The amounts of revenue were confirmed by representatives of Skolkovo[2].

Small innovative companies received this income, said the representative of Skolkovo. According to him, planning revenue, the fund itself did not expect such a rapid growth in startup revenue.

In total, since 2010, Skolkovo has been counting on a total revenue of 5 billion rubles, but its projects have earned a total of 43.6 billion rubles, the Skolkovo representative adds.

The number of Skolkovsky projects increased to 1070. 45% of them were able to receive revenue, 3% of which were able to exceed income of 100 million rubles. Audit of the Accounts Chamber: more than 200 employees fined

On November 18, 2013 , the Accounts Chamber reported that in connection with the numerous violations identified earlier during the inspection at Skolkovo related to its activities and shortcomings in the organization of internal control, 10 disciplinary sanctions were applied to employees, including - to the top managers of the fund and its subsidiaries, and 211 employees did not receive full monetary remuneration for 2012.

The Accounts Chamber notes that even before the end of the audit, the fund prepared a plan of corrective measures for 2012-2013, which, in addition to fulfilling its requirements, also provided for a set of additional measures to improve the internal processes of Skolkovo's activities.

As of November 2013, this plan was almost fully implemented, including the requirements formulated in the submission of the Accounts Chamber. To develop criteria and indicators for the effectiveness of the Skolkovo project, the fund sent relevant proposals to the Ministry of Economic Development, which were taken as the basis for the formation of the subroutine "Creation and Development of the Skolkovo Innovation Center." In August 2013, it was approved by the government as part of the state program "Economic Development and Innovative Economy."

In the annexes to the state program, in accordance with the requirements of the Accounts Chamber, the corresponding targets (indicators) with planned intermediate values were approved. It is expected that this will allow to annually track the dynamics of the Skolkovo project.

Among the serious comments of the Accounts Chamber to Skolkovo was also the lack of legally approved project rules. In this regard, the fund prepared and improved more than 10 regulatory documents, in the development of which the Ministry of Finance, the Ministry of Economic Development and the Ministry of Education took part .

To strengthen the internal control system, the fund adopted more than 20 local documents, created 9 new structural divisions, the functions of which include the implementation of control powers at all stages of the Skolkovo project.

To organize the control of the activities of the Skolkovo project participants, in turn, the internal audit department of the fund began to systematically conduct field inspections, a total of 24 inspections are planned for 2013. The Accounts Chamber expects that this will allow monitoring the use of more than 30% of grants issued (up to 2 billion rubles).

Performance targets identified

Key performance indicators of the center have been identified. As a result of the subprogramme implementation, the number of applications for state registration of intellectual property objects submitted by participating companies should increase. If in 2012 there were 159 such applications, then by 2020 this figure should increase to 350. Thus, the accumulated number of applications will exceed 2000.

Another main indicator is the revenue of Skolkovo member companies obtained from the results of research activities. In 2012, it amounted to 1.2 billion rubles, and by 2020 the government intends to increase it to 100 billion rubles, that is, an amount comparable to the federal budget for the development of the center.

The number of graduates of the Skolkovsky Institute of Science and Technology by 2020 should be at least 1000 people, and the specific number of publications per 100 researchers should be in the range from 75 to 85.

The responsible executor of the subprogramme is the Ministry of Finance, and the Ministry of Economic Development, the FCS and the non-profit organization "Development Fund of the Center for the Development and Commercialization of New Technologies"[4]

The number of such, according to representatives of Skolkovo, can reach 7% of all participants.

2012: Results of the year: Revenue of 700 residents for two years 1.2 billion rubles, 12.5 thousand jobs

For two years of Skolkovo's work, the total revenue of its participants reached 1.2 billion rubles, the fund said in March 2013. Fund Vice President Alexander Chernov explained to TAdviser that the vast majority of this amount fell on IT cluster companies, the number of which at the beginning of 2013 exceeded 250 organizations.

Among other key achievements of the participants in the two-year period, the fund notes the submission of 143 applications for registration of intellectual property objects and the creation of more than 12.5 thousand jobs.

Two-year achievements of Skolkovo in working with partners include the signing of accreditation agreements in the amount of 19.6 billion rubles. from venture investors and attracting funding for grants of 1.1 billion rubles. The total volume of grants approved by Skolkovo for two years amounted to 9 billion rubles.

As of October 2012, there are almost 700 participants in five Skolkovo clusters.

2010: Results: 28 participants, 11 grants

On February 24, 2011, Russian President Dmitry Medvedev met with Viktor Vekselberg, President of the Skolkovo Foundation. According to Vekselberg, for six months of work of the Skolkovo Foundation in 2010, 28 companies received the status of participants in the fund.

"11 of them have received Fund support grants because some companies do not need our funding. More than 3 billion rubles were allocated for these projects, three billion two hundred million, to be exact, "Vekselberg said. He also noted that the minimum contribution of the fund to the startup amounted to $600 thousand
.
"We have already built a common, as it seems to me, quite effective system of work of experts, created expert boards in all five areas. Mostly these are independent experts. And that, it seems to me, is a great advantage - the decisions are made by experts in the correspondence procedure, "said the president of the Skolkovo Foundation.
