Dmitry Stanislavovich Severov was born on April 15, 1965 in Moscow. In 1988 graduated from Moscow Institute of Physics and Technology. After the termination of institute worked in the laboratory MIPT BCS (big computing system), taught at department of calculus mathematics and information science.
- In 1996 — 2000 was engaged in creation of IT departments of JSC VimpelCom and performed management of them.
- Since 2000 — the head of the department of information technologies of JSC Transneft.
- In 2001 became the technical director of Otkrytye Tekhnologii-98 Ltd, then consistently held positions of the head of directorate of production and the vice president for technical policy.
- Since April, 2005 became the chief designer of the direction microelectronics and the radio-electronic equipment, and later — the associate director of Federal State Unitary Enterprise Institute of Exact Mechanics and ADP Equipment of S.A. Lebedev of the Russian Academy of Sciences.
- On August 13, 2008 - January, 2011 - the Deputy Minister of Telecom and Mass Communications of the Russian Federation in Igor Shchegolev's team. Originally development in Russia of digital television, system of issue of biometric passports fell within the scope of its responsibility, it was also supposed that he will supervise the industry of IT. Severov spoke at the actions devoted to development of the Russian market of electronics, in particular took part in discussion of questions of the status of domestic manufacturer of telecommunication equipment. Afterwards determination of conditions for obtaining the status of domestic manufacturer was completely transferred to the Ministry of Industry and Trade of the Russian Federation. Severov ceased to be engaged in digital television after appointment as the Deputy Minister of Communications of the former head of Federal State Unitary Enterprise RTRS Alexey Malinin to which these functions were transferred. In the middle of 2010 Ilya Massukh was appointed the deputy minister responsible for informatization. After Severov's dismissal the deputy minister Ilya Massukh began to supervise the system of passports of new generation.
He is married, has two daughters.
