AT Consulting the East implements a monitoring system of implementation of the FTP of development of the Crimea and Sevastopol

2020: Implementation of the AIS FTP

On October 19, 2020 the company AT Consulting East (enters c League of Digital Economy) announced system implementation of monitoring of implementation Crimea Sevastopol of the federal target program (FTP) "Social and Economic Development of the Republic and till 2024". The AIS FTP will integrate in one information space data more than 200 objects constructions in the city of Sevastopol that will allow to control effectively the course and terms of their construction. The digital platform became a technology basis of the project "Management of the territory (Smart City Cloud)".

The FTP "Social and economic development of the Republic of Crimea and Sevastopol till 2024" includes 951 objects of social, transport, industrial, power grid, telecommunication and other infrastructure. The total amount of financing for 2015-2024 was 1,257.28 billion rubles. A customer and the coordinator of the FTP is the Ministry of Economic Development of the Russian Federation.

The system implemented by AT Consulting the East covers program implementation in the territory of the city of Sevastopol. It is expected four years and more than 200 construction objects with a total cost more than 104 billion rubles include. The AIS FTP project started in August, start of a system in operation is planned in December, 2020.

The AIS FTP will allow to perform permanent monitoring of the course of construction of facilities. For this purpose a system will organize data collection, provides a possibility of creation of reports and analytical panels for acceptance of management decisions for the purpose of achievement of the set indicators and observance of the planned terms both on separate processes, and on projects in general.

Within a system instruments of detailed scheduling (with tracking of control events), mechanisms of setting and control of tasks and instructions on projects, video monitoring are implemented. Standardization and unification of business processes is carried out, duplication of functions, including under approval of the design estimates is reduced, collecting of up-to-date, reliable and complete data due to integration with systems sources is provided.

Thus, waiting time on projects is reduced, labor costs for technical work decrease. An opportunity operational (at early stages) identifications of risks for timely decision making is provided. Besides, a common information space for all participants of processes of the FTP forms: from contractors on construction objects to the government and the governor of the region.

In design time the East AT Consulting command did considerable work on requirements gathering and initial data, together with the customer worked solutions regarding data formats and implementation. So in a system there were more than 500 unique entities, attributes, communications, dependences, mathematical formulas which were not in initial data.

The AIS is implemented by the uniform application by the principle of microservice architecture. The Smart City Cloud platform formed a technology basis. It is the universal digital platform based on which it is possible to create quickly products and services, to effectively scale industry solutions. The platform is developed by the East company AT Consulting based on open software solutions and enters the register of domestic software.

Planning, control and risk management! A system which at the available restrictions of the current legislation should conform to certain requirements is for this purpose necessary: be able to fix passing of control points of process, plan cash expenses and consider the actual mastering of money and also include elements of profile document flow. The project will allow to create uniform digital base of actions and subjects of the FTP program. It will help to consolidate all information, to exclude irrelevance or lack of data. Thus, the possibility of development of management decisions, including on prevention of failures to meet time constraints of construction is provided.
