The cost of building a cancer center in the Kaliningrad region has increased significantly, reaching ₽9,5 billion. This became known on August 7, 2024, when the interim governor of the Kaliningrad region Alexei Bezprozvannykh signed a decree on the allocation of additional ₽1,5 billion for the implementation of the project.
Initially, the project, which began in 2018, was estimated at ₽4,2 billion. The oncocenter is being built in the village of Rodniki and includes a polyclinic for 300 visits per shift, a hospital for 200 beds, a diagnostic and radiation therapy department, as well as six operating rooms. The tender for the construction was won by Artel, which planned to complete the work in October 2020.
However, in December 2019, the contract with Artel was terminated due to a delay in schedule. A criminal case has been opened against the general director of the company Vladislav Borisov - the prosecutor's office believes that ₽107 million of the funds allocated for the construction were supposed to be transferred to third parties. In April 2020, Patrusco LLC became the new contractor, the cost of the contract with which amounted to ₽3,6 billion. Later, the amount was increased to ₽5 billion.
In November 2022, the Ministry of Health of the Kaliningrad Region sent a pre-trial claim to the company in the amount of ₽256,5 million, indicating that in more than two years work was completed for only ₽411,5 million instead of the planned ₽5 billion.
In February 2024, the head of the regional Ministry of Health, Alexander Kravchenko, announced the completion of the technical readiness of the cancer center. The institution was planned to be built by analogy with the N.N. Petrov National Medical Research Center in St. Petersburg. In January 2024, Rosatom issued permission to put the center into operation.
In May 2024, the Minister of Finance of the Kaliningrad Region Viktor Porembsky announced an increase in the cost of the project by another ₽2,5 billion. Of this amount, ₽1,7 billion was planned to be received under the state program "Healthcare," which was to be used to complete the construction and equipment of the medical facility.[1]

On August 19, 2024, a new cancer center began work in the Kaliningrad region, the construction of which cost ₽9,5 billion. The history of the creation of a new cancer center began in 2011, when the authorities of the Kaliningrad region realized the fallacy of the decision to close the old oncological dispensary. The construction project was developed by 2015, and its implementation began only in 2018. Despite several delays in the deadlines, construction was completed in 2024, and the institution began to receive patients.
According to data presented by representatives of the regional administration, the cancer center is equipped with advanced medical equipment, which includes devices for radiotherapy, computer diagnostics and radionuclide diagnostic methods. This allows high-precision diagnosis and treatment of various types of cancer. Specialists of the center, including oncologists, radiotherapists and radiation control experts, will work with patients in full in both inpatient and outpatient conditions.[2]

Initiation of a criminal case against SMU Artel

The case under a number of articles of the Criminal Code of the Russian Federation was initiated based on the materials of the inspection of the supervisory authority. It is clarified that the corresponding decision was made by the senior investigator of the investigative part of the Investigation Department of the Ministry of Internal Affairs of Russia in the Kaliningrad Region.
The prosecutor's office checked the use of a subsidy from the federal budget for co-financing the cancer center. The funds were sent to GBUZ "Oncological Center of the Kaliningrad Region," GKU "Regional Department of the Capital Construction Customer," the Ministry of Health of the region.
The company "SMU Artel" belongs to Oleg Bondarenko, he also acts as its general director. Kaliningrad companies - subcontractors of the oncology center conducted calculations with this structure. Kaliningrad business filed more than 15 lawsuits against SMU Artel LLC demanding different amounts. Among the victims are both little-known companies and larger enterprises, including the Baltic Concrete Company. The Patrusko company will soon sign a contract for the construction of a cancer center in the Kaliningrad region. At the same time, completion is possible at the expense of the company's own budget. This was announced on February 12, 2020 by the governor of the region Anton Alikhanov.
For February 2020, the regional authorities should receive a report from an independent appraiser who analyzed the scope of work performed by the previous general contractor of the cancer center, Artel LLC.

2019: Termination of the contract with LLC Artel due to violation of the terms of the contract

On the contrary, back in November 2019, the Kaliningrad arbitration court accepted the claim of Artel against the Oncological Center for production.
As follows from the accompanying documents, the contractor insists on recognizing as unreasonable the accrual of a penalty in the execution of the contract. In total, from October 2018 to December 2019, Artel accrued 107.7 million rubles. penalties.
At construction medical the center, there were repeated problems with the presence of labor at the site and a lack of building materials. At the same time, the regional government fully provided Artel LLC with advance payments. As of the end of December 2019, the contractor was transferred more than 1 billion rubles.
