Mintsifra of Russia suggests to refuse the centralized purchases of office and antivirus software

On November 12, 2020 Mintsifra of Russia published on the regulation.gov.ru portal the draft resolution of the Government of the Russian Federation "About making changes in the order of the Government of the Russian Federation of June 8, 2018 No. 658 (further – software 658) "About the centralized purchases of office software, software for conducting budget accounting and also the software in the field of information security""[1].

The essence of the offered changes in software 658 is stated in the explanatory note to the draft resolution – actually, Mintsifra suggests to withdraw from software 658 all provisions relating to the centralized purchases of the office software and software in the field of information security (in this direction last year only purchases of antivirus software were provided) and also to remove all references about Mintsifra Russia as the authorized federal body regulating the corresponding purchases and directly them performing. Transfer of the Ministry of Telecom and Mass Communications purchased POE FOIVAM

According to the results of the purchases which are carried out in November and December, 2019 Ministry of Telecom and Mass Communications will deliver to 44 federal executive authorities the antivirus software Kaspersky and Dr.Web. This TAdviser became known from correspondence of the deputy minister of digital development Evgenia Kislyakova and the associate director FSTEC Russia Vitalia Lyutikova, concerning explanations about transmission order FOIVAM of the purchased software.

According to the representative Deputy Prime Minister of Russia Maxim Akimov, among the antiviruses purchased in 2019 for public authorities, 80% are the share of software products of Kaspersky Lab (409 thousand licenses), 20% – of Dr.Web (106 thousand licenses).[2]

As it appears in the explanations prepared for the Ministry of Telecom and Mass Communications of FSTEC of Russia, the purchased protective software will be transferred FOIVAM on the basis of the sublicense agreement and the delivery-acceptance certificate of the rights. Departments will receive keys (codes) of activation of software on paper carrier and by e-mail. The distribution kit, the form and operational documentation of software of department will be able to be downloaded from the official sites of Kaspersky Lab and Dr.Web.

Purchase of 181 thousand antiviruses for three departments

According to the results of purchase, brought on December 12, 2019, the Ministry of Telecom and Mass Communications will purchase at Lanit integration the protective software for three departments – Rosreestr, Federal Treasury and the Ministry of North Caucasus Affairs. Total amount of the contract with LANIT-Integration is 100.7 million rubles.[3].

The tender for purchase of the protective software for Rosreestr, Federal Treasury and Minkavkaz the Ministry of digital development, communication and mass communications of the Russian Federation announced on December 2, several days later after summing up purchase of domestic antiviruses for 41 departments.

Taking into account this purchase the Russian federal agencies will obtain 515 thousand licenses for solutions for protection of workstations and servers.

The Ministry of Telecom and Mass Communications buys 181 thousand antiviruses for Rosreestr, Treasury and Minkavkaz

Within tender delivery of 181 thousand licenses for a period of 1 year was assumed. The part suppressing them had to be distributed between two organizations - Rosreestr and Treasury. To the first 84.3 thousand anti-virus solutions were allocated, for the second – 96.4 thousand. To the Ministry of North Caucasus Affairs intended only 321 licenses.

Purchase provided 3 categories of antiviruses: for workstations (80.4 thousand licenses), file servers (20.5 thousand) and mail gateways (80.1 thousand). According to terms of reference, delivery of products of different vendors for each type of the protected ADP equipment was recommended.

All antivirus tools, according to purchase conditions, should be included in the register of domestic software. The program interface of all solutions, including management tools, should be in Russian. Anti-virus products should have a possibility of installation as in the mode of the independent (isolated) installation on computers, and in the interaction mode with software tools of centralized operation, monitoring and updating.

As well as in the previous purchase, antiviruses had to ensure functioning in Windows OS and in some Linux-based OS.

Purchase of 334 thousand antiviruses for 41 departments

At the end of November, 2019 summed up of the Ministry of Telecom and Mass Communications of the Russian Federation the auction results on delivery of the Russian antiviruses for federal executive authorities. Purchase provided delivery of 334 thousand licenses for total amount of 197 million rubles.[4]

For federal agencies the Russian antiviruses are in large quantities bought

The LANIT-Integration company which suggested to satisfy terms of the contract for 195.7 million rubles became the winner of the tender. As of December 4, 2019 the procedure of signing of the contract with the winner is in the status "Signing by the Supplier". The draft contract is placed on the portal of state procurements[5].

The centralized delivery of antivirus software is supposed for 41 departments. 4 categories of antiviruses are provided: for workstations (274.9 thousand licenses), file servers (32.9 thousand), mail (25.3 thousand) and Internet gateways (1.1 thousand). At the same time, according to the technical project, it is recommended to use products of different vendors for each type of the protected ADP equipment.

The software tools of antivirus protection offered to use should enter Uniform register of the Russian programs. Antiviruses for workstations on Windows should support work in operating systems Windows 7 8, 8.1 and 10. Versions for Linux should ensure functioning in Red Hat Enterprise Linux CentOS, Debian GNU/Linux, Alt Linux and Astra Linux.

Means of antivirus protection for file servers of Windows should function on computers with Windows Server 2008, 2012 and 2016. Similar solutions for file servers of/Linux should work in Debian GNU/Linux, Red Hat Enterprise Linux, CentOS, Astra Linux, Alt Linux and Ubuntu.

To anti-virus products support of OS Windows Server 20082012//2016 (in case of use Microsoft Exchange) and also Red Hat Enterprise Linux, CentOS, Ubuntu Server, Debian GNU/Linux is necessary FreeBSD for Astra Linux of SE, Alt Linux for mail gateways (when using mail servers based on Linux OS).

Antiviruses for network gateways should function at least on the Debian GNU/Linux, RedHat Enterprise Linux, Ubuntu, CentOS and Alt Linux operating systems.

Along with purchase of antiviruses of the Ministry of Telecom and Mass Communications held an auction on delivery of the Russian office software. She assumed transfer to federal authorities over 222 thousand licenses. However on November 27, 2019, some days before the appointed date of summing up an auction, the tender was suspended.

According to order of the Government of the Russian Federation No. 658 of June 8, 2018, on the Ministry of digital development, communication and mass communications powers are assigned to purchase of the office software and cybersecurity solutions for federal executive authorities, management of which is performed by the Government of the Russian Federation.

Let's remind that in 2018 for federal executive authorities the diagram of transition to the cloud system of conducting budget accounting and payroll was also set. In total centralization of accounting will affect 50 FOIVOV. On May 29, 2019, speaking at the TAdviser SummIT conference, [1] the deputy manager of Federal Treasury Alexander Albychev told about the first results of this project.
