Alexander Azarochkin, OTR: The first step to creation of a system of instant treasurer payments is taken
Alexander Azarochkin, the head of Competence center of Production directorate OTR, in an interview of TAdviser told about projects which the company implements together with Federal Treasury of the Russian Federation.
The Federal Treasury of the Russian Federation upgrades the state integrated information system "Electronic Budget" (GIIS EB). In particular, in it two new subsystems – expenditure managements at treasurer maintenance (PUR of KS) and cash managements (PUDS) appeared. Tell, please, about this project: its main objectives, stages, terms?
Alexander Azarochkin: For a start there is a little history – the project on creation of PUR of KS and PUDS started in September, 2018. For May, 2019 the first stage within which both subsystems with basic functionality successfully passed preliminary tests, trial operation was completed and pilot clients already execute the transactions in subsystems. Since new year the second stage of the project within which the advanced functionality then a system will be transferred to commercial operation will be implemented started.
What functionality was implemented in a subsystem of PUR of KS at the first stage? What will give development of a subsystem at the second stage?
Alexander Azarochkin: I will remind that treasurer maintenance is a process of use, control of use of budgetary funds according to large social orders, contracts which are intended for implementation of national and state programs. It, for example, construction of such objects as the Vostochny spaceport, stadiums to the FIFA World Cup of 2018, bridges and other large problems of federal level. At the first stage which came to the end in December, 2018 the possibility of accomplishment of the basic basic processes in the pilot mode was provided. At the same time the functionality implemented in PUR by KS if to compare it to solutions which are used in the inherited information system of Federal Treasury – ASFK provides simpler, so, a clear and user-friendly interface of opening and service of customer accounts that considerably increases the level of services provided by Federal Treasury to the clients. Besides, during trial operation of functionality of the first stage the list of clients who are included in this subsystem gradually extends. The aggregate effect of creation and implementation of PUR of KS should lead to increase in efficiency of use of budgetary funds for many billion rubles.
What functionality was implemented in the second management subsystem by money? What it is necessary at the second stage?
Alexander Azarochkin: The management subsystem in cash or PUDS is actually the first step to creation of a system of instant treasurer payments which will allow to perform calculations between clients of Treasury without participation of the Bank of Russia instantly and almost in the round-the-clock mode, from one o'clock in the morning till 21 o'clock across Moscow. Respectively, the foundation of this system which by the number of transactions will be comparable with large banks are laid – the forecast number of transactions is estimated at 36 million transactions a day. In a subsystem others will be implemented absolutely for Treasury of function on control, restrictions on settlings with the partners appearing in lists of the extremist and terrorist organizations. Within the first stage interaction with other subsystems of GIIS the Electronic budget (GIIS EB) and also with AS FK, the Central Bank, GIS GMP and GIS of housing and public utilities is provided. At the second stage interaction with credit institutions will be implemented and also processes of identification of fraudulent transactions and formation of the additional reporting are implemented.
In what part within this project import substitution is performed?
Alexander Azarochkin: Within this project instead of DBMS Oracle in both subsystems it is used Postgres. In the future replacement of Oracle DBMS in all GIIS EB components is necessary. The corresponding road map is developed.
How many specialists in a project team?
Alexander Azarochkin: From our party about 70 people work on the project - it is business analysts, technologists, developer Java, integration specialists, technical system administrators, optimizers of DBMS, testers, i.e. all those who are responsible for deployment and monitoring of the created IT infrastructure.
How customer interaction is performed?
Alexander Azarochkin: Quickly. It is possible achieve result in so short time – only four months on the first stage of the project only in the presence of dense interaction as in our command, and directly with the customer. The managing committee in which all divisions of the customer responsible for result are provided was for this purpose organized, – and on information security, both on architecture, and according to the business analysis, and in respect of problem definition – methodology.
At meetings of managing committee project statuses with all adjacent managements of FC weekly were considered as fast as possible to perform corrective action. In addition, on each of the directions – security, integration, methodology, infrastructure – were organized the working groups together with the customer working with use of all available means of communication – conferences in Skype, WhatsApp, by phone, webinars. Thus, customer interaction was organized through managing committee and the working groups on each of the areas of work.
What technologies and solutions are involved in the project?
Alexander Azarochkin: For development of business applications own solution – the Universal Front Office System (UFOS) entering the solution "SUPPORT" of OTR company is used. Development "SUPPORT" went an evolutionary image, a join path of the experience got when developing solutions for banks for the state and commercial customers. There took place selection and expansion of a stack of the maintained technologies, development approaches. If to take a development range, then it is possible to provide so: on one party – it is completely custom development for requirements of the customer, on another – ready ERP systems, like SAP, Oracle E-Business Suite, bank core banking systems. We tried to find golden mean – to provide a set of ready-made application solutions, and also the components, technologies, building tools allowing both to implement ready-made solutions, and to develop analogs of ERP solutions. Besides, "SUPPORT" has component architecture and allows to use as basic software both the solution of Oracle, and freely distributed software. What, actually, also allowed to create in such short terms subsystems using PostgreSQL DBMS. I will note that in the project solutions of Oracle regarding ensuring integration continue to be used so far. In project plans also to transfer this integration solution to freely distributed software.
Your company is a contractor on development of several more subsystems of GIIS "Electronic Budget", including control blocks expenses, NSI, accounting and the reporting and some other. What works are planned within this project, its terms? How many employees OTR is going to be involved in return?
Alexander Azarochkin: Really, we will develop also these subsystems of GIIS EB. This big project is expected biennium, in its framework functional upgrade of a number of already existing system components will be implemented. Except creation of absolutely other functions, the available functionality of the centralized collecting and the code of the reporting, accounting of budget monetary obligations, personal accounts, the centralized maintaining and distribution of NSI will be significantly improved and be processed. Also the fault tolerance and reliability of functioning of GIIS EB will increase, to be performed import substitution: technologies will be transferred from proprietary basic software of Oracle on free and domestic solutions. It is planned that about three hundred employees will work on the project from our party.
How do these projects correspond to projects of creation of PUR of KS and PUDS?
Alexander Azarochkin: Works on this project will be performed in parallel with development of PUR of KS and PUDS.
