Rostelecom implemented a complex of the digital solutions allowing to call it the first smart city on the Black Sea coast in Novorossiysk. The network of "smart" lighting, "System-112", an information system for identification of taxable objects, a laboratory information system works in the city, the "smart" stops and benches working at solar energy are set.

Implementation of all these projects happens within the agreement on strategic partnership signed in October, 2019 between Rostelecom and administration of the municipal entity.

In the spring of the current year in the city street lighting was completely upgraded. Specialists of Rostelecom set and replaced more than 15 thousand LED lamps which will serve over 25 years. Energy-saving technologies will help municipality to save up to 60% of operating costs on lighting of city streets. Today it is the largest power service project implemented in the territory of Krasnodar Krai.

"Smart" lighting is not just replacement of old lamps by new. This transformation of Novorossiysk into lighter and safe city using "smart" technologies. Control of street lighting is completely automated. It is possible to collect data and to optimize loads of network in real time and also to quickly monitor illegal connections. It is really convenient and effective", – Evgeny Azizov managing affairs of administration of Novorossiysk, the Smart City of Novorossiysk project manager told.

In August specialists of the company implemented one more "smart" solution – an information system for the identification of taxable objects (ITO). With its help the city administration had an opportunity to compare data on a real estate and the land plots from tax and cadastral databases, and, in case of detection of discrepancies, to send to owners information letters on need of setting of the land plot for tax accounting. These aerial photo shoots of high resolution in the VNO system will allow to reveal inappropriate use of the land plots, self-captures and other violations of the law. Use of the VNO system will bring to the budget of Novorossiysk additional receipts next year.

In the conditions of a pandemic it is especially important to minimize contacts between people and to reduce the term of stay in medical institutions. The laboratory information system (LIS) – the IT solution which allows to register and process data of medical analyses in electronic form helps to achieve this goal. This system is implemented Rostelecom in 16 hospitals and clinics of Novorossiysk now. Application of a PIM minimizes errors at registration and processing of biomaterials in kliniko-diagnostic laboratories, will reduce information exchange terms between doctors and medical institutions, will help to control labor costs and to keep account of supplies and also will save patients from need to come personally for results of researches.

The first five "smart" stops which appeared in the city in February do waiting of public transport by more comfortable. They are equipped with electronic boards with the schedule of transport, video surveillance, regulated lighting, USB sockets for charging of gadgets and the "disturbing" button.

"System-112" is connected with the "disturbing" buttons installed at "smart" stops and in many other public places of the city. All four emergency services are integrated into it: fire service, police, ambulance and service of gas and also Ministry of Emergency Situations. A system provides rapid response and interaction of all these services not only when clicking "disturbing" buttons, but also by uniform number 112. The operator of uniform service on duty and dispatching can send a call from any phone.

The art benches working at solar energy form convenient space for carrying out leisure of citizens. The project is implemented by subsidiary company of Rostelecom Tele2. Specialists of the company developed installation which will transform solar energy to Wi-Fi signal. In construction the accumulator which is charged in the afternoon from solar batteries is installed and supports action of the Wi-Fi-router. Stored energy is enough for smooth operation of the generator at cloudy weather, in evening and night time.

The federal program "Smart City" is implemented by Rostelecom through the whole country. A main objective of the program – wide use of modern technological and engineering solutions in city and utility infrastructure for increase in its efficiency. Thus, the new digital medium for residents is created.

On March 25, 2020 the Rostelecom company announced upgrade of street lighting and installation of five "smart" stops in Novorossiysk. Projects are implemented within the agreement performance about strategic partnership signed in October, 2019 between municipality and national digital provider.

Lighting upgrade – only one of aspects of the federal program "Smart City" which Rostelecom implements within the agreement on strategic partnership with municipality. The first five "smart" stops which appeared in the city do waiting of public transport by more comfortable. They are equipped with electronic boards with the schedule of transport, video surveillance, the "disturbing" button, regulated lighting, USB sockets for charging of gadgets. At one of stops the navigation stele with the map of Novorossiysk which informs passengers on city sights, the schedule of transport, time and weather conditions is set. Further the functionality of a stele will be complemented with the communication module with representatives of municipality, the voice notification, a possibility of payment of services of mobile communication and the Internet, function of a call of the taxi.

For March, 2020 specialists of the company work on creation of one more solution – an information system for the identification of taxable objects (ITO). The data on a real estate and grounds detected using this system will be is brought in Rosreestr that will bring additional resources in city budget. System operation of VNO is going to be completed by the end of summer of 2020.

In the near future the pilot project on "smart" traffic lights prepares for implementation. They will work by the principle of adaptive control: register intensity of traffic flow, reduce or prolong phases of the movement on this or that direction.

Program implementation "Smart city"

On October 17, 2019 Rostelecom reported that it will implement the Smart City program in Novorossiysk. The relevant agreement on strategic partnership was signed by the director of the Krasnodar branch of the company Sergey Polyakov and the head of the hero town of Novorossiysk Igor Dyachenko.

Cooperation of the national telecom operator and municipality will be directed to development and deployment of information technologies, increase in efficiency of products and digital services based on the platform solutions "Smart City" and also to increase in controllability and reliability of functioning of IT infrastructure of local government authorities.

Rostelecom already began to implement smart solutions in Novorossiysk. In September, 2019 the works on connection to edge "System-112" which will be put into operation already by the end of 2019 are completed. All schools of the city communication is provided with Internet access on fiber lines. At an input to houses of inhabitants of Novorossiysk smart on-door speakerphones which are capable to identify residents on persons are installed, are equipped with a video surveillance system and the call key of emergency services. Practically in all districts of the city upgrade of street lighting is carried out: more than 15 thousand streetlights replace with energy saving LED lamps.

By our estimates, this power service project will allow to reduce costs of the city budget for 62% and will give economy in the amount of nearly 40.5 million kilowatt-hours. The saved resources can be directed to other municipal needs. Work on creation of the smart cities is carried out within program implementation "Digital economy of Russia" approved by the order of the Government of the Russian Federation. Rostelecom as the partner of the state, business and the population performs as one of key contractors of a task of creation of bank of solutions for the smart city with a single digital platform more than in 50 pilot municipal entities. It will allow to increase significantly investment attractiveness of the cities and effective management of municipal resources and also to turn them into the centers of gravity of qualified personnel.

Upgrade of network of street lighting

On August 26, 2019 the Rostelecom company announced the beginning of upgrade of network of street lighting in the city of Novorossiysk. The power service contract signed between national digital provider and city administration provides not only replacement of street lamps, but also creation of a system of automated management of street lighting and control of indications of electric devices.

Specialists of the company will install 15,292 LED lamps which consume several times less electric power in comparison with sodium and mercury lamps. They instantly join, unlike lamps of an old sample which inflame from 10 to 30 minutes, and more than 10 years have service life. Lamps will appear in the city everywhere: in parks and recreation areas, on highways, streets and intra quarter territories. It is going to complete the works by the end of 2019.
