2024: The general director of the National Center for Informatization asked the prosecutor's office to check Kormakov for involvement in fraud

On February 20, 2024, it became known that the Director General of the National Center for Informatization (NCI; part of the Rostec state corporation) Konstantin Solodukhin appealed to the Investigative Committee and the Main Military Prosecutor's Office with a request to check the "unlawful" actions of Denis Kormakov, Deputy Director of the Information Technology and Communications Department of the Ministry of Emergencies. We are talking about a possible fraud within the framework of the Safe City project.

In addition to Kormakov, according to RBC, in his statement Solodukhin asks to check the expert of the Voskhod Research Institute Alexei Babanin, an employee of the Central Base of Measuring Equipment of the Ministry of Emergencies (CBIT) Dmitry Belokonev, as well as "other involved persons" from among the employees of these organizations. The appeal says about the possible commission of crimes under Part 4 of Art. 159 of the Criminal Code (fraud on an especially large scale), part 3 of Art. 285 of the Criminal Code (abuse of office) and part 1 of Art. 327 of the Criminal Code (forgery of documents).

Solodukhin believes that the listed persons carried out illegal actions when evaluating the state contract for the implementation of research and development work (R&D) "Development of uniform standards, functional, technical requirements and predictive and analytical solutions of the Safe City agro-industrial complex." The corresponding agreement was concluded between the NCI and the PKU "Central Base of Measuring Equipment of the Ministry of Emergency Situations" in October 2020. According to the head of the NCI, the damage caused to the state as a result of fraud is more than 670 million rubles.

The conflict between the NCI and the Ministry of Emergency Situations arose in connection with the implementation of this R&D. In January 2023, the Ministry of Emergency Situations refused to sign the final act of the work performed and transfer money to the NCI for the final stage of the project. Solodukhin emphasizes that from October 2020 to December 2022, the Ministry of Emergency Situations had no complaints about the work. However, questions arose at the end of 2022, when Kormakov took the post of deputy head of the information technology and communications department of the Ministry of Emergencies (before moving to the Ministry of Emergency Situations, he worked at the NCI).[1]
