2019: E-Government System Update
On August 7, 2019, Smart Consulting announced that Sevastopol residents have been using the updated electronic government system for six months. The regional portal of public services and the information system for their provision have undergone significant modernization. The project was implemented by Smart Consulting by order of the Main Directorate of Informatization and Communications of Sevastopol. Thanks to automation, the receipt of public services by residents of the city has become more accessible, convenient and fast.
First, the regional portal of public services was modernized. The site is designed to save users as much time as possible. For example, if a citizen has previously applied for a service and the form has changed, then the system will automatically enter data into the updated form from the previous application, the applicant will not need to re-enter the information. If necessary, contact the department in person, the portal has the ability to make an appointment. Also, if there are proposals, complaints or other questions, you can contact the regional departments through the feedback form.
The regional portal ensures that citizens receive all public services provided electronically in Sevastopol. These include: queuing for kindergarten, making an appointment with a doctor, licensing services for entrepreneurs, social services, as well as services in the field of urban planning and architecture. This became possible thanks to the integration of the regional portal with a single gosuslugi.ru portal: by creating a statement on the regional portal, you can track its status and the results of the provision of services on the federal one. In addition to public services, now on the portal you can receive the services of resource and supply organizations: GUPS Vodokanal and GUPS Sevteplenergo. These include obtaining technical specifications and concluding a contract for technological connection to networks. Another significant update was the adaptation of the interface for visually impaired users. After modernization, electronic services of Sevastopol became fully available to them.
Secondly, during the project, the information system for the provision of state and municipal services by departments was modernized. It now includes a comprehensive set of elements capable of covering the service delivery process from applications to results. The functions of the system are aimed at making the provision of public services as prompt as possible. For example, the system notifies authorities employees about the receipt of applications from the regional portal and warns about the expiration of the response dates for them. These functions allow officials to respond in a timely manner to newly received applications and control the timing of the provision of services.
Also, one of the features of the system is the ability for the customer to independently create and configure electronic forms of service provision, which reduces the cost of improving the system. Service management takes place in a user-friendly designer, which is made in the form of a visual editor.
As a result of the project, Sevastopol residents received a digital government system that is not inferior to the best regional practices of the Russian Federation. Thus, another important step has been taken towards the full integration of Sevastopol into the socio-economic environment of the Russian Federation. The created software infrastructure will serve the region as the basis for the further development of digital public administration, one of the key areas of the Digital Economy program. |
