Vladimir Filippov was born on September 4, 1960 in Sverdlovsk (Yekaterinburg).
In 1984 graduated from faculty of cybernetics of MEPhI.
In 1984-1995 worked at Mayak chemical plant, there passed the way from the mechanic to the engineer. Implemented the automated control systems for technology production (ACSTP).
In 1995-1996 was an engineer on the hardware of the Moscow representative office of the Swedish firm CMA Small Systems.
