2020: Development of an analytical complex of the All-Russian monitoring of collective immunity against infections
On January 28, 2019 the Federal State Budgetary Institution NITsEM im. N. F. Gamalei Minzdrava Rossii company reported that it within the federal target program "National System of Chemical and Biological Security of 2015-2020." develops a hardware and software system for processing and geoinformation statistical analysis of the infections given the all-Russian seroepidemiologichesky monitoring of collective immunity.
According to the company, the complex will allow to store, collect and process large volumes of information on security of the population of the Russian Federation from infectious diseases, including to prepare statistic reports and to build models and forecasts on the basis of predictive analytics.
The project is directed to prevention of biological threats, increase in security, control of spread of infections, prevention of epidemics. Analytical data can be also implemented and used for planning of adjustments of the National calendar of preventive inoculations that will allow to specify terms and geography of a scope of vaccination for increase in efficiency of preventive actions. Besides, an analytical system will be able to be useful in planning of actions for vaccination according to epidemic indications.
The functionality applications, developed by researchers Ministry of Health Russia together with Marketing Logic, allows scan also distinguish biographical particulars using which the base of answers of respondents forms. It contains statistical data about the postponed diseases, vaccination and also the additional information using which systems artificial intelligence also machine learning will reveal factors and risk groups, expected speed of spread of infections in each region and the city of the country. The list of infections and diseases contains more than 20 points: from flu and chicken pox to tuberculosis, hepatitises, encephalitis and a meningococcal infection. Except results of so-called "routine" analyses, a system will be able to aggregate and process data of the sequenced genome of pathogenic microorganisms for identification of biological risks at the gene level. The system module on the basis of the acquired information will be able to propose solutions on process optimization for the most effective and fast work on adjustment of actions plans on improvement of collective immunity of citizens.
All information from the module and other sources gathers in the single database of a hardware and software system where unique number is assigned to each element.
The application interface assumes possibilities of display of the actual and analytical information on the interactive map with different layers of data and also with an opportunity to group, compare, select and integrate different data depending on the purposes and tasks in different report forms. The updated software is integrated with already existing laboratory information systems that allows to transfer and process online the data obtained in the research centers for all Russia.
In modern conditions fight against infectious diseases and prevention of their distribution among the population should consider factors of time and amount of the obtained information. It is necessary to create technologies and systems which or even in real time can integrate information on security of the population and risk factors of infectious diseases into a short time. For this purpose we need to update data and right there to analyze them taking into account a binding to the cities, routes of people and flows of population shift within the country and beyond its limits, to climatic and geographical conditions, activity of the natural centers of infections and also taking into account data on the level of collective immunity, historical data on the outbreaks of separate infections, etc. Vladimir Gushchin, the head of the laboratory of mechanisms of population variability of pathogenic microorganisms in division of Research Center of epidemiology and microbiology of N.F. Implementation of a hardware and software system for processing and geoinformation statistical analysis of data of the all-Russian seroepidemiologichesky monitoring of collective immunity provides three stages: the first of them is already finished – the main properties and problems of a system are defined, the code and algorithms of basic functionality is registered. Implementation of the application, connection to the existing information systems of the Ministry of Health is provided at the third stage which will be completed by June, 2020.
