budget system to the "stack of import-substituting technologies" in terms of the used DBMS, application server, operating system. This follows from the tender documentation of the Ministry of Finance for the development of state information systems, the operator of which is the department, published on August 18, 2022[5].
The subsystem of public debt and financial assets management is designed to maintain the State Debt Book of the Russian Federation, plan and record operations on borrowing and placement of financial assets, register contracts for the provision of state guarantees, guarantees.
The import-substituting technology stack to which this subsystem is to be translated includes: Astra Linux SE OS, PostgresPro Enterprise Certified DBMS, Java runtime - Liberica JDK (Java Development Kit) and WildFly application server.
The versions of the above products will have to be clarified by the contractor at the stage of developing a private technical assignment. At the same time, the contractor is given the opportunity to offer alternative products if they meet the established requirements of the legislation and the technical policy of the Ministry of Finance.
As part of the work on the development of systems, it is also planned to transfer the internal portal of the "Electronic Budget" to the import-substituting stack in terms of the used DBMS, application server and operating system. It includes Astra Linux SE OS and PostgresPro Enterprise Certified DBMS.
The development of the open source product WildFly, formerly known as JBoss Application Server, announced in the terms of reference, is being carried out by the American company Red Hat. The Ministry of Finance told TAdviser that the Wildfly application server is primarily a free and open source product developed by an unlimited community of programmers from around the world.
Red Hat is one of the key stakeholders in the development of the product due to the fact that it uses it as the basis of its commercial product. Similar to how freely distributed open source software products developed by communities of programmers around the world are Linux OS (RedHat is one of the key participants in the development of Linux) or PostgreSQL database management system. Ensuring automatic loading of passports of federal and regional projects

As CNews found out, the state integrated InformSystems for public finance management "Electronic Budget" will move from the Moscow data center "Goznak" to the data center of the Federal Tax Service (FTS) in Dubna near Moscow. At the same time, there will be a fundamental change in the server support of the system - it migrates from the IBM Power platform to the standard Intel x86[1]
This follows from the terms of reference of the completed thematic tender in the format of an electronic auction for the operation of this system with an initial contract price of 871.2 million rubles. The direct customer of the work was the Federal State Institution "Center for Ensuring the Activities of the Treasury of Russia." The Treasury is part of the management circuit of the Ministry of Finance, which is entrusted by the Government with most of the regulatory functions in relation to the "Electronic Budget." The Ministry of Finance also manages the activities of the Federal Tax Service, to whose data center the system is moving.

BARS Group creates a digital tool to control the implementation of national projects
BARS Group, a subsidiary of the National Center for Informatization, is developing a subsystem for national project management for the Ministry of Finance of the Russian Federation and the Apparatus of the Government of the Russian Federation, which will supplement the state information system "Electronic Budget."
The subsystem is created to plan and control the achievement of the goals and objectives announced in the May decrees of the President of the Russian Federation. The need to create such a subsystem is indicated in the decree, which was signed by Dmitry Medvedev in October 2018.
Monitoring the achievement of the indicators of national projects will keep records of risks and will allow leaders of all levels to take timely measures to prevent deviations from the planned indicators. In the automated system "Electronic Budget," operated by the Ministry of Finance of the Russian Federation and part of which is the subsystem "National Project Management," 120,000 users of federal and regional executive bodies are currently registered.

The target indicators for the creation and development of the Electronic Budget system are:
- achievement of the value of the integral indicator of transparency of information on public finances, which is at least 70 points;
- bringing the share of legally significant electronic document management in the total volume of document management in the financial and economic activities of federal organizations of the public administration sector to at least 70 percent;
- reducing the processing time of financial and management records of federal organizations of the public administration sector by 30 percent;
- shortening the time for the formation of all types of financial and management reports of federal organizations of the public administration sector by 1.5 times;

- service subsystems that ensure the optional provision of information services to the executive authorities of the constituent entities of the Russian Federation, local governments, state and municipal institutions;
- a single portal of the budget system of the Russian Federation, created in order to ensure openness and accessibility for citizens and organizations of information on the financial and economic activities of organizations of the public administration sector and in general public legal entities.
System Creation Management
Taking into account the complexity, complexity and scale of the implementation of the tasks for the creation and development of the Electronic Budget system, a multi-level control system for such a process is proposed:
- The Government Commission for the Implementation of Information Technologies in the Activities of State Bodies and Local Self-Government Bodies will coordinate the work, approve plans and monitor their implementation;

- The operator of the Electronic Budget system is the Federal Treasury, ensuring the implementation of plans for the creation and development of the system, its compliance with the established requirements;
- The state authorities of the constituent entities of the Russian Federation and local self-government bodies are provided with the opportunity to ensure the information interaction of their information systems with the Electronic Budget system on the basis of approved open standards and (or) the implementation of service subsystems.
Project plan
The creation and development of the Electronic Budget system is proposed to be implemented in 2 stages:
- Development and implementation of the first stage of the Electronic Budget system (2011-2012);
- Development of the Electronic Budget system (2013-2015).
In terms of hardware and hardware creation, the following is provided at the first stage:
- organization of the data processing center and creation on its basis, as well as on the basis of the existing data processing centers of the Ministry of Finance of Russia and the federal executive bodies subordinate to it, the first stage of technical infrastructure that ensures the functioning of the existing information systems of the Ministry of Finance of Russia and the federal executive bodies subordinate to it;
- organization of an integrated telecommunication data transfer environment providing information interaction and combining computing power of the data processing center and hardware and software complexes of the Electronic Budget system.
In the second stage:
- organization of the second stage of data center technical infrastructure;
- the development of data centers, as well as (if necessary) the existing data centers of the Ministry of Finance of Russia and the federal executive bodies subordinate to it, taking into account the subsystems implemented at the second stage, information security requirements and further development of the system;
- development of an integrated telecommunication data transfer environment ensuring information interaction of all elements of the Electronic Budget system[2]
Financing
At the end of 2013, more than 1.1 billion rubles were spent on the development of the Electronic Budget system[3].
Among the contractors involved in the development of the system was OTR. In particular, she developed subsystems for ensuring integration, maintaining registers and forms, ensuring information security and subsystems for ensuring the legal significance of electronic documents of the Electronic Budget. The amount of the contract of the Federal Treasury with this developer amounted to 410.2 million rubles.
