Biography
Alexey Malinin was born in 1960 in Moscow, graduated from the Moscow institute of radio electronics and automatic equipment.
1995-2010: Work on television
- Since 1995 worked as the vice president of Moscow independent broadcasting corporation.
- From 1998 to 2000 was the technical director of NTV.
- From 2000 to 2004 - the deputy CEO of VGTRK.
- Since 2002 Malinin is the vice president of National association of television and radio broadcasting companies.
- In 2008 Alexey Malinin became the CEO of RTRS — the state monopolist in the field of on-air broadcasting. This appointment happened soon after formation of the Ministry of Communications and mass communications which was headed then by Shchegolev.
With Malinin and Shchegolev's arrival the period long opposition between RTRS and Ministry of Communications which fought for a sales right of the multi-billion state program of digitalization of TV and radio broadcasting came to the end. The government could approve this document at the end of 2008, the budget of the program for 2009 - 2015 made 122.5 billion rubles from which 73.6 billion should be selected from the state budget.
This amount appeared several times below proposals which were made by the previous heads of RTRS and Ministry of Communications - Gennady Sklyar and Leonid Reiman, respectively. Cost reduction managed to be reached due to failure from the ambitious idea of government subsidies on purchase by subscribers of set-top boxes. But, unlike the previous concepts, it was decided to make broadcasting of several tens TV channels free (collection of a payment from TV viewers for viewing digital TV channels was supposed earlier).
Also it was fixed contradict eight federal TV channels which broadcasting should be performed free of charge by all telecom operators (including cable and satellite). And here the question of turning of analog television (telecommunication operators tried to obtain it) was postponed.
2010: Appointment as the Deputy Minister of Telecom and Mass Communications
- On May 25, 2010 the President of Russia Dmitry Medvedev signed the decree on Alexey Malinin's release from a position of the head of Federal State Unitary Enterprise Russian Television and Broadcasting Network (RTRS), and the Russian Prime Minister Vladimir Putin signed the order about its appointment as the Deputy Minister of Telecom and Mass Communications of the Russian Federation.
It was entrusted to Alexey Malinin to supervise program implementation of transfer of television and broadcasting on a digital format. As the Minister of Telecom and Mass Communications at that time Igor Shchegolev explained CNews, it is connected with those results which were achieved by RTRS under its management on start of the Federal target program "Development of TV and Radio Broadcasting in the Russian Federation for 2009-2015" and at the first stage of construction of networks.
The speech, according to Shchegolev, goes about interaction with designers, the regional authorities, equipment manufacturers, TV channels and understanding of those problems which should be solved for the benefit of each of these groups and all program in general. He specified that the main objective of Malinin on a new post - preparation of system approaches and legal regulation the FTP was the operational, flexible and effective mechanism of digitalization of TV and radio broadcasting.
New gendirektorm RTRS became Andrey Romanchenko since 2004 working as the deputy manager of Federal Agency for Press and Mass Communications.
Up to this point at the minister was five deputies - Naum Marder, Alexey Soldatov, Dmitry Severov, Alexander Zharov and Alexander Maslov. In the staff list there was one vacancy, i.e. theoretically them can become six. At the time of Malinin's appointment the program of digitalization of TV and radio broadcasting was under Dmitry Severov's authority. The ministry of CNews let know that it does not say that it will leave the post: "Dmitry Severov has a wide range of tasks, including a passport and visa system". Very soon Severov after all left the ministry.

In a chair the deputy minister Malinin announced a number of disputable initiatives. So, in 2011 the government decided to perform digital telecastings in DVB-T2 standard. Initially transition to this standard had to be performed only in 2015, and digitalization in the first regions of the country began based on earlier DVB-T standard. Forcing of transition to more modern technology caused discontent of producers of prefixes for acceptance of digital TV as their production capacities were focused only on DVB-T.
2012: Leaving the Ministry of Telecom and Mass Communications
- In 2012 Malinin suggested to complement digital television broadcasting with the systems of conditional access (SCA) also. Such systems are applied to coding of a signal of paid cameramen, but the Ministry of Telecom and Mass Communications considered that SCA will help to provide address informing TV viewers in case of emergencies. This intention caused the next wave of criticism of market participants as for its implementation, besides, it was required to provide support on the party of subscriber prefixes.
- On August 28, 2012 it became known that the prime minister Dmitry Medvedev signed the order about dismissal of the Deputy Minister of Telecom and Mass Communications Alexey Malinin. Malinin explained CNews that leaves at own will, already received several offers of rather future work location, but did not make still final decision.
Malinin told CNews that he is confident in correctness of the made decision on acceleration of transition to DVB-T2 standard. And here concerning SUD he considers that time was missed. Among tasks which were not carried out Malinin called reconstruction of the Shukhovsky television tower in Moscow[1].
In the fall of 2012 the former Deputy Minister of Communications Alexey Malinin held a position of the advisor to director general of JSC Gazprom-Media Holding Nikolay Senkevich.
2013: Promotion in Board of Directors of Rostelecom
On March 11, 2013 the Board of Directors of Rostelecom approved the candidate list in the new structure of the council consisting of 11 people. The list in total totaled 31 candidates among which there was also Alexey Malinin.

The All-Russian Public Opinion Research Center (ARPORC) registered in the spring of 2016 VCIOM of Media company for measurement of television audience. A main competitor of the enterprise is TNS Index, Adindex reports. "the VCIOM of Media" is appointed by the CEO Alexey Malinin.
