The national program "Digital Economy" considerably accelerated process of digitalization of a public sector. Investment volume annually increases and the state remains the largest IT customer.

Ivan Skorodumov, the head of the department of development of information systems of EOS Group, notices several trends which developed as a result of emergence of this program.

In a number of departments digitalization processes evolutionarily move to qualitatively new level, in others they received a new boost and goes review of what did not turn out before and how to be farther. But it is possible to note that processes of digital transformation became more system, state agencies (in the majority) formulated for themselves new road maps, there was an understanding who and where should come in the short and medium term. Practically there is no department left which put away for later issues of digitalization. In our opinion, it only the beginning of a big way, and every year speed of process of digital transformation will raise steadily. As vendor, we see increase in demand and for our traditional products, and on the latest developments, - he says.

Besides, the public sector became more open for new projects. As Timur Akhmerov, the CEO of BARS Group notes, now he is concentrated not only on basic informatization, the organization of document flow and SIEI, but also on implementation of new technologies in development of the user services. Also the public sector started integration of the state systems for their interaction on all vertical of authorities that will mark creation of digital space of other, better level, he considers.

Let's tell about some directions which, according to the domestic IT companies, are the most important and perspective.

Superservices

Huge attention at the level of the government is paid to superservices and also achievement of target indicators of optimization of the public and municipal services by 2021. Road maps are for this purpose developed, the working groups are created, and results will be fixed in an information system of monitoring.

It is obvious that support and development of infrastructure of the electronic government (EPGU, SMEV, ESNSI, ESIA, etc.) will remain in a priority. Providing state services in electronic form takes new shape in the form of superservices, next year to pilot regions promise to issue a form designer for EPGU. These steps should lead to a new wave of development of this direction, - the representative of EOS Group Ivan Skorodumov notes.

Further development of a system of the public and municipal services and transition to the concept of digital superservices can become serious break in the relations of authorities and citizens. According to the concept, practically all functions of the state focused on the person will be invisibly, proactively to accompany it in all main life situations.

The majority of the existing state services will automatically appear: citizens will not need to go into detail and to participate directly in processes – to remember terms, to collect documents, - Alexey Baryshkin, the expert in digital transformation of Netrika Group explains.

At the same time, at the federal level there are certain difficulties connected with implementation of superservices.

To start them, for each of 25 superservices separate road maps which are subject to approval of the power by authorized bodies will be created. A lot of work on studying of the user experience, business process optimization, the analysis of the operating state information systems and development of requirements to their upgrade taking into account uniform architectural requirements and the best world practices is necessary, - Andrey Burin from FORS group company says.

Standard state systems

In Russia any "standard", "uniform" or "national" information systems will continue to develop and appear.

As we see, the state "The unified information system of management of the personnel structure of the public civil service of the Russian Federation" continues to invest rather big money in a standard cloud solution on automation of KND, in development of a FSIS. Creation of a FSIS "A single information platform of the National data management system" and "A national unified environment of interaction of all participants of rule-making process by preparation of regulatory solutions" is planned. How successful will be creation of the standard systems, it is difficult to tell. As practice shows, the lack of the competition quickly enough kills even the most progressive ideas, development of standards for information systems gives much more significant effect, - Ivan Skorodumov considers.

National data management system

Speaking about trend technologies for a public sector, once Big Data mentions also everything, as for collecting and processing of large volumes of data and also transfer to "digit" and systematization of documents – on the basis of methods of machine learning (ML).

The public sector actively consolidates information on citizens – demographic data, the state of health, income level, etc. Software products for processing are created and storage of Big Data, the hi-tech data centers necessary for creation of infrastructure of projects are also under construction.

Disruptive can become those projects which will transfer processes of storage, processing, exchange and data analysis to essentially other level. So, the project of creation of the national data management system (NDMS) is directed to problem solving of separation of data, their low quality, lack of a uniform conceptual framework, determination of responsibility and powers in the field of data processing and management by them, the approvals of uniform technology standards in this area. Successful project implementation will allow to create in Russia a real organizational and technology basis for digital transformation both in state, and in the commercial sector.

Transition to digital control at which the state is aimed, assumes availability of authentic databases which can interact among themselves within a single platform. "Digitization" – transition to electronic documentation and a uniform data model – a necessary stage of digitalization and a basis of a new format of public administration, - Anatoly Bezryadin, the technical director of OTR-2000 IT company is sure.

It is a real call for our country. Today the similar systems exist only in several states – for example, in Singapore, Estonia. At the same time major "digital" powers only get to such work, - Alexey Baryshkin, the expert in digital transformation of Netrika Group notes.

Uniform digital circuit in health care

One of priority tasks is connection of all medical organizations to the Single State Information System of Health Care (SSISHC). This initiative assumes ensuring communication between different medical institutions. The uniform digital circuit will include the system of laboratory researches, uniform archive of medical images, a purchasing system and electronic recipes.

For implementation of a common information space in health care in Russia all necessary conditions are created: services in a federal Uniform State Health Information System segment function, in regions are created by GIS of subjects, in the most part of medical institutions specialized medical information systems are implemented, all medical organizations are connected to the Internet, there is an active work on connection FAPOV.

The project should be implemented within 6 years from 2019 to 2024. For its implementation from the federal budget it is going to select more than 107 billion rubles. Their main part will go for creation of regional segments of a uniform digital circuit on the basis of Uniform State Health Information System.

The additional federal subsidies selected within the ETsK project will allow regions to update network and server infrastructures this year, to execute actions for information security support, to equip health workers with Automated workplaces that will allow to connect the maximum number of doctors to work in electronic form, - Timur Akhmerov, the CEO of BARS Group notes.

Single cloud platform

The demand pattern changes towards cloud model. More and more trust of "cloud" is caused also in the state. Development and scaling of the managed and predicted infrastructure on the basis of cloud services – one more direction of digitalization. Besides, more and more state customers prefer the cloud platforms separated into microservices that positively affects efficiency of updates of systems under changes in the legislation.

Recently the concept of creation of the state single cloud platform (SSCP) was approved. The document was developed by the Ministry of digital development within implementation of the federal draft "Information Infrastructure" of the Digital Economy national program.

It means that in the government thought of typification of requirements not only at the level of the application software, but also at the level of all infrastructure. It is going to transfer information systems of authorities to the state cloud step by step, - Andrey Burin, the Head of Department on work with public sector, Fors-Centre razrabotki (FORS Group) company tells.

According to the project manager in public authorities of Directum company Ivan Bastrikov, for the Ministry of Telecom and Mass Communications the single cloud platform is an exit from current situation: because now the picture when one authority cannot select a system is typical, another – badly integrates, the third – cannot find financing.

Common information space of state agencies

Creation of a common information space of public authorities of the city (region) based on the standard digital platform can become one of disruptive IT projects in a public sector.

The project, in fact, will represent the digital updated passport of the city which will provide collecting of basic data taking into account a space binding. This system can become a basis of the developed information systems, such as "Smart city", "Safe city" and also other departmental systems, - Alexander Taskayev, the director of the department of intelligent systems of automation of Satel company explains.

Yulia Krzheshovskaya, the director of the department of work with federal executive authorities of Technoserv company, gives the project of creation of the service navigation and telematic Avtodata platform implemented by NP GLONASS as an example of similar implementation. It will collect, to store and process automobile and transport data of already existing digital systems. It is information on human health, operation of the car and also on the external environment: quality of the road, weather conditions and geography of use of the vehicle.

Digitalization of an accounting and registration system in the field of the real estate

Not less significant initiative is implemented in the field of the real estate — digitalization of an accounting and registration system.

Rosreestr and Federal cadastral chamber work on creation of the IT platform which will allow to make the choice of a real estate, different real estate transactions (purchase and sale, lease), to check solvency of participants of transactions, to increase legal security of market participants, - Natalya Zubkova, the director of the department of own solutions of NORBIT company tells.

For the last five-years period demand for basic services of Rosreestr in electronic form grew by two and a half times, the head of Rosreestr Victoria Abramchenko told in April, 2019. Therefore the IT platform which will provide direct communication between the seller and the buyer, the tenant and the lessor is necessary, will create a possibility of the free choice of objects, will simplify the procedure of the conclusion of transactions, will increase legal security of market participants, and eventually – its investment attractiveness.

The platform should be brought into test operation by the end of 2019.

Modern analytical tools

Today government institutions accumulated large volumes of information, the update rate of data increased. All this says that in a public sector there are all opportunities for implementation of modern analytical tools: there are both these, and domestic solutions for data processing. Implementation of such solutions can be aimed at increase in accuracy of planning, monitoring and performance appraisal of authorities.

For example, within "Foresight. The analytical platform" the functionality of decision support including based on predictive analytics (forecasting of time series, instruments of scenario modeling and optimization) is implemented, there are instruments of intelligent data analysis and machine learning and also ready connectors to the systems of the class Big Data structured and unstructured sources. In the platform the mechanism of system work with information is implemented, it increases trust to data on the basis of which strategy patterns are created, excludes duplication of reports, simplifies search of necessary information and provides exact data, in due time and to the necessary employees. Use of large-scale solutions based on "Foresight. The analytical platform" it is aimed at the choice of optimal solutions within the industry, the region, the whole country. The BARS Group company also develops this direction – so, the platform of a business intelligence "Alpha BI" which is already implemented in the Russian Ministry of Health, Rosleskhoz and other large departments supports a stack of technologies for work with Big Data. Demand for use of this technology from outside a goszakazchka and state corporations is in many respects caused by import substitution and development of Digital economy. Artificial intelligence

According to experts, intellectual technologies can provide serious break. They note that so far it is necessary to develop in parallel technologies, to probe optimal indicators, to test, develop rules and standards of use. But quickly to pass this way and to make real break, it is important to start pilot projects and to accumulate experience.

Already now several options of use of solutions are thought over: intellectual processing of addresses and incoming documents, preparation of standard resolutions, prefilling of data in petitions from citizens, etc. But so far such projects not in a priority because there are no mastering indicators, - the project manager in public authorities of Directum company Ivan Bastrikov says.

According to him, it is possible to observe outdated EDMS, a concern on inappropriate use of means, the lack of confidence in technology now – doubts in security and safety of data.

But it is necessary to find a common ground, and for this purpose it is possible to provide the depersonalized data for testing and to provide additional measures which will allow regions to go on pilot projects more safely, - the expert considers.

According to Natalya Zubkova, directors of the department of own solutions of NORBIT company, AI technology and machine learning can be used in security, financial services and personnel recruitment. Besides, better document handling will become the perspective direction of use of AI: recognition of texts, data entry in information systems of organizations, the analysis of documents, etc.

Igor Leypi, the director of the department of work with state the organizations of Softline company, considers that public sector needs implementing solutions on the basis of BigData and artificial intelligence.

Customers understand it and are in this subject actively interested. In study Softline has "pilot" using AI in one of departments now. Most state structures have the infrastructure prepared for implementation of such solutions, at the same time the volume of information accumulated in decades is so big that without implementation of technologies of the analysis of Big Data it is difficult to build work effective work. As soon as implementation of such projects becomes mass, the quality of rendering services to the population will grow many times, - he believes.

Nikolay Ganyushkin, the founder of digital laboratory MONQ, considers that the break is possible in case of skillful use of modern artificial intelligence technologies, predictive analytics, algorithms, approach where the main KPI is a satisfaction of the inhabitant and client.

Cloud electronic signature

The technology of the cloud electronic signature should bring to the new interoperability layer of citizens and the state. Today for receiving state services or other legally significant interaction with the state citizens do not hurry to receive the strengthened qualified electronic signature. If its receiving and use becomes simpler and convenient, then it will give effect not only regarding state services, but also in general in document flow of citizens and departments, Ivan Skorodumov is sure.

However, the problem of storage of electronic documents will become sharper. Here creation CSED (Center of Storage of Electronic Documents) would be very timely. The problem of escalating volume of electronic documents which are not on paper practically reached a critical point, and absolutely precisely that TsHED will be popular by all participants, - the expert of EOS Group company believes.

Digital profile

Creation of a digital profile based on a Unified identification and authentication system and providing an ability to manage to citizens offers, including, opportunities to see to whom and in what part access to personal data of the citizen is provided, to prolong or withdraw permission to such access will be a huge step forward.

It is supposed that the digital profile will allow to meet high demand of citizens and business on receiving state services in electronic form and will bring them to the new quality level.

The infrastructure built for this purpose is designed to automate data acquisition about citizens through "single window". Actually it is a basis for a total failure from paper document flow, - Anatoly Bezryadin, the technical director of OTR-2000 IT company says.

Development of a trunk communications infrastructure

Implementation of plans for development of a trunk communications infrastructure in which both the state, and non-state operators take part are a basis for steady work of all digital resources and systems.

The transition of telecom operators to standard 5G expected in the next years will create, in fact, new information reality, will open a way for widespread introduction of IoT and to decision making on the basis of Big Data, including using artificial intelligence, - the CEO of BFT Alexander Monosov considers.

Import substitution

In a priority of federal state structures there is an import substitution subject because the threat of sanctions is not removed, and requirements from the state are designated. Legislative restriction of use of foreign software on the one hand became an incentive to development of the Russian IT development, with another – seriously limited the competition in some niches.

As Igor Leypi, the director of the department of work with state the organizations of Softline company notes, it led to the fact that many products which are in the Register of the Russian software considerably concede to foreign analogs. In order that public institutions could conform to requirements of regulators and at the same time increase efficiency of the work, it is important to stimulate growth of the internal competition for quality improvement of domestic developments.

Marking of products

Natalya Zubkova, the director of the department of own solutions of NORBIT company, notes that a priority initiative is the marking of products directed to fight against illegal import or production in Russia and also on increase in charges of customs and tax payments.

The order of the Government of the Russian Federation approves the list from 11 commodity groups which are subject to obligatory marking:

• Tobacco products
• Spirits and toilet water
• Buses and tires pneumatic rubber new
• Articles of clothing, including working clothes, made of genuine or bonded leather
• Blouses, blouses and jumpers knitted machine or hand knitting, women's or for girls
• Coat, a short coat, capes, raincoats, jackets (including ski), windbreakers, tarpaulins and similar products men's or for boys

• Linen is bed, table, toilet and kitchen
• Shoe goods
• Cameras (except movie cameras), flashlights and flashing lamps

As of 2019 there are already systems of marking for alcohol and fur products, and the following commodity groups participate in pilot projects: medicines, footwear, tobacco products, spirits and toilet water, cameras and flashlights, clothes. In July the pilot project on digital marking of dairy products, in September - on marking of bicycles and bicycle frames started.
