The administration of Novomoskovsk integrated systems functioning in the city using the solution "Integra-Planeta-4D"

On June 24, 2019 the company "Integra-with" announced TAdviser that using a system "Integra-Planeta-4D" in the territory city district Novomoskovsk of Tula region it is integrated the majority of systems existing and functioning in the city. The integration platform "Integra-Planeta-4D" allows to provide an effective comprehensive protection and management due to integration of subsystems security into a whole. A system can provide the centralized monitoring of unlimited number of objects in real time, control a status of any object in a system, from the simple sensor to a hardware and software system, manage video surveillance systems access control systems, traffic control systems, etc. All program components of a system of a crossplatformena also work under management operating systems with open source code that simplifies integration with other systems and guarantees lack of not declared software opportunities. In the user interface the three-dimensional (3D) plan of an object is used that provides high visualization of information representation. On the plan all buildings and constructions which are available on the protected area with arrangement of all devices of a system (cameras, sensors, pass points, etc.) with their binding to geographical coordinates are displayed. A system can use any geographic information systems ("GoogleEarth", "Open Street Map", "Arcgis", Panorama, etc.).

The system of meteorological observation is unrolled in Novomoskovsk

Novomoskovsk treats the typical cities of Russia numbering about 100 thousand people which has objects of large-scale industry and gets under category of the territories subject to risk of emergence of high-growth natural hazards and technogenic processes. Therefore experience of implementation of Bezopasny gorod agrarian and industrial Complex on the example of Novomoskovsk is interesting to many cities in the territory of the Russian Federation, consider in Integra-with.

As of June, 2019 in the city it is implemented and the system of a call of the emergency operational services by uniform number 112 works. System 112 includes 21 workplaces in 15 divisions, 10 services of the emergency reaction of the city, namely:

    • power supply;
    • heat supply;
    • water supply.

On the basis of the existing network of management and interaction of all services of the city "The safe city" in Novomoskovsk is also under construction.

Cartographic basis of the city is the product of the GIS "Ingeo". In it the layers used in operational work of city administration by structural divisions (for example, zones where it is prohibited by torgovlyaspirtny drinks, zones of a recreation and others) and also city networks are developed:

  • heat supply;
  • water supply and water disposal;
  • power supply.

At creation of the Safe City system in the city the existing systems separated and implemented according to different target programs are used.

The system of meteorological observation developed in the city, including based on meteorological stations of the DevisPro enterprises.

System of environmental monitoring

System of environmental monitoring. ASK the Atmosphere" (4 posts on 6 ingredients) which is created for the analysis of content of harmful substances in real time in the atmosphere of the city is constructed on the existing HSS ".

Having connected these two subsystems in "Integra-Planeta-4D" using a cartographic basis there was an opportunity to define the direction of location of a source of emission of monitoring substances.

A system positioning transport "GLONASS" for June, 2019 includes:

  • ambulance cars (with identification of crews);
  • school buses (with a binding to organizations);
  • transport of municipal municipal services (with identification of crews).

Heat supply monitoring system prototype. Integration of several resources:

  • the Teplograf software product (display on the card of a system of heat supply of the city);
  • SPRUT-M HSS (remote control of indications of the sensors which are on input and "obratka" of social objects).

Data integration of subsystems in "Integra-Planeta-4D" allows to define quickly possible accidents on heating mains much earlier, than the first call from the applicant will arrive. Also allows to assess quickly the consequences of shutdown of heat supply (the number of residents, including children, apartment houses) and to make the decision on quantitative structure of forces and means for reaction.

City video surveillance system.

Security fire warning of objects. Is controlled in 3D - geoimages of buildings and constructions.

System of positioning of the employee. Allows to make management decisions on response to incidents. On the example of the landscape fire:

  • exact position fix of ignition by description the arrived employee
  • laying of a route becomes simpler and arrival time of divisions decreases;
  • forecasting of further distribution of the fire;
  • the natural landscape is considered;
  • determination of the most dangerous directions where gain of divisions is required.

System of local positioning RealTrac. A system allows:

Monitoring of employees in crowd of RealTrac. The RealTrac system is applicable as on limited open spaces (station squares, other mestaskopleniye of people), and in premises: concert halls, shopping centers, etc. Features:

  • position fix of employees in crowd;
  • fixing of routes of movement;
  • giving of an alarm (disturbing button);
  • system of tracking of falling and signaling.

Monitoring of underground objects of RealTrac. Features:

Display of up-to-date information from databases HOUSING AND PUBLIC UTILITIES on objects is organized that accelerates and simplifies collecting of statistical information, thus choice reaction time decreases.

City warning system. Allows to carry out selectively the notification of a part of the city and in general all population. Zones of audibility of the speech and sound notification are visually designated. Integration of several resources:

  • the control panel and control on a radio channel portable JSC Vladimir Plant Elektropribor;
  • control device of P166 of VAU on a radio channel and IP network (to different power output (from 200 W to 5 kw)) JSC Vladimir Plant Elektropribor;
  • the device of start of electrosirens on a radio channel of JSC Vladimir Plant Elektropribor.

Loud-hailer and Loud-hailer of II systems. Features:

  • connection of systems directly to the telecom operator or joint work with automatic telephone exchange of Cisco, Avaya, [[Samsung], etc.;
  • formation of groups of subscribers, editing the list for the notification;
  • institution up to 5 anycast addresses of the notification for each of options communications with the subscriber phonemailSMS (//);
  • simultaneous creation of queue of notifications and work with them;
  • storage of audio recordings with answers of subscribers;
  • storage of protocols of the notification;
  • report generation on the set templates.

The system of informing the population on the Internet and television (information welcome screens and creeping line). Consolidation of these systems in a single integration platform based on "Integra-Planeta-4D" in EDDS of the city allowed:

  1. to reduce time of data collection and processing;
  2. it is considerable to simplify work of dispatching personnel.

Thus, choice reaction time was reduced, and reaction time as a result - decrease in damage and costs for recovery and also decrease in social tension of the population respectively decreased.

UsefulData agrarian and industrial Complex

Active informing the Internet of users about the emergencies and other situations requiring the obligatory immediate notification of the population.

Informing is performed after receiving the corresponding command from the centralized control system by readdressing of requests Internet polzovately on the page with information on emergency. Readdressing of all subscribers in the set geographical area can be made. Access lock to all resources for the period of emergency except the information page can be performed. A feedback can be received from the Internet user (obtained information, it is acquainted).

The system of informing the population through networks of cable television and a data network (Internet access) telecommunication provider Transtelecom of Company Ltd.

Informing the population using creeping line (it is applicable for network of cable television) and transition to information portal MINISTRY OF EMERGENCY SITUATIONS (in case of use of the Internet).

Video surveillance via Tedofon on-door speakerphones. The module of upgrade of Tedofon is intended for providing an emergency communication between inhabitants of apartment houses and services of rescue, and also increases in level of public security and comfort. Main Functions:

  • call of emergency services from the call panel of on-door speakerphone 01; 02; 03; 04;
  • connection with service "112" using a room tube of the on-door speakerphone;
  • transfer of a voice message at the same time to all apartments cherezvyzyvny the channel of a tube of the on-door speakerphone by means of the telephone set;
  • remote simultaneous informing all apartments of an entrance;
  • informing the certain apartment (an opportunity to call on an intercom tube from phone);
  • informing through the call panel;
  • remote unblocking of an access door at emergency;
  • remote control additional electromagnetic lock (for example, attic, cellar);
  • connectivity to main system of the notification through an analog input;
  • reproduction of fragments of audio recordings according to the schedule or when clicking the button of an exit;
  • possibility of data transmission of meter readings through the call panel in management company.

Consumption of energy resources software platform of "Energokrug". The Russian development intended for solving of tasks of complex accounting of energy resources and operating control over energy consumption. The Energokrug platform provides:

  • commercial/technical electricity metering and heatresources;
  • commercial/technical gas metering;
  • commercial/technical accounting of cold and hot water;
  • functions of scheduling and management of power economy;
  • optionally: control and performance managements of work of the auxiliary systems (thermal points, lift farms, etc.).

Software "Energokrug" provides accounting of energy resources of different scale, as on separate objects or object groups (the plant, the enterprise, shop, the house, etc.), and within municipal entities: settlement, village, city, province.

Control of abnormal emissions "Automated system of control of abnormal emissions on chemically dangerous objects" (ACKAB). ASKAV ensures safety of personnel of HOO and the population which is and living near them at emergence of the emergency caused by emissions of the hazardous chemicals (HC). ASKAV allows to detect timely the accident fact on HOO and quickly:

  • take necessary measures for localization of accident and liquidation of its effects;
  • notify relevant organs of response to emergency;
  • notify production personnel of HOO and the population which is in a zone of possible defeat.

Biometric search in the person hardware-software complex Vizier. The system of quick biometric search in the person in a video flow. Identification of the personality in the mode approximate to real time, with generation of alarms. Features:

  • face recognition of people in the movement without the need for a stop at a control boundary;
  • simultaneous face recognition of all people who came into the view of the video camera;
  • recognition at change of characteristics of the person (aging, emergence/disappearance of moustaches, skin color);
  • automatic quality control of the entered material in accordance with GOST the ISO/IEC 19794-5-2006.

System of coordination and interaction software package "Koordkom". The software package "Koordkom" is intended for the complete solution of tasks of Bezopasny gorod agrarian and industrial Complex. On a basis Koordky the single system of security management from object to the regional level is under construction.

System 112. It is intended for automation of operational activity of TsOV, in composition of a call of the emergency operational services through uniform number "112", in interaction with Crisis Management Centre, divisions of the emergency operational services, services of the organizations on duty and dispatching and the enterprises, the situational centers of executive authorities of the subjects of the Russian Federation and local government authorities of municipal entities.

Provides a possibility of sharing with the telecommunication equipment of TsOV used for call service, automated systems of the emergency and services on duty and dispatching, geographic information systems, the systems of navigation, positioning and monitoring of moving objects, control systems of stationary objects and also decision making support systems and the search and analytical systems.

In the nearest future to "The safe city" introduction and other systems is planned: forward channels of communication, a HSS for transfer of telegrams in different cable networks, etc.
