2022: Commissioning of remote control of Kola-Karelian transit facilities

On September 14, 2022, Rosseti FSK UES announced that it had transferred the facilities of the Kola-Karelian transit to remote control.

The technology was implemented together with the "System Operator" at the distribution points 330 kV "Borey" and "Kamenny Bor." These are the first objects of the Karelian energy system that switched to this control mode. The work carried out made it possible to increase the reliability of the region's electricity supply with a population of more than 600,000 people.

Distribution points are part of the second chain of Kola-Karelian transit, which the Group Rosseti"" introduced in early 2022. All of them are equipped with digital communication systems and current automation tools that allow you to implement remote control.

This technology allows improving the reliability of the operation of objects due to reducing the risk of human errors and increasing the speed of execution of control commands. The time of operational switching in power plants is significantly reduced, the period of elimination of technological violations affecting the power supply of consumers is reduced.

As of April 2022, more than 40 substations of Rosseti FGC UES are already remotely controlled, until 2025 their number will be more than 150 substations. One of the significant events in the north-west will be the introduction of technology at the 330 kV Murmanskaya substation. It will provide electricity to residents of the Capital of the Arctic TOR, which are associated with the development of the Northern Sea Route - the Center for the Construction of Large-Tonnage Marine Structures, the Lavna Sea Commercial Port, etc.

2021: Commissioning of remote control of 330 kV Swans substation equipment

On December 28, 2021, SO UES announced that the branch of the System Operator began remote control of the equipment of the supply center and power lines (VL) 330 kV Belgorod - Swans and VL 330 kV Gubkin - Swans. Remote control of power transmission line equipment was made possible thanks to previously implemented remote control projects at PS 330 kV Belgorod and PS 330 kV Gubkin branch of FGC UES - Chernozemnoye PMES.

During the implementation of the project, specialists of Lebedinsky GOK and branches of the Joint Dispatch Control of the Center's Power System (ODE Center) and Kursk RDU completed a set of measures to prepare an automated process control system (APCS) PS 330 kV Swans and an operational information system (OED RD) of the Kursky . As part of the project, the necessary regulatory and technical documentation was revised and put into operation, additional training of dispatching and operational personnel was carried out, measures were implemented to ensure information security of energy facilities.

The commissioning of the automated system was preceded by a check of the readiness of the dispatch center and the electrical network facility to perform remote control functions. The verification program was approved by a joint order of the Kursk RDU and Lebedinsky GOK. The readiness of dispatching personnel of Kursk RDU and operational personnel of PS 330 kV Swans to apply practical skills of remote control of substation equipment during elimination of accidents in the power system of Belgorod region, reliability of operation of dispatching and technological control systems, communication channels and telemetry information transmission, as well as readiness of OIC dispatching center to perform remote control functions were evaluated. As part of the inspection, on December 23, 2021, on the basis of the training center for personnel of the Kursk RDU, a control system-wide emergency response training was held to eliminate violations of the normal regime in the energy system of the Belgorod region using remote control functions.

Based on the results of the inspection and the results of the control system-wide emergency training, the joint commission decided on the readiness of the Kursk RDU and Lebedinsky GOK to carry out the remote control functions of the 330 kV Swans PS equipment.

The implementation of the project on the organization of remote control of 330 kV Swans PS equipment increases the reliability of the Unified National Electric Network and the quality of control of the electric power mode of the Belgorod power system by reducing the production time of operational switches and increasing the speed of implementation of control actions to change the topology of the electric network while preventing the development and elimination of accidents.

The 330 kV Swans substation is one of the feeding centers of the Northern Energy District of the Belgorod Region, which provide electricity to one of the large industrial consumers of the region - Lebedinsky GOK. Since 2017, a project for the comprehensive reconstruction and technical re-equipment of the substation has been implemented in stages, in accordance with which an additional substation has been built next to the current one, which in its characteristics fully meets the current requirements for substations. In particular, technological equipment and automation facilities are installed on the power facility, providing remote control from the control center of the System Operator. The completion of the reconstruction is scheduled for 2024.

Commissioning of 330 kV Belgorod substation

On August 3, 2020, JI UES announced that specialists of the Branch of JI UES JSC "Regional Dispatch Control of Power Systems of the Kursk, Oryol and Belgorod Regions" (Kursk RDU) developed and implemented a set of regime measures for commissioning a substation (PS) of 330 kV Belcity as part of the implementation of its comprehensive reconstruction and technical re-equipment.

Substation 330 kV Belgorod is one of the feeding centers of the Southwestern Energy District of the Belgorod Region, providing electricity to Belgorod. According to the comprehensive reconstruction project, a supply center was built near the existing substation and all power lines were subsequently transferred from the existing substation site to the built one. Such a decision made it possible to eliminate the risks of reducing the reliability of power supply to Belgorod consumers due to the implementation of the entire range of works without withdrawing old equipment for the duration of reconstruction.

As part of the project, substation buildings and structures were built on the site, two transformers with a capacity of 250 MVA each were installed, an open switchgear was installed (OPC) 330 kV, OPC 110 kV and auxiliary switchgear (RUSN) 10 kV, converted to the launched site of four 330 kV power lines and seventeen 110 kV power lines, two static capacitor batteries were put into operation (BSK) on 52 MVAr, the power facilities were equipped with microprocessor devices of relay protection and automation.

In the process of designing, reconstruction and preparation for commissioning of the 330 kV Belgorod PS, specialists of the Kursk RDU and the representative office of SB UES JSC in the Belgorod region took part in the preparation and approval of the technical assignment for the design, review and approval of design documentation, as well as in the development of the program for testing voltage and putting the equipment into operation. Specialists of the System Operator performed calculations of electric power modes and short-circuit currents, selected installations (determination of settings) of RPA devices, tested communication channels and systems for collecting and transmitting telemetry information to the Kursk RDU. Calculations of electric power modes, taking into account the peculiarities of all stages of reconstruction, made it possible to carry out testing and commissioning of equipment without interruptions in power supply of consumers and violation of repair schedules of equipment of electric grid and generating companies.

Thanks to the state-of-the-art digital equipment and automation equipment, which provide, among other things, the implementation of the automated remote control function from the control center of the System Operator, the 330 kV PS Belgorod in its characteristics began to meet the requirements for substations of the latest generation.

PS 330 kV Belgorod was one of more than 200 electric grid facilities of the UES of Russia, on which automated remote control systems are installed in accordance with schedule plans agreed by the System Operator with network organizations.

As of the beginning of August 2020, Kursk RDU has been remotely controlling the equipment of this substation since June 2020, which allows to increase the reliability of operation and the quality of control of the electric power mode of the Belgorod power system by reducing the production time of operational switches, reducing the risk of erroneous actions of dispatching and operational personnel, and increasing the speed of implementation of control actions to change the topology of the electric network.

As of August 3, 2020, the systematic equipping of all control centers of the System Operator with automated switching production systems, and substations with modern APCS supporting automated remote control, is an important practical step towards the digital transformation of energy. The use of remote control and other advanced digital technologies in the energy industry allows us to obtain a significant system effect by building on their basis more efficient models of process control of electric power facilities, electric power system management and the UES of Russia as a whole.

Provision of operating conditions for the final stage of reconstruction of the 330 kV Gubkin substation

On July 20, 2020, it became known that the specialists of the Branch of the JSC "SO UES" "Regional Dispatch Control of Power Systems of the Kursk, Oryol and Belgorod Regions" (Kursk RDU) developed and implemented a set of regime measures for commissioning the third and fourth stages of the substation (PS) 330 kV Gubkin as part of the implementation of its comprehensive reconstruction and technical rearmament.

As reported, the 330 kV Gubkin substation of FGC UES PJSC for July 2020 is one of the feeding centers of the Northern Energy District of the Belgorod Region, where the enterprises of Lebedinsky GOK JSC, Stoilensky GOK JSC, KMAruda Combine JSC are located. Completion of reconstruction and commissioning of 330 kV Gubkin PS equipment made it possible to increase the reliability of power supply to large industrial consumers.

According to the comprehensive reconstruction project, near the substation (old site) in force for July 2020, a supply center was built and all power lines were sequentially transferred from the old site to the built one. Such a solution made it possible to carry out the entire range of works without reducing the reliability of power supply to consumers.

During the first stage of reconstruction, substation buildings and structures were erected on the built site, one of two autotransformers with a capacity of 200 MVA was installed, an open 110 kV switchgear and a 330 kV switchgear were installed. The construction of 330 kV Gubkin-Swans power transmission line (VL) calls was also carried out with the formation of two lines: VL 330 kV Gubkin-Gubkin and VL 330 kV Gubkin-Swans.

During the second stage of reconstruction, the installation of a second autotransformer with a capacity of 200 MVA and the transfer to the 110 kV Gubkin - Manturovo and 110 kV Gubkin - Beketovo VL site were carried out, providing communication between the power systems of the Kursk and Belgorod regions. A circuit was also installed connecting the 110 kV OPC of the old and built sites, equipment was equipped with microprocessor relay protection and automation devices.

As part of the third and fourth stages of the reconstruction of the 330 kV Gubkin PS, two batteries static capacitors (BSC) of 52 MVAr were put into operation to compensate for reactive power, the conversion of eight 110 kV VL and ten 35 kV VL to the built site was completed, and the old distribution devices 330 and 35 kV were also dismantled.

During the implementation of the stages of the complex reconstruction of the 330 kV Gubkin PS, specialists of the Kursk RDU took part in the preparation and approval of the technical assignment for the design, review and approval of the design documentation, as well as in the development of the program for testing with voltage and putting the equipment into operation. Specialists of the System Operator performed calculations of electric power modes and short-circuit currents, determined settings (setpoints) of relay protection devices and automation, tested communication channels and systems for collecting and transmitting telemetry information to the control center. Calculations of electric power modes, taking into account the peculiarities of reconstruction stages, made it possible to carry out the whole range of works without interruptions in power supply of consumers and violation of repair schedules of equipment of electric grid and generating companies.

After the reconstruction of the 330 kV PS, Gubkin began to meet the requirements for the next generation substations by installing modern equipment and automation tools that ensure the implementation of the automated remote control function from the control center of the System Operator. Kursk RDU has been remotely controlling the equipment of this substation since June 2018, which makes it possible to increase the reliability of operation and the quality of control of the electric power mode of the Belgorod power system by reducing the production time of operational switches, reducing the risk of erroneous actions of dispatching and operational personnel, and increasing the speed of implementation of control actions to change the topology of the electric network.

As of July 2020, the systematic equipping of all control centers of the System Operator with automated switching production systems, and substations with modern APCS supporting automated remote control, is a practical step towards the digital transformation of energy. The use of remote control and other digital technologies in the energy industry allows to obtain a significant systemic effect by building on their basis more efficient models of process control of electric power facilities and UES of Russia as a whole.

Commissioning of 330 kV Belgorod automated remote control system

On July 3, 2020, the company JI UES"" announced that "Regional Control Department of Power Systems of the Kursk, Oryol and Belgorod Regions "(Kursk RDU) together with the branch" "Rosseti FGC UES(PJSC" FGC UES ") - Chernozemnoye PMES conducted comprehensive tests and put automated remote control system into operation the equipment of the substation (PS) 330 kV from Belgorod the dispatch center.

Since June 30, Kursk RDU has been able to remotely control switching devices and grounding knives 110 and 330 kV PS 330 kV Belgorod using automated switching programs (AMS), which allow to reduce the duration of operational switching by 5-10 times compared to their execution by dispatching personnel commands. In addition, remote control of voltage control devices under the load of 330 kV autotransformers is implemented.

The ATM computer algorithm is a sequence of switching actions presented in the form. It enables switching by sending commands directly automated process control system (APCS) to the managed power object.

Substation 330 kV Belgorod is one of the feeding centers of the Southwestern Energy District of the Belgorod Region, where energy-intensive consumers and industrial enterprises of Belgorod are located. The 110 kV power lines departing from the substation are included in the power output scheme of three power plants - Belgorod CHP, Michurinsky GT-CHP and GTU CHP Luch. Introduction of automated remote control of equipment allows to increase reliability of Belgorod power system operation and quality of its electric power mode control due to reduction of time of production of operational switches, reduction of risk of erroneous actions of dispatching and operational personnel, increase of speed of realization of control actions on change of topology of electric network.

During the project implementation, the specialists of the Kursk RDU took part in the preparation and approval of the technical assignment for the design, review and approval of the design documentation, including technical solutions for the creation of an automated remote equipment control system, as well as participated in the development of the integrated system test program.

In preparation for the tests, the specialists of JSC "SO UES" and "Rosseti FGC UES" (PJSC "FGC UES") distributed the remote control functions between the System Operator and the network company, carried out the necessary configuration of APCS substation and operational information complex (OIC) in Kursk RDDU U, tested the telemetry system. Specialists of the Kursk RDU and the Black Earth PMES jointly developed standard switching programs for power lines and substation equipment, on the basis of which the ATM and standard switching forms were prepared. In addition, additional measures were implemented to provide the information security substation and the channels involved. In communications preparation for the tests, the necessary regulatory and technical documentation was revised and put into operation, additional training of dispatching and operational personnel was carried out. Kursk RDU also developed and implemented a set of regime measures for testing an automated remote control system.

The complex tests checked the communication channels, the quality of telemetry information entering the Kursk Remote Control Department, the performance of the functions of capturing and releasing the remote control key, the functions of remote control of switches, disconnectors and grounding knives, as well as blocking the execution of erroneous commands. The completion of the complex tests confirmed the readiness of the 330 kV Belgorod automated remote control system for commissioning.

As part of the test of the readiness of the Kursk RDU to work with the system, on the basis of the training center for the personnel of this branch, a control system-wide emergency training was held to eliminate violations of the normal operation of the Belgorod region's power system using remote control. The event was attended by dispatch staff of the Kursk RDU and operational staff of the branch "Rosseti FSK UES" (PJSC "FSK UES") - Chernozemnoe PMES.

Following the results of the inspection and training, the joint commission of the System Operator and Rosseti FGC UES (PJSC FGC UES) decided on the readiness of the dispatch personnel of the Kursk RDU and the operational personnel of the Chernozem PMES to carry out the remote control functions of the 330 kV Belgorod PS equipment.

As part of the digitalization of operational dispatch control, the System Operator has been phasing out an automated switching system in all its branches for several years, which will allow organizing automated remote control of equipment of more than two hundred electric power facilities in accordance with plans and schedules agreed with network organizations.

Equipping the control centers of the System Operator with automated switching systems, and substations with modern APCS supporting automated remote control, is an important practical step towards the digital transformation of energy. The use of digital technologies in the energy industry allows to obtain a systemic effect by building on their basis more efficient models of process control of electric power facilities and UES of Russia as a whole.

Equipping the 330 kV Belgorod substation with a remote control system became part of the project for the comprehensive reconstruction and technical re-equipment of the substation, which began in 2016, within the framework of which another substation was built near the existing 330 kV PS. Full completion of the work is scheduled for the 3rd quarter of 2020. After the completion of the second stage of reconstruction in 2020, PS 330 kV Belgorod in its characteristics began to meet the requirements for modern substations, thanks to the installation of modern equipment and automation tools that provide the implementation of the remote control function from the control center of the System Operator.
