The Russian trunk operator "Transtelecom" (TTK) uses a billing complex of Oracle company in an information structure of the enterprise. Microtest became integrator. The Oracle BRM system calculates not only long distance services, but also rates also other services, for example Triple Play.
Specifics
The automated billing system allows to service up to 10 million subscribers wishing to use MG / MN-telefoniyey in all territory of Russia. The total cost of the billing project was 10 million dollars which 30% left on purchase of software, 30% — on payment of the equipment, 40% — on implementation. The solution of Oracle is selected because since 2002 in TransTeleCom network the billing system of Infranet of Portal Software company which Oracle during this time managed to purchase was successfully operated (within the strategy of acquisition of the firms developing customized applications for the separate industries).
Structure
New ASR is based on convergent BSS- the platform Oracle Communications Billing & Revenue Management. It supports tariffing, drawing of accounts for communication services, management of settlement with clients and partners. TIBCO Business Works Also Comptel EventLink (a prebilling system of collecting and preprocessing of data on the rendered services) were a part of a complex (an integration service bus of an enterprise scale). System architecture of billing "TTK" is completely centralized: all data concentrate and processed in Moscow. It will allow to simplify management of services, to accelerate data collection, to reduce terms of drawing of accounts, to arrange financial flows. On implementation of Oracle BRM 11 months were required.
Selection terms
The difference of a system from previous consists that it should process much bigger amounts of data, with introduction of services MG / MN-telefonii the number of clients of a TTK will increase from several thousand up to several million. The small response time on actions of operators and users became the major selection term also. A system is capable to rate new services whose parameters it is quite difficult to predict. They can be rated upon consumption, to time and volume of traffic. At emergence in a portfolio of the operator of the next services it will be necessary only to think over an algorithm of their tariffing and to implement it using settings of a system.
